Primary Research Programme means a supervised trial over the 10 Months Tenure Of Primary Research Programme at the Venue For Pilot And Primary Research Programme, pursuant to the Primary Research Programme Brief and within the Primary Research Programme Budget, to test the Hypothesis and validate or amend the Forecast Return On YELP Capex involving -

*           25 Volunteers who work in a Specific Industry Group, both Abled and Disabled, which are exposed to anxiety and stress or suffering Depression such as NSW Nursing and midwives or NSW Teaching Federation etc; and

*           25 Volunteers drawn from amongst the Disadvantaged, both Abled and Disabled, by seeking the assistance of renowned humanitarians [referred to in Section 16.(c)] to garner 25 Volunteers from amongst the Disadvantaged/Marginalised.

Each of the 50 Volunteers would need to be presently leading a Sedentary Lifestyle and afflicted by one or more of the Taskforce's Three Public Health Risks and displaying some Lifestyle Related Chronic Diseases and Other Personal, Social, Productivity and Environmental Costs.

At least 25 of the Volunteers would need to also be suffering from one or more of the Other Health Ailments.

As explained in Section 16(c), of the 25 Volunteers from the Disadvantaged, at least -

A)        12 Indigenous Australians  Volunteers would be drawn from -

            (a)        10 aboriginals living on a remote aboriginal settlement who formed their own LDRREG, with the support of the Business Plan Developer in his role as Head Consultant For Pilot, Research Programme and supported by the Research Programme Team, at least Two Seasoned Endurance Road Cyclists and a local social worker, who live in close proximity to the 10 Aboriginal Volunteers to provide necessary emotional and physical support to the 10 Aboriginal Volunteers; and

            (b)        2 Torres Strait Islander people working in say Sydney; and

B)        5 attendees of The Salvation Army "Bridge Program" on an eight to 10 month drub rehab programme would also be Volunteers.

Indigenous Australians account for only 2.4% of the total 22m Australia population.  Hence, a representative sample of 50 Volunteers would normally only include one or two Indigenous Australian.  However, the Taskforce's interim report,  "Australia: the healthiest country by 2020 - A discussion paper prepared by the National Preventive Health Taskforce" notes that Indigenous Australians are at a "High Risk" to the Taskforce's Three Public Health Risks and associated Lifestyle Related Chronic Diseases.  

The Taskforce and the Indigenous Health Equity Council are committed to Close the Gap’ - by reducing the 17-year life expectancy gap between Indigenous and non-Indigenous people.  Hence, merit exists in drawing a disproportionate representation of Indigenous Australians within the 50 Volunteers to prove that the Hypothesis will reduce this gap by applying the Second Basic Component Of CBT to enthuse Indigenous Australians to want to Improve Personal Health & Fitness by Committing To And Completing An Annual Endurance Sporting Event enthusing them to change their diet, and reduce their reliance on cigarettes and alcohol, by substituting the RREA of Recreational Road Cycling within a LDRREG under the Optimum, Uniform Delivery Model

The Business Plan Developer is mindful of the logistics of him, in the capacity as Head Consultant For Pilot And Two Research Programme, sleeping in a tent in order to spend up to a dozen weeks during the 10 Months Tenure Of Primary Research Programme at an isolated aboriginal community in Western NSW or Western Vic in order for the Business Plan Developer to provide the necessary emotional and physical support to the 10 Aboriginal Volunteers so that they maintain their dedication and commitment. 

The Business Plan Developer will source -

(i)         at least Two Seasoned Endurance Road Cyclists; and

(ii)        a local social worker,

who live in close proximity to the 10 Aboriginal Volunteers to provide necessary emotional and physical support to the 10 Aboriginal Volunteers so that they maintain their dedication and commitment.

Footage in the RTV Promotion titled "Hilly Rides Challenge" of the 12 Indigenous Australians  Volunteers, 10 of whom are aboriginals who form their own LDRREG with the support of the Business Plan Developer in his role as Head Consultant For Pilot & Research Programme and supported by the Research Programme Team, together with 2 Torres Strait Islander people, together with 5 attendees of The Salvation Army "Bridge Program", would be well worth the cost provision within the Primary Research Programme Budget for the YELP  SPV to demonstrate the power of Committing To And Completing Annual Endurance Sporting Events requiring Commitment, Dedication And Discipline in a LDRREG which incorporates a LCCBSG.

It would also greatly enhance the viewer impact of "Hilly Rides Challenge" and provide a marvellous opportunity for in particular the 10 aboriginals, amongst the 12 Indigenous Australians, to achieve an exemplary personal profile which would benefit their future income opportunities, by successful completing the Two Legendary Endurance Cycling Challenges.

As explained in Twelve Low Cost Propagation Initiatives, the RTV Promotion titled "Hilly Rides Challenge" will springboard the 3rd Propagation Phase to the remaining states and vastly assist attracting the >100,000 new Participants by end Dec 2014 as explained in Propagation Forecasts And Targets.

Each Volunteer would be provided with a $1,000 (retail price) road bicycle and a Hilly Rides Challenge Equipment Kit which each Volunteer would retain upon completing the following:

(i)          Attend an initial Health Assessment Appointment with one clinician/sports therapists from within of the Research Programme Team.

