If the Preventive Health Taskforce and the Federal Dept of Health & Ageing want "proven community-based disease prevention programs" they need to involve Community Organizing Groups - (i) which comprise adults who successfully live the community lifestyle that is sought because these people know what social structure and disciplines are required to live that lifestyle; and (ii) that possess the specialist infrastructure skills and display humanitarian qualities in order to provide a meaningful contribution to prototyping, piloting and propagating a business plan that will deliver the sought after community lifestyle. A Community Organizing Group which comprises 32 Pioneer FOFs who possess Five Pioneer FOF Qualities and utilises Existing Recreational & Competitive Exercise Infrastructure and draws on Existing Human Resources (for the YELP First Business Plan) accords with the 6th Guidance Influence. Community Organizing Groups in the USA are often drawn from low and moderate-income residents, previously absent from decision-making tables, who are brought together to jointly act in their community's best interests and the common good - people who feel strongly about improving their own living conditions. Community Organizing Groups can just as easily be drawn from higher socio-economic residents if those residents - (i) possess requisite specific skills; and (ii) have a conviction to assist other residents who often are less fortunate then themselves. Community Organizing Model For Social And Economic Change accords with - (a) items (iii) and (iv) of Social Democratic Government and the model for Golden Gurus; and (b) the below views expressed to business leaders by former PM, Kevin Rudd, at the Australian Davos Connection's Philanthropy Summit on 19 April '09 re the greater beneficial economies of scale from Corporate Philanthropy: "When you have the government, the community and the corporate sector acting creatively together you actually end up, often, producing a much better service, a much more creative service, and one much more tailored to local communities." Unlike in the USA where Community Organizers often come from low socio economic groups, the YELP Holistic 'Hub' First Business Plan seeks to utilise Golden Gurus by - (A) drawing on 32 Pioneer Fit Old Farts, who possess Five Pioneer FOF Qualities, to assist, in particular Interested Adults drawn from in particular low and moderate income regions with a higher occupancy of Disabled and Disadvantaged which more prominently suffer from Lifestyle Related Chronic Diseases and Other Personal, Social, Productivity and Environmental Costs; (B) 32 Pioneer Fit Old Farts agreeing an Implementation Strategy for RECs to Supervise or Refer Interested Adults amongst Australia's 22m Human Brownfield Infrastructure to join a LDREG to 'inter alia' - (i) Improve Personal Health & Fitness; (ii) Materially Alter Lifestyle; and (iii) lead a Local Community Healthy Lifestyle; and (C) YELP SPV comprising a (i) 'policy board' of 32 Pioneer Fit Old Farts representing 16 Equity Holders - the Four Public Sector Equity Holders that are responsible for Regulatory Control would agree the final structure of the YELP First Business Plan and the rights, duties and obligations of the YELP SPV for approval or rejection by the NPA's Board of Governance; and (ii) 'supervision team' initially comprising 20 RECs, supported aprčs 2014 by unpaid Accredited Participants, whereupon RECs would focus on - * Supervising Disabled and Disadvantaged Interested Adults; and * supporting the vital role of Community Support Providers who are the backbone of LCCBSGs which foster a Sense Of Community. Hence, Pioneer FOFs would be Community Organizers who 'Fine Tune' (or reject) the YELP First Business Plan in order to agree an Implementation Strategy to meet community needs to achieve Fifteen Benefits Of Materially Altered Lifestyle. However, the NPA's Board of Governance would enjoy Sole Voting Rights to agree the final structure of the YELP First Business Plan and the rights, duties and obligations of the YELP SPV.
