Traditional Role of Democratic Government means government, elected by the people, drawn of the people, to work for the people, to 'inter alia' provide the social utilities which are not naturally forthcoming through supply and demand in the private sector that Government believes are collectively in the best interests of the people.  Such social utilities include the maintenance of basic security and public order, protect property, 'Regulatory Control', fair and reasonable regulation of financial system and social behaviour in order to maximise the utility of the community.

The earliest forms of government evidenced the elders of villages making decisions for all the village community regarding the amount of food and fuel to stock pile in order to survive the pending snow bound Winter, including when to move livestock to lower ground as Winter approached.  These elders had survived  the occasional extreme Winters and their judgement was respected by younger villagers.

Alas, due to -

*         the argy bargy of politics;

*         vested interest groups -

          (i)          Christian Right and the humongous Republican Machine protecting the Big End of Town in the U.S.

          (ii)         the Left Trade Union Movement and the Right Liberal powerbrokers in Australia
           who each impact selecting from the people;

*         granting concessions to secure the support of some independents; and

*         finding new avenues for fiscal revenue eg. poker machines, late night liquor trading etc,

the purity of the government decision making, elected by the people, has too often been sullied to the detriment of for the people.
