             (ix)       renders assisting one's fellowman, in particular Disabled and Disadvantaged, more fashionable through recognition of Exceptional Community Contributions at Annual Presentation Awards Dinners which enhances a Sense Of Community;

             (x)        overtly heeds IPCC's May 2007 call for a "shift in lifestyle" which leaves a small Personal Carbon Footprint;

             (xi)       complements New Directions for Australia’s Health - Delivering GP Super Clinics to local communities;

             (xii)      Reduce Supplementary Patient Guidance Role of GPs by RECs performing the Final Three Stages; and

             (xiii)     accords with Prime Minister's ethos for the 2020 Summit in particular "The Australian Government is committed to promoting a national culture of creativity, innovation and enterprise"

(a)        Pertinent co-ordinates for each of the Five Business Plans are at R&D Time, Budget Costs To Propagate and Project Life for Five Business Plans

(b)        YELP  SPV, for the benefit of the 16 Equity Holders, would pay the Business Plan Developer a Peppercorn Fee of $1 for all the I.P associated with the 18 months R&D to produce the Five YELP Business Plans whereupon that I.P, and the additional I.P contributed by Complimentary Low Cost Initiatives from 32 Pioneer Fit Old Farts, would be owned by the YELP  SPV

(c)        Five YELP Business Plans are Interdependent

(d)        AUD$19.4m Budget Costs for YELP to end June 2016 proposed to be funded 50/50 between Four Public Sector Equity Holders and 12 Private Sector Equity Holders, as explained in the 50/50 Funding Model

1.         Recent written communications with Department of Health & Ageing

The Business Plan Developer -

a)         wrote an earlier version of this letter to 6 of the 7 members of the Taskforce members on 23 July 2008 whereupon one of the members invited the Business Plan Developer to send his R&D to Peter Morris, Population Health Strategy Unit, Population Health Division; and

b)         has sent five more updated versions of the YELP 'Hub' Holistic First Business Plan, as well as the Other Four YELP Business Plans, to Peter Morris as noted in Schedule of Correspondence.

2.         Background to the Business Plan Developer

Last year the Business Plan Developer retired early (55) from a 37 year career in banking intent on utilising his Project Development Expertise (built up over 18 years working on infrastructure projects) to pursue his true passion.  He has expended over 18 months conducting R&D in Preventive Health - set out in the Five YELP Business Plans because the Business Plan Developer, notwithstanding a personal poor VO2, has -

 

 

 

(A)       played sports all his life - completing onerous sporting Challenges like IronMan triathlons which hardened his resolve to handle the stresses of professional life - sport has been more appealing than Recreational Drug Abuse etc; and

 

 

 

(B)       assisted lots of Australians to participate in a RREA within a LCCBSG, including cycling as Pilot on the front of various tandem bicycles with 8 vision impaired cyclists, which -

 

 

(i)         is, for them, heaps of Fun & Addictive, character building, and fosters a Sense of Community - "Regular, rigorous, challenging, recreational exercise, in the great outdoors, within a collegiate, caring, social environment is equally beneficial for mental toughness as physical fitness.";

(ii)        will achieve Fifteen Benefits Of Materially Altered Lifestyle to materially reduce the >$155b annual cost upon the Australian economy of Fifteen Problems, which include the Taskforce's Three Public Health Risks, by treating some of the Causes; and

(iii)       is satisfying to evidence people 'turn their lives around' by developing a dependence on Challenging RREA(s) within a LDRREG.

 

 

The last few years of the Business Plan Developer's banking career was directly involved in PPPs where the private sector and the public sector share risk and return on major infrastructure projects because of complementary synergies and enhanced innovation.  The YELP Budget in his YELP Holistic First Business Plan  4.9 years To End-June 2016 is AUD$19.4m to Propagate YELP to the 7 Australian States and our ACT capital city - being shared 50/50 (as explained in the 50/50 Funding Model) with 12 Private Sector Equity Holders because of Four Benefits To 12 Proposed Private Sector Equity Holders to measure the Economic Return On YELP Capex expended by the YELP  SPV for the Two Purposes Of YELP  SPV.

