Youthful Exuberance Lifestyle Programme ("YELP")  YELP Holistic First Business Plan is a Preventive Health "resource available for GPs" that falls within A NEW APPROACH TO PRIMARY CARE FOR AUSTRALIA

YELP will -

(i)         enable monitoring of individual GPs Preventive Health performance on a Clinic by Clinic basis (at no additional cost) for patients suffering Five Lifestyle Risk Factors For Chronic Disease; and

(ii)        therefore 'incentivise' GPs to support Preventive Health

"References, Health Agencies, Health Programmes and Websites" provides URLs to inter alia a plethora of journal articles and reports which I have analysed, including your report,  A NEW APPROACH TO PRIMARY CARE FOR AUSTRALIA, which advocates "Primary Care Health Centres".   Your report seems a blueprint for GP Super Clinics.  Hence, I hope you would be keen to see the utility of one-stop Primary Care health shops maximised. 

I believe that my YELP  YELP Holistic First Business Plan falls within the charter of Primary Care in your above listed report - see Pertinent Extracts in particular:

"Re-orienting primary care to focus on prevention requires............There are few resources available for GPs and other primary care providers to work proactively to prevent the development of obesity in their community in the first place."

             ".............. for preventive health activities and for the measurement and monitoring of communities’ health status"

For this reason I have written this letter to you seeking you to appraise YELP's application to compliment GP Super Clinics.  Hopefully you will then be willing to discuss YELP with me because it is a Four Project Development Phase  Preventive Health programme that anyone can feel and scratch which draws upon the mammoth 'information delivery' power of the internet through a proposed YELP Website to achieve substantive economies (not open to GPs on a one-on-one basis using Lifescripts) by engaging RECs with Eleven Sports Administration Attributes to Take Charge Of  GP's Patients keen to commence a REA after a GP has worked through the Initial Two Stages of the Five Basic ‘Stages of Change’.

My YELP  Business Plan -

(a)        sets out the economic merit of encouraging our health authorities to Outsource (from GPs) the Final Three Stages of Australia's Lifescripts programme (which applies Five Basic ‘Stages of Change’) for GP's Patients which are deficient in regular exercise by employing RECs with Eleven Sports Administration Attributes which have achieved Accreditation Benchmarks to Take Charge Of  GP's Patients to commence a REA within a LDREG under the Optimum, Uniform Delivery Model  ie. Wesley Corporate Health Study of 800 management staff found 50% had "No regular adequate exercise";

(b)        asserts that the current Lifescripts strategy of entrusting (to "higher cost GPs") the task of encouraging GP's Patients with a Negligent Lifestyle Behaviour to include regular exercise in their Lifestyle Behaviour isn't working because GPs do not have the time or possess Eleven Sports Administration Attributes required to properly perform the Final Three Stages;

(c)        shows that RECs will be much lower-cost and more expert than GPs in Supervising GPs Patients in the preparation, action and maintenance stages under Five Basic ‘Stages of Change’ to commence and maintain a REA; and

(d)        uses Return On YELP Capex Software to quantify the Economic Return On YELP Capex which inter alia will establish which socio-economic groups YELP will harvest the greatest Economic Return On YELP Capex - the same software could measure -

*         the economic benefit of Preventive Health to demographic regions where GP Super Clinics are located; and

*         GPs Preventive Health performance on a Clinic by Clinic and GP by GP basis. 

The Return On YELP Capex Software could also provide empirical data to motivate GPs to refer GP's Patients to RECs to achieve Fifteen Benefits Of Materially Altered Lifestyle to reduce the >$155b Negligent Lifestyle Annual Costs upon the Australian economy of Fifteen Problems, which include the Taskforce's Three Public Health Risks, be ceasing Negligent Lifestyle Behaviour because a Recreational Exercise Activities Is Fun And Addictive.

My YELP Holistic First Business Plan incorporates the AUD$19.31m  4 year budget being shared 50/50 with 12 Private Sector Equity Holders (major Australian companies) because of Four Benefits To 12 Proposed Private Sector Equity Holders, as explained in the 50/50 Funding Model.  Costs for the other two business plans are immaterial.
