Second Business Plan - Join a Green Team generic team cycle jersey at 30% cheaper than ride groups ordering their own unique team jersey

Governments are -

(i)          encouraging Australians to consider commuting by bicycle for short trips for health and ecological benefits; and

(ii)         providing financial support to some prominent bicycle organisations for their cycling administration to support inter alia Bicycle User Groups

Joining a local Community Bicycle Group provides a safer way for new Cyclists to -

*           learn from experienced cyclists Risk Management Protocols - Cycling; and

*          develop confidence and skills in order to road cycle more safely

By so encouraging and supporting Australians to cycle, Governments need to ensure that -

I.           trauma accidents from cycling are minimised by new Cyclists learning Risk Management Protocols - Cycling in Community Bicycle Groups before venturing into heavy road traffic;

II.         Cyclists are aware that -

(a)        Ride Leaders and/or Ride Organiser's in Community Bicycle Groups  Provide A Risk Warning in ride invitations which set out the Three Types Of Risks for each ride route to diminish bicycle accidents, associated remedial health costs and lost productivity;

             (b)        Cyclists need to hold third party insurance which covers their negligence whilst cycling, because failure to so hold could financially ruin -

                          *         a negligent Cyclist; and

             *         possibly also the Ride Leaders and/or Ride Organiser or the Community Bicycle Group

A generic  Join a Green Team Team Jersey will provide entity, identity and visibility and therefore attract more prospective new Cyclists to join a local Community Bicycle Group to develop cycling skills more safely

II.(a) and II.(b) above can be achieved by displaying the following Two Risk Mitigation Messages on a Join a Green Team Team Jersey:

1.      "Ride leaders and organisers are required under Australian law to inform ride participants of all obvious risks" 
 1st Risk Mitigation Message

2.      "Failure to hold third party insurance which covers cycling could financially ruin a negligent cyclist."
 2nd Risk Mitigation Message

Community Project Join a Green Team will enable -

(a)       100 circa Community Bicycle Groups across Australia to promote their existence and thereby attract and assist thousands of new Cyclists over the 2 year Project Life to -

            (i)         acquire requisite cycling skills; and

(ii)        learn Risk Management Protocols - Cycling to mitigate potentially costly dangers from cycling

 

(b)        thousands of Australian to purchase a Join a Green Team Team Bicycle Jersey in Approved Appearance which display Sanctioned Green Theme Slogans and the Team Name of the Community Bicycle Group

(c)        a Media Advertising Campaign to promote that the Federal Government is assisting Australians to -

            (i)         enjoy cycling for local commuter transport and recreation; and

(ii)        also thereby heed IPCC's May 2007 recommendation for humans to exhibit a "shift in lifestyle" which leaves a small Personal Carbon Footprint

Detailed Summary explains a straightforward Three Phase Promotion Strategy involving $20,000 Forecast Cost of Media Advertising

1.           Road cycling is dangerous

Australian Transport Safety Bureau's Report on Cyclists Deaths - July 2006 identified -

(a)          >95% of cyclists deaths are on-road and only 4% off-road;

(b)          most frequent assigned major factor in road fatalities between 1996-2004 was "failure of cyclists and other road users to observe each other";

(c)          most common type of fatality occurred "when a motorist, travelling in the same direction, was passing a cyclist";

(d)          In the 1990s, between 40 and 80 cyclists were killed in Australia each year;

(e)          In the 2000s, the range of fatalities per annum has fallen.

 

Casual empiricism suggests that the frequency of accidents has spiked back up following the recent encouragement for Australians to try road cycling for short commuter trips and improved health. 

 

In addition the above annual fatalities, many thousands more cyclists between 1996-2004 have suffered very serious injuries which have -

(i)          materially diminished QOL;

(ii)         reduced income tax receipts due to resultant lost productivity; and

(iii)        cost the public health purse dearly. 

