18.      Why YELP is a Business Plan and not solely a Research Programme

A.         YELP is the optimum blueprint to cost-effectively -

*           reduce Fifteen Problems, largely resulting from Taskforce's Three Public Health Risks, as most outcomes in the Preparatory Research Programme and  Primary Research Programme in the First Business Plan are predictable - similar to "Marathon Challenge"; and

 

 

*           improve the utility of Australia's 22 million Human Brownfield Infrastructure by achieving Fifteen Benefits Of Materially Altered Lifestyle

B.         Merit of Two Major & Two Minor Public Sector Equity Holders in a SPV with 12 Private Sector Equity Holders

C.         YELP will provide under a JV between the Four Public Sector Equity Holders and 12 Private Sector Equity Holders a Public Private Partnership achieving -

              *        Benefits To Each Major Public Equity Holder;

D.         YELP has been Sculptured for the Two Purposes Of YELP  SPV

Invariably a new CEO will profess that his company's greatest asset is its employees.  The irony is that recent Federal Governments, elected by the people, from the people, for the people, have ignored the mandate encompassed within the Traditional Role of Democratic Government by not overtly seeking to maximise the performance of Australia's 22m Human Brownfield Infrastructure.  Because Government is elected by the people, this failing rests "with the people".

 

Section 3(II)(f) explains that -

a)         an ageing Baby Boomer population is living longer and longer during a phase of their lives where they are likely to be an economic cost upon the fiscal purse and not an economic benefit;

b)         the post World War II generation, born between 1945 and 1964, are living materially longer than their parents and their grand parents due to antibiotics, anti-cholesterol statins, anti-coagulants, blood pressure medications etc, and new medical advances;

c)         this extended "death age" is amidst a relatively diminishing tax-payer fiscal funding pool from Gen X and Gen Y who are ultimately likely to object to their increasing "health cost" tax burden, especially when they evidence government not similarly provisioning for health care and the aged pension for their retirement; and

d)         two of the major super powers, which Australia needs to maintain a balance of payments on current account, namely China and India, will not expend the same percentage of their fiscal pool on their elderly. 

Consequently, in order to balance the fiscal accounts, the Australian Government will be forced, within the next 20 years, to expend relatively more of health budgets on the young and productive in order for Australia to remain competitive in a rapidly diversifying global economyIpso facto, reducing Health Care Costs is a priority.


In a research programme there is usually a high degree of uncertainty as to the outcomes, otherwise it wouldn't be research.  However, due to inter alia -

*           the level of detail in this YELP Holistic First Business Plan which represents the Prototype  Phase in the 4 Ps of Project Development; and

*           the "Marathon Challenge" template,

vital forecasts and targets for the -

*           10 Months Tenure Of Primary Research Programme to measure 50 Volunteers complete Two Legendary Endurance Cycling Challenges and quantify the Hypothesis' ability to reduce each of the Fifteen Problems, largely resulting from Taskforce's Three Public Health Risks, which are exacerbated by a Sedentary Lifestyle; and

*           the 21½ Months Tenure Of Pilot to garner 5,200 new Participants from Interested Adults for the Pilot Sample to achieve Critical Mass,

are predictable provided -

#          Operational Risk is managed; and

##        Act of God (an exceedingly hot or wet day for either cycling event in the Primary Research Programme) doesn't ruin the parade.

Two "Deal Breaker" Purposes Of The Primary Research Programme.

The YELP Holistic First Business Plan sets out how this is readily achievable.  "Marathon Challenge" provides a valuable template.  The only difference is that "Hilly Rides Challenge" is materially easier for the 50 Volunteers than running a 42km marathon after a 9 months training programme when you haven't been a jogger.

Achieving the Propagation Forecast in the Propagation Phase 31,450 Participants across Australia by end-2014, which increases to 74,350 Participants by end-2015 who were leading a Sedentary Lifestyle and suffering at least one of the Taskforce's Three Public Health Risks and have now adopted a Local Community Healthy Lifestyle to diminish Fifteen Problems, will materially reduce the marginal cost of each additional Participant as a comprehensive YELP Website becomes the primary marketing, information, learning and risk mitigant delivery vehicle, supported post-2014 by Accredited Participants.