(ii)         Join one of 5 Selected District Recreational Road Cycling Groups for a minimum of the 10 Months Tenure Of Primary Research Programme (within the 21½ Months Tenure Of Pilot) commencing 1 May 2011 and finishing 31 Jan 2012.

(iii)        Be tutored how to cycle 100km average rides by Organisers in the Selected District Recreational Road Cycling Group under the Administration of a REC.

(iv)        Cycle 100km average rides most Sundays with their Selected District Recreational Road Cycling Group which involves a LCCBSG and a Social Theme.

(v)         Complete Two Legendary Endurance Cycling Challenges
 *       
 1st after 6 months in Canberra;
 *         2nd from Bright Vic just 5 days prior to the end of the
10 Months Tenure Of Primary Research Programme.

(vi)        Submit Four Hypothesis Test Reports.

Disabled Volunteers (eg vision impaired, deaf etc) would be provided a Tandem bicycle which cost up to $2,000.

Precedent for the Primary Research Programme include -

A.         the selection criteria applied by Tufts University in the highly successful Marathon Challenge Case Study - explained further below;

B.         enormous achievements in the Paralympics for many Disabled to overcome Disabilities which might include Chronic Pain; and

C.         Second Basic Component Of CBT which provides Coping Skills training involving a wide variety of cognitive and behavioural coping strategies.  Progressive relaxation and cue-controlled brief relaxation exercises are used to decrease muscle tension, reduce emotional distress, and divert attention from pain or other problems which has immersed the suffer's mindset.  Activity pacing and 'pleasant activity scheduling' are used to help patients increase the level and range of their activities.  Training in 'distraction techniques' such as pleasant imagery, in this case cycling, counting methods by clocking up kilometres, and use of a focal point (Two Legendary Endurance Cycling Challenges), all features of taking on a Challenging sporting goal within a LCCBSG, helps patients learn to divert attention away from tension episodes. Cognitive restructuring is used to help patients identify and challenge overly negative thoughts and to replace these thoughts with more adaptive, positive coping thoughts.

D.        success of Choir of Hard Knocks explained in RecLink Australia.

The Research Programme Team and the Head Consultant would measure, using data from the Initial Lifestyle Behaviour Evaluation Of Each Volunteer and the Four Hypothesis Test Reports submitted by each Volunteer (using Return On YELP Capex Software) the Hypothesis' scope to materially reduce the Fifteen Problems, largely caused by the Taskforce's Three Public Health Risks, and quantify the Economic Return On YELP Capex of Propagating YELP to additional Interested Adults to achieve the Propagation Forecasts And Targets.

Section 16(c) explains that the YELP Holistic First Business Plan initially assumed that the Pilot and Primary Research Programme would be held exclusively in NSW.  However, as explained in the Venue For Pilot And Research Programme, the Pilot and Primary Research Programme could be conducted in another State or ACT or across two States and ACT or one State and ACT, particularly as Pedal Power ACT is a large and successful Bicycle Organisation which already offers a dedicated programme to assist vision impaired and other Disabled ride a bicycle.  NSW, ACT and Vic could each provide one or two of the 5 Selected District Recreational Road Cycling Groups which would be drawn from LDRREGs for Recreational Road Cycling.

Section 16.(j) explains a Case Study of 13 interested adults with varying ailments who accepted a Challenging invitation from a team of 'Clinicians', 'Sports Therapists' and a Public Broadcasting Station to tackle a RREA, namely to run in 9 months the 2007 Boston Marathon.

Marathon Challenge is an RTV documentary telecast by Public Broadcasting Station ("PBS") to 355 public non-commercial television stations to 73 million Americans and to more than 100 other countries.   On 30 Oct 2007 PBS ran a 53 min "Marathon Challenge" programme profiling 13 volunteer adults -

(a)        who were leading a Sedentary Lifestyle and had never been joggers;

(b)        range in age from 22 to 60

(c)        live in/near Boston Massachusetts;

(d)        had 9 months to train to run the Boston Marathon;

(e)        came with some normal lifestyle baggage - ailments from HIV, Type 1 Diabetes, Depression, divorce, Obesity and post-fatality trauma.

Marathon Challenge proves, in inter alia 'Power of positive thinking' and Section 16.(j)(ii) that the Hypothesis reduces the Fifteen Problems, in particular the Hypothesis can Empower An Adult To Better Control Their Stress Responses.

Section 16.(j) proposes that PBS "Marathon Challenge" programme be built upon for ABC1 Television to run 3 x 60 min episodes of Hilly Rides Challenge in March 2013 to springboard Propagation of YELP to achieve 70,000 additional Participants by end-2015 who have Materially Altered Lifestyle.

RTV Promotion of the positive results of the Hypothesis to treat each of the Fifteen Problems will be invaluable to Brand Name for the 16 Equity Holders as noted in "Hilly Rides Challenge", in particular Equity Holder's Input Contribution For YELP Pilot and Primary Research Programme which would be featured in proposed "Hilly Rides Challenge" on ABC1 television is significant.  It will also evidence to Climate Change proponents globally (ie. IPCC) that Australian governments are rapidly actioning a strategy to "dramatically shift lifestyles".

Twelve Low Cost Propagation Initiatives will materially reduce the need for hands-on encouragement and assistance that RECs will critically provide during the 21½ Months Tenure Of Pilot to build-up Critical Mass and test the Hypothesis.