3.         Lifescripts is not cost-effective in GP's motivating GP's Patients to desist Negligent Lifestyle Behaviour (includes Taskforce's Three Public Health Risks) which costs the Australian economy >$155b annually
YELP will
Reduce Supplementary Patient Guidance Role of GPs by RECs performing the Final Three Stages

GPs under Lifescripts were, until earlier this year, entrusted to use Motivational Interviewing Techniques to work through Five Basic ‘Stages of Change’ (developed by Zimmerman/Olsen/Bosworth of Wright State University School of Medicine, Dayton, Ohio) to induce GP's Patients with a Negligent Lifestyle Behaviour to desist.  However, stretching health care budgets to treat the Adverse Effects of Five Lifestyle Risk Factors For Chronic Diseases shows Lifescripts in Australia has failed as a primary treatment which former Minister for Health & Ageing, Tony Abbott, spoke up for in 2007.  

The YELP First Business explains that it is highly cost-effective for health authorities to Outsource the Final Three Stages of Australia's (recently abandoned) Lifescripts programme of applying Five Basic ‘Stages of Change’ by employing lower cost RECs who possess Eleven Sports Administration Attributes which have achieved Accreditation Benchmarks to Take Charge Of  Interested Adults to commence a REA within a LDREG under the Optimum, Uniform Delivery Model which incorporates a LCCBSG

Why was a primary Preventive Health strategy of GPs performing the Five Basic ‘Stages of Change’ as explained in a version of Lifescripts webpage, which the Business Plan Developer downloaded in August 2007, recently abandoned?  This YELP 'Hub' Holistic First Business Plan assert that GPs could not perform the Final Three Stages but RECs can with energy and aplomb.

A litany of research in Reference Documents, Health Agencies, Health Programmes and Websites attest that "regular exercise", together with a Healthy Diet, is the cornerstone of a healthy Lifestyle Behaviour.  Alas, entrusting carriage to higher cost GPs via Lifescripts the vital task of encouraging GP's Patients with a Negligent Lifestyle Behaviour to carryout the Final Three Stages of the Five Basic ‘Stages of Change’ was not effective, because GPs didn't have the time or possess Eleven Sports Administration Attributes required to perform the Final Three Stages.

Presently, unless many GP's Patients who suffer from Obesity, Recreational Drug Abuse, Depression, CAD etc have a close friend or associate with regular exercise in their lifestyle who is willing to assist such GP's Patient abandon their Sedentary Leisure Activities with Recreational Road Cycling, Bushwalking/Hiking, Ocean Swimming, Kayaking etc, it is often beyond many of such GP's Patient to Materially Alter Lifestyle - such GP's Patients simply believe it is past them, particularly as there is inadequate promotion of those who have successfully swung their lives around.  Or other GP's Patients who do walk away from their GP highly motivated to get exercise back into their Lifestyle Behaviour often soon become distracted when implementing a Healthy Diet and commencing a REA with a LDREG is not as straight forward as they had hoped.

RECs would perform the Final Three Stages of the Five Basic ‘Stages of Change’, in lieu of GPs, at lower cost and materially more effectively, due to the mammoth power of the Internet via a YELP Website which utilises e-Learning and e-Research Techniques - explained at Twelve Low Cost Propagation Initiatives, thereby Reducing Supplementary Patient Guidance Role of GPs.

4.         It takes a seasoned sports administrator who possess Liability Risk Management Acumen a lot of time to Take Charge Of Interested Adults who have been leading a Sedentary Lifestyle and afflicted by any of the Taskforce's Three Public Health Risks to Materially Alter Their Lifestyle  -  rarely happens unless the Interested Adult perceives the REA is Fun and Addictive

Having assisted over 100 adults commence Recreational Road Cycling over the last 12 years through Muggaccinos.com, and other similar sports beforehand, the Business Plan Developer knows that it takes a lot more time than a GP can assign to transition an Interested Adult who have been leading a Sedentary Lifestyle and afflicted by any of the Taskforce's Three Public Health Risks into Recreational Road Cycling, Bushwalking/Hiking, Ocean Swimming, Kayaking etc, but the rewards of developing new friendships and evidencing people turn their lives around for the better are worth the effort.  This may be a reason why Health & Ageing removed Five Basic 'Stages of Change' from GP's responsibilities under Lifescripts.

One such person the Business Plan Developer assisted, and encouraged is Andrew aka Tugboat who dropped from 110kg to 57.4kg and now weighs 63kg. 

Andrew fastidiously maintains a Healthy Diet due to his -

(i)         new found love for rigorous, Challenging, Recreational Road Cycling; and

(ii)        desire to improve his KOM Climb Times on a website that the Business Plan Developer built as a motivational tool - King of the Mountain performance measurement.