Explanation of why YELP is a Business Plan -

(i)         outcomes of the Pilot are predictable - similar to "Boston Marathon Challenge Template Of YELP Primary Research Programme";

(ii)        Forecast Return On YELP Capex to improve the productivity of Human Brownfield Infrastructure will be at least tenfold over and above the YELP  SPV's  Capex within 5 years; and

(iii)       Two Major & Two Minor Public Sector Equity Holders and 12 Private Sector Equity Holders will own valuable I.P. because all governments, both across Australia and overseas, are faced with the same mandate pronounced by the IPCC in May 2008 to "dramatically shift lifestyles".

As noted elsewhere in YELP Holistic 'Hub' First Business Plan, the Business Plan Developer has evidenced a lot of adults who have benefited from participating in a LCCBSG who have Committed To An Annual Endurance Sporting Event, whereupon six months or a year later completed that difficult Challenging sporting event.  In years gone by the Business Plan Developer evidenced fellow Sydneysiders become competent ocean swimmers, completing the 2.7km Palm Beach to Whale Beach, Cole Classic etc, after previously being unable to swim more than a few 50m lengths without getting puffed-out, similarly other friends and associates went on to run marathons and complete IronMan triathlons after initially considering such Challenges well beyond them.

Resolute Diehards profiles 20 seasoned Road Cyclists who thrive on a Challenge.  Nearly all came from non-athletic backgrounds.  Some have stripped off up to half their former body weight.  Others have major physical ailments which do not deter them, incl male in his 60s who had a spinal fusion and has subsequently completed 13 consecutive annual 200km Audax Alpine Classics, notwithstanding on-going discomfort which lingers on Chronic Pain.  Importantly, they know that as they get older they have to strive harder and harder not to fall off the back of the pack (figuratively speaking), so they put-in more and more, because of the natural stimulants (Endorphins and Adrenalines) and bonhomie they experience in rigorous exercise with their mates which facilitates high self-confidence.  This recreational sporting environ is akin to the Second Basic Component of CBT.

A few weeks before the Business Plan Developer was about to send his Business Plan to NHMRC in November 2007 - Refer item 1 of - Annexure G. Schedule of Correspondence - a U.S. bicycle friend, Gene, who knew the Business Plan Developer was working on YELP e-mailed the Business Plan Developer informing that he has seen a documentary on American Public Broadcasting Station ("PBS") television called the Boston Marathon Challenge which represents a template of YELP.

Section 16.(j) reviews a 'Case Study' on PBS called Marathon Challenge of 13 volunteer interested adults in Boston, Massachusetts USA who were leading a Sedentary Lifestyle with varying ailments (eg. HIV, Type 1 Diabetes, Depression, post-divorce trauma, Obesity and post-fatality trauma) who accepted a challenging invitation from a Team Of Clinicians And Sports Therapists Supported By An RTV Producer to train together each Sunday over 9 months in order to run the 2007 Boston Marathon.

The post-Marathon report in Section 16.(j)(i) and the testimonials from each of the 13 volunteers in Section 16.(j)(ii) attest to the diverse emotional and physical benefits due to the intervention of endurance running to achieve a lofty, Challenging goal.  Paradoxically after providing a detailed explanation of VO2 Max and listing empirically evidence of the material improvements all 12 finishers achieved in their VO2 Max,  Susan K. Lewis, Editor of NOVA On-line's final section, titled Power of positive thinking, of the Summary of "Fit to Go the Distance by Susan K. Lewis" leads us to muse how much of their improvement is -

 

1.)         due to physical improvement measured in VO2 Max; and

2.)         mental determination not to fail under a high RTV profile when all your new buddies (LCCBSG) with the same common cause are putting in their utmost.

Watching the 6 x 9 min videos [accessible in Section 16.(j)and reading the Marathon Diaries about the determination to train with their "team" in the Winter rain is testimony that -

*           2) above, namely the value of a focused and committed LCCBSG is powerful; and

*           YELP is a Business Plan not a research programme as explained in

             #         Benefits To Each Major Public Equity Holder;

            ##        Benefits To Each Minor Public Equity Holder; and

            ###      Four Benefits To 12 Proposed Private Sector Equity Holders

Encouraging Interested Adults to introduce a RREA to Materially Alter Lifestyle to experience the emotional and physical benefits the 12 Boston Marathon 'Finishers' experienced is not a simple task.  If it was Australia would not beset by escalating levels of Obesity and closely correlated Type 2 Diabetes.