Annexure “E” details 15 Serious Cycling Accidents involving Cyclists that the Project Developer has cycled with during last 10 years.  On 6 June 2008 a cyclists was killed instantly when hit during peak hour at Cnr of Nolan Place and Johnson Ave Seven Hills.  Alas, road cycling is dangerous.

Fatalities and serious injuries will indubitably increase due to Governments encouraging more Australians to try cycling short commuter trips.  Hopefully, there will be a reduction in motor vehicle accidents.  Negligent motor vehicle drivers are covered by a CTP Green Slip policy, which alas does not extend to a vehicle owner whilst riding his/her bicycle vehicle on our roads.

2.         Learning Risk Management Protocols - Cycling and gaining self-confidence in a local Community Bicycle Group

Due to the high number of motor vehicles and some poor driving behaviour, cycling on public roads may be exceedingly dangerous.  New Cyclists require a lot of assistance, knowledge and tips to learn Risk Management Protocols - Cycling.

Community Bicycle Groups teach new Cyclists requisite cycling knowledge and pursuant to Division 5 Recreational Activities (for NSW cyclists) mitigate liability by warning cyclists of not only Obvious Risks and Inherent Risks, but also Foreseeable, Non-Obvious, Explicit RisksA safer, effective way for a non-Cyclist to become a proficient/self-confident commuter cyclist is to join a Community Bicycle Group and become familiar with inherent dangers, rather than commence bicycle commuting under-prepared.  Some Community Bicycle Group also incorporate a LCCBSG which provides a Sense Of Community.

 

3.         A Join a Green Team Team Bicycle Jersey will attract new Cyclists

A team jersey provides a Community Bicycle Group with a stronger sense of identity, entity and visibility which overtly assists attract new Cyclists.  A group of cyclists in a dedicated bicycle jersey attracts other interested potential cyclists, whereas the same group in an array of different jerseys doesn't offer the same appeal.  Approx. 50% of all Community Bicycle Groups do not have their own dedicated unique team jersey (which would assist attract membership) due to the relatively high artwork design one-off cost.

(A)        Provides the scripts of four thought-provoking 5 min Digital Short Movie scripts to enable green-minded Australians to provide a mandate for our governments to make the tough decisions to reduce Climate Change;

(B)       Summary of the Scripts of these four Digital Short Movies; and

 

 

(C)       proposes that Health & Ageing and Environment, Heritage and the Arts or Dept of Climate Change -

(i)         select the best Digital Short Movie each six months posted by Community Bicycle Groups on a Join a Green Team Website during the 2 year Propagation Phase; and

(ii)        refund the cost of the Purchase Order to the Community Bicycle Group which produced the best Digital Short Movie in the previous 6 months.

Health & Ageing, Environment, Heritage and the Arts and Dept of Climate Change want Australians to change their Lifestyle Behaviour to include regular exercise.  Invitation to "Show us How or Why" within Community Project Join a Green Team which enables Community Bicycle Groups across Australia that wear Join a Green Team Team Jersey to post a Digital Short Movie on a Join a Green Team Website is a practical way to change Lifestyle Behaviour.  It will enable some of those who have Materially Altered Lifestyle to explain using their own creative skills and a few digital cameras either the -

*         How Australians can; or

*         Why Australians should,

Community Project Join a Green Team will enable Community Bicycle Groups to obtain a dedicated team jersey displaying their Team Name,  Two Risk Mitigation Messages and Sanctioned Green Theme Slogans which will -

(A)       enable hundreds of dedicated, committed Ride Leaders and Ride Organisers in existing Community Bicycle Groups to attract thousands of new Cyclists over the 2 year Project Life to acquire requisite cycling skills and knowledge of Risk Management Protocols - Cycling to mitigate dangers.

(B)       assist Community Bicycle Groups across Australia supervise many more local residents to cycling in their ride groups to -

a)         show these additional local residents how easy it is to reignite the skills learnt during Youthful Exuberance Growth Phase to again become competent, confident and fun loving road cyclists; and

b)         substitute their bicycle for their CO2 emitting car for some local commuter transport to lead a Local Healthy Lifestyle.