5.         YELP Holistic 'Hub' First Business Plan includes within the Pilot a Primary Research Programme

 

(A)        to measure the Hypothesis' scope to reduce the Fifteen Problems, which include the Taskforce's Three Public Health Risks;

(B)        will involve 50 Volunteers, both Abled, Disabled and Disadvantaged who are all leading a Sedentary Lifestyle and afflicted by at least one of the Taskforce's Three Public Health Risks, with at least half the Volunteers drawn from the Disadvantaged and Marginalised, where the Research Programme Team would Evaluate Lifestyle Behaviour Of Each Volunteer whereupon the 50 Volunteers will complete Hypothesis Test Reports to enable the Research Programme Team produce Two Primary Research Programme Progress Reports which measure/quantify, using Return On YELP Capex Software, the scope of the Hypothesis to materially reduce the Fifteen Problems, which include the Taskforce's Three Public Health Risks;

(C)       which explicitly targets the Disadvantaged in lower socio-economic regions with almost a quarter of the 50 Volunteers, namely 12 Volunteers, being Indigenous Australians and 5 other Volunteers presently attending a drug rehab centre conducted by The Salvation Army "Bridge Program"  - explained in Primary Research Programme and Section 16.(c); and

(D)       to achieve the Two "Deal Breaker" Purposes Of Primary Research Programme.

By marshalling the enthusiasm, dedication, proven track-record, networking and professional indemnity Liability Risk Management Acumen of seasoned sports supervisors who have given a lifetime to voluntary sports administration (known as Eleven Sports Administration Attributes) 20 RECs (who are around retirement age) to work in a 21½ Months Tenure Of Pilot of YELP, then a very low cost "new industry" can be "created" and fostered within a social and physical environment deploying new products, new therapies, which utilises evidence informed policy development, and evidence based best practice in care delivery......".

The YELP Pilot  will enable Interested Adults to contact a REC to Supervise or Refer each Interested Adult in order to commence one of 15 Recreational Exercise Activities.

Interested Adults would include GPs Patients and  Adult Enquirers who may be afflicted by one or more of the Taskforce's Three Public Health Risks with some also enduring from Another Health Ailment.

During the Pilot, Interested Adults may commence one of 9 RREAs and 6 MREAs presently available at 900 existing LDREGs (in the case of NSW) many of which already incorporate a LCCBSG ie. akin to playing outdoors with your mates as most of us did as kids - the genesis of many a local support network:

The Pilot group of 20 RECs would -

(I)         need to achieve Accredited Benchmarks approved by Depart of Health & Ageing as RECs for up to a max of 4 years employment, contingent upon the 21½ months Pilot achieving the Pilot Goals, Forecasts and Predictions within the Pilot Budget and the Primary Research Programme Forecast Results; and

(II)        utilise Eleven Sport Administration Attributes to Supervise  Interested Adults to commence a REA in one of 900+ existing LDREGs (in the case of NSW) which incorporates a LCCBSG with a Social Theme across a choice of -
*         9 Rigorous Recreational Exercise Activities; and
*         6 Moderate Recreational Exercise Activities.

Many programmes in Australia target youth Obesity and youth binge drinking seemingly because it is easier to visit the schools.  The initiatives that target adults fail to deliver a programme "that you can feel and scratch" with a Milestone Completion Timetable, Propagation Forecasts And Targets and Budget Costs, which will enthuse Interested Adults to want to Hanker For A Beneficial Stress Release by re-igniting the skills they learnt during their Youthful Exuberance growth phase, and thereby achieve Fifteen Benefits Of Materially Altered Lifestyle

YELP Website would utilise e-Learning, e-Training and e-Research Techniques to materially reduce data dissemination, collection and analysis costs.

11.       Health authorities need to Compete For Market Share toe-to-toe with the Causes of the Fifteen Problems in particular those due to Negligent Lifestyle Behaviour  -  research and health warnings haven't been enough

YELP would Compete For Market Share by applying the same 'Advertising Media Spin' that is 'Spun' by the global advertising agencies to promote Recreational Exercise Activities As Fun And Addictive which were employed by NOVA and the Tufts University Clinicians in Marathon Challenge explained in Section 16(j) (See Part 6 above), rather than merely relying on the perpetuation of health agencies funding lots of research only to merely warn of the health risks of a Sedentary Lifestyle and the Taskforce's Three Public Health Risks, because the very health problems warned about continue to escalate, as is the associated economic burden on Australia's GDP - patent testimony that warning alone has proven an unfortunate, costly indictment on the Traditional Role of Democratic Government.