The YELP Primary Research Programme involves not one Challenge such as the onerous 2007 Boston Marathon, but two Challenges, however, both of YELP's Challenges, namely Two Legendary Endurance Cycling Challenges, in the 10 Months Tenure Of Primary Research Programme are materially easier than running a marathon.  Running 42km is an exceedingly onerous task for fit, experienced joggers.  But the Tufts University experiment demonstrated that unfit Americans with material Health Ailments could be induced to conquering such an onerous task by offering a 'challenging sporting distraction', consistent with the Second Basic Component Of CBT, amidst a LCCBSG

Section 16.(e) "Format of the Primary Research Programme" explains the Two Legendary Endurance Cycling Challenges, where each of the 50 Volunteers has options of easier or harder ride events to complete.  One at end October 2010 in Canberra and the other from Bright Vic. 3 months later on the Sunday of Australia Day long weekend in January 2011.

They are both renowned annual endurance road cycling events and much easier to accomplish, with less intensive training, than running a marathon.  The likelihood of RSI injury during training or failure to complete on the day is much lower, provided the weather is not unusually hot. 

Due to it taking the Business Plan Developer several months longer than he anticipated to gain the interest of Health & Ageing and Climate Change Agencies for the YELP Holistic 'Hub' First Business Plan, the original timetable has been deferred 24 months (from that provided to Professor Anderson, CEO of NHMRC in November 2007) to synchronise with training for the below Two Legendary Endurance Cycling Challenges

The 1st Legendary Endurance Cycling Challenge with 3 optional ride distances in Canberra in late October 2010 is easier than the 2nd Legendary Endurance Cycling Challenge in Bright Vic at end Jan 2011.  The tougher 2nd Legendary Endurance Cycling Challenge with 4 optional ride distances are in the last week of the 10 Months Tenure Of Primary Research Programme, so the 50 Volunteers have 3 more months to build-up endurance.

The 5 Selected District Recreational Cycle Groups explained in Section 16.(c) would be drawn from LDRREGs for Recreational Road Cycling near the Venue For Pilot And Primary Research Programme.

If Operational Risk is managed correctly, and Act of God (bad weather on event day) doesn't adversely intervene, the exemplary results attained by http://www.pbs.org/wgbh/nova/marathon/team.html in all 12 starters running the Boston Marathon, set out in Section 16.(j), will be replicated by the 50 Volunteers in the YELP 10 Months Tenure Of Primary Research Programme.

Rather than merely providing an inspiring 53 min PBS documentary called Marathon Challenge of what is possible, or equally Choir of Hard Knocks equally showing what is achievable,  RTV Promotion of the results of the YELP Pilot and Primary Research Programme, through Hilly Rides Challenge, will provide a highly cost-effective springboard to Propagate YELP across Australia achieving the Propagation Forecasts And Targets who have abandoned a Sedentary Lifestyle and no longer suffer from a Lifestyle Related Chronic Disease.  Whereupon the momentum and requisite knowledge to Materially Alter Lifestyle by introducing a Local Community Healthy Lifestyle, via YELP, will largely self-fulfil through the power of the Internet on the YELP Website, coupled with the support of Accredited Participants.

Annexure C "Review of NSW Department of Health and Department of Health and Ageing's separate health strategies" re promoting Personal Health And Fitness explains that Lifescripts is the current treatment to assist Australians to improve Personal Health And Fitness.  Escalation of the Fifteen Problems indicates Lifescripts hasn't been effective.  Annexure C contends that employing GPs to motivate patients to Personal Health And Fitness is a false economy because most GPs do not have an exercise background to carry out all of the Five Basic ‘Stages of Change’, whereas RECs, possessing Eleven Sport Administration Attributes, are so equipped in order for GPs to Outsource the Final Three Stages.

In his former job at Commonwealth Bank, the Business Plan Developer dealt with several large infrastructure companies and senior partners in major law firms which could be keen to become one of 12 Private Sector Equity Holders.  These companies all possess relationship executives who regularly liaise with all tiers of government regarding potential future business opportunities.

