Propagate or Propagating means under the 4 Ps of Project Development for the YELP  First Business Plan, the 3rd Phase of rolling out YELP on 1 June 2013 to achieve the Propagation Forecasts And Targets and Milestones Timetable at low cost due to Twelve Low Cost Propagation Initiatives upon -

*           accomplish Two "Deal Breaker" Purposes Of The Primary Research Programme

*           Pilot Goals, Forecasts and Predictions being achieved set out in Section 13; and

*           Primary Research Programme determining which of the Fifteen Problems, largely caused by the Taskforce's Three Public Health Risks, the Hypothesis cost-effectively treats.

 

Prior to the Research Programme Team recommending in the End Of Primary Research Programme Progress Report to Propagate YELP across Australia the Head Consultant For The Pilot And Two Research Programme would need to re-forecast Economic Return On YELP Capex from Propagating  YELP to other Australian States to achieve the YELP Propagation Forecasts And Targets.