The Discussion Paper cites a recent US study Prevention for a Healthier America that estimated for every US$1 invested in "proven community-based disease prevention programs" (ie. increasing physical activity, maintaining a Healthy Diet and reducing smoking levels), the return on investment over and above the $1 per head cost of the program would be US$5.60 within five years.  Yet the Discussion Paper does not announce any "proven community-based disease prevention programs" although the Terms Of Reference assure "a three year work program by September 2008" which -

(a)       draws on "both the health and non-health sectors" and the "development of inter-governmental and public-private partnerships";

(b)         know "what works and what doesn’t.........the best buys for government investment in Primary Prevention"; and

(c)         extend the life expectancy of Aboriginal and Torres Strait Islander peoples and people living in rural and remote locations

 

As set out in Propagation Forecasts And Targets, YELP would Materially Alter The Lifestyle - by end-2015, >100,000 new Participants, with at least 75,000 new Participants that presently -

              *           lead a Sedentary Lifestyle; and

              *           afflicted by one or more of the Taskforce's Three Public Health Risks some of which would also be enduring Another Health Ailment.

(iii)       reduce sporting accidents in an era when Health & Ageing and Climate Change Agencies are encouraging cycling and walking, in lieu of some motor vehicle transport;

(iv)       reduce liability upon Sporting Organisers due to Encouraging An Optimum, Uniform Delivery Model;

(v)        reduce remedial health costs from exercise related accidents;

(v)        reduce litigation between an injured third party and a negligent participant; and

(vi)       reduce insurance premiums for third party and income protection cover for accidents during sporting activities due to improved bicycle training/knowledge which will reduce trauma accidents.

The Fourth Business Plan will overtly mandate Australian governments to make sometimes unpopular decisions to reduce the Average Australian's Current Carbon Footprint.

                         *           profile Interest Adults who have turned their lives around, now preferring their chosen REA in their LDREG and maintaining a Healthy Diet due to enhanced self-esteem and to maximise their physical performance; and

                         *           highlight that a REA is Fun and Addictive.

16.       Could the Business Plan Developer meet with a member(s) of the Taskforce to discuss YELP?

Pursuant to "we must act now on the basis of what we know, following the best practice and advice available, and learning by doing", the Business Plan Developer is keen to discuss the above Five Business Plans, in particular the YELP First Business Plan, with a member(s) of the Taskforce because each of the four plans is testimony to his lifetime conviction to the physical and mental health benefits of regular, rigorous, Challenging recreational exercise as espoused in YELP, not limited to Improved Personal Health & Fitness, consciously maintaining a Healthy Diet, enhanced QOL and self-esteem, Cognitive Development and greater Sense Of Community for Interested Adults amongst Australia's 22m Human Brownfield Infrastructure which -

*           Compresses Morbidity (reduces private and public Health Care Costs) and other fiscal costs and foregone GDP; and

*           Increases Productivity,

to reduce the Fifteen Problems which include the Taskforce's Three Public Health Risks.

Section 17(a) "Why YELP is a Business Plan and not solely a Research Programme" explains that the YELP  SPV, for the benefit of the 16 Equity Holders, would pay the Business Plan Developer a Peppercorn Fee of $1 for all the I.P. associated with the 18 months R&D to produce the Five YELP Business Plans, where the YELP First "Hub" Business Plan contains 90% circa of the I.P.   Pioneer Fit Old Farts developing Return On YELP Capex Software would represent material additional I.P. for the 16 Equity Holders.

The NEXT STEP is to invite Pioneer Fit Old Farts to -

a)         watch the Marathon Challenge prototype explained in Section 16(j) and viewable on the Net (or from PBS CDs held by the Business Plan Developer); and

b)         review the YELP 'Hub' First Business Plan to -

             *          'fine-tune' it and increase Twelve Low Cost Propagation Initiatives and achieve the Milestone Completion Timetable; or

             *           declare that the YELP First Business Plan lacks integrity and is impractical.

After several years attending Rostrum and Toastmasters in the '70s and '80s, and chairing many loan syndication meetings as an Agent bank, the Business Plan Developer has given several lengthy presentations and made long speeches.  Hence, he would have no difficulty presenting YELP to Pioneer Fit Old Farts, gaining their fervour to 'inter alia' increase Twelve Low Cost Propagation Initiatives.