The Business Plan Developer was Commonwealth Bank's Relationship Banker for Leighton Holdings; a large and very successful infrastructure company.  The Business Plan Developer has not approached any of these companies about YELP.  However, if Health & Ageing and/or Environment, Heritage and the Arts or Dept of Climate Change, as Two Proposed Major Public Equity Holders believes the YELP Business Plan has merit, for the Four Benefits To 12 Proposed Private Sector Equity Holders, the Business Plan Developer is confident of inducing twelve major Australian companies in the short term to -

(i)         tip in $100k each as one of 12 Private Sector Equity Holders for the Pilot; and

(ii)        a further $800,000 circa over the following 3 years - average $200,000 pa

As noted in 12 Private Sector Equity Holders, the two accounting firms would provide vital auditing roles which are integral to all infrastructure Project Development transaction to ensure the project remains aligned with the YELP Holistic First Business Plan and reaches its Pilot Goals, Forecasts and Predictions.

The Business Plan Developer contends that conscious to enhance Brand Name and display Corporate Social Responsibility, the CEO’s of major Australian companies would be keen to be part of any PPP that will cost-effectively improve the productive output of Australia’s most valuable and costly Human Brownfield Infrastructure, namely 22m Australians, by tens of thousands of Interested Adults, many presently leading a Sedentary Lifestyle, commencing a REA which incorporates a LCCBSG

Seeking support from major players within the 'Private Sector' to invoke the 6th Guidance Influence to enthuse Interested Adults to Materially Alter Lifestyle, even 12 months ago, would have been a more difficult task. 

However, as explained in Section 5,  Section 6 and Section 7, the negative effects of some facets of -

(i)         Economic Materialism on Climate Change; and

(ii)        the potential for a global meltdown of the inter-bank payments settlement system due to excessive leveraging - coupled with greed, negligence, deceit and in some instances fraud,

now warrant increased regulation for the best interests of the community including increased regulation of Lifestyle Behaviour to minimise trauma accidents through Community Driven Regulation To Minimise Trauma Accidents

A +200 page YELP Holistic First Business Plan incl +300 Defined Terms define every facet of YELP which any reader may offer constructive criticism.  Due to a PPP structure, Interested Parties would contribute Complimentary Low Cost Initiatives as noted in Content And Format Of (Proposed) ABC's "Hilly Rides Challenge", in particular Equity Holder's Input Contribution For YELP Pilot and Primary Research Programme.

Compilation of the 12 Private Sector Equity Holders where each Private Equity Holder brings Infrastructure expertise to the PPP from 2 Pioneer Fit Old Farts Section 16 (i) Equity Holders Input................ and 12 Private Sector Equity Holders explain that the proposed distribution of infrastructure, mining, banking, legal and accounting companies can bring their respective PPP talents to the Human Brownfield Infrastructure project under a JV with Two Major & Two Minor Public Sector Equity Holders administered by the YELP  SPV for the Two Purposes Of YELP  SPV.

There are Four Benefits To 12 Proposed Private Sector Equity Holders.

The YELP  SPV, for the benefit of the 16 Equity Holders, would pay the Business Plan Developer a Peppercorn Fee of $1 for all the I.P. associated with the 23 months R&D to produce the Five YELP Business Plans, where the YELP First "Hub" Business Plan contains 90% of the I.P.

Re (iii). above, the e-Learning and e-Research Techniques in the YELP Website and Return On YELP Capex Software represent Intellectual Property which has an economic value because all governments, both across Australia and overseas, are faced with the same mandate decreed by the IPCC in May 2007 to "dramatically shift lifestyles".   Intellectual Property to Materially Alter Lifestyle and lead a Local Community Healthy Lifestyle (including reduced leisure time air travel) as cheaply and effectively as possible, has an economic value to the Two Major & Two Minor Public Sector Equity Holders and the 12 Private Sector Equity HoldersThe I.P. in the SPV under a PPP would be owned by the 12 Private Sector Equity Holders and Four Public Sector Equity Holders Just as some senior administrators who worked on the Sydney Olympics were invited to provided their dedicated expertise to China's Olympics, the YELP  SPV could provide senior YELP administrators (at market rates for highly skilled consultants) to other countries to roll-out YELP in their countries, because YELP is far more cost-effective than any of the +70 Preventive Health programmes in Australia, NZ, Europe or USA, that the Business Plan Developer has reviewed at Reference Documents, Health Agencies, Health Programmes and Websites.
