Pioneer Fit Old Farts or Pioneer FOFs means -

want to reduce both Lifestyle Related Chronic Diseases and Other Personal, Social, Productivity and Environmental Costs that result from -

* excessive alcohol consumption and/or cigarette smoking often due to Craving Harmful Habitual Stress Releases; and

Lots of Australians, particularly those more prone to the Lifestyle Related Chronic Diseases (Indigenous Australians and others in remote areas) would like to better maintain a Healthy Diet and improve and maintain their Personal Health & Fitness.

Below are testimony that Lifestyle Related Chronic Diseases continue to spread:

* A blow-out during the last 10 years in two of the Taskforce's Three Public Health Risks, namely Obesity and excessive consumption of alcohol, as detailed in Section 3 III and Section 3 IV respectively; and

* Many young girls and country folk still smoke cigarettes, as detailed in Section 3 IV.

An avalanche of media and advertising warnings of the effects of excessive alcohol consumption and smoking, and the need to exercise regularly, hasn't arrested Lifestyle Related Chronic Diseases, although it has enhanced the coffers of some of Australia's largest advertising companies and media networks.

In April 2010 (2 years after the Taskforce commenced), the Taskforce's deputy chairman, Mike Daube, announced that Obesity had overtaken smoking as the leading cause of premature death and illness in Australia . Medical experts are claiming that the Federal Government is woefully unprepared for a tsunami of weight-related health problems. "The obesity crisis is not on its way - it is already here," Professor Daube said. "What we have done about obesity is not working. This issue needs concentrated and determined action."

2010 Zurich-National Heart Foundation Heart Health Index released 19 Oct '10 reports that Overweight and Obese Australians have admitted "they are too lazy, don t have the time, or are hampered by an existing condition or illness to make significant changes in their lifestyle to become healthy......... Many are in denial. One in eight (13 per cent) Overweight Australians believe they are healthy and do not need to change....Close to half the people (46%) who are Overweight thought that their weight met health guidelines. 13% of people who are Obese thought that their weight met current guidelines."

The Business Plan Developer considers from -

* a lifetime in voluntary sports administration; and

that the optimum way to reduce Lifestyle Related Chronic Disease, and highly correlated, Other Personal, Social, Productivity and Environmental Costs, is to employ the Community Organising Model For Social And Economic Change by garnering the skills of 'Practitioners' who practice the sought after lifestyle, known as Pioneer Fit Old Farts, to review the YELP First Business Plan and suggest Complimentary Low Cost Initiatives thereby adding to the existing Twelve Low Cost Propagation Initiatives.

Some might view a term such as Pioneer Fit Old Farts as inappropriate. However, the former Prime Minister would unlikely to be one of them, as Kevin Rudd has been renowned for using colloquial expressions in order to best connect with his intended audience. (I.) marshalling a group of successful, capable executives, with Project Development Expertise, who live the 'sought lifestyle' ie. who possess Five Pioneer FOF Qualities explained below; and

(II.) a Community Organising Group -

(A) 'Fine-Tuning' the Sculpture of the YELP Holistic First Business Plan to improve the Economic Return On YELP Capex of Interested Adults amongst Australia's 22m Human Brownfield Infrastructure in accordance with the Propagation Forecasts And Targets and the Milestones Timetable; or

(B) declare that the YELP 'Hub' Holistic First Business Plan lacks integrity and is impractical.

The YELP First Business Plan requests the Taskforce to invite two senior executives, from the likes of Senior Business Executives, from each of -

i). 12 Private Sector Equity Holders (explained in Compilation of the 12 Private Sector Equity Holders where each Private Equity Holder brings Infrastructure expertise to the PPP from 2 Pioneer Fit Old Farts) and Section 16 (i) Equity Holders Input................; and

ii). Four Public Sector Equity Holders,

to perform (II.)(A) or (II.)(B) above.

Compilation of the 12 Private Sector Equity Holders where each Private Equity Holder brings Infrastructure expertise to the PPP from 2 Pioneer Fit Old Farts proposes -

Two or three leading Infrastructure companies from Bovis Lend Lease, Leighton Holdings, Bilfinger & Berger, Downer EDI
Two or three leading mining companies from BHP-Billiton, Rio Tinto and Bluescope Steel
Two leading law firms from Mallesons, Allen Arthur Robinson, Freehills, Minters
Two leading accounting firms from Price Waterhouse Coopers, KPMG, Ernst & Young
Two or three leading banks from the four 'Pillar Banks' and Macquarie Bank
The Australian Broadcasting Corporation which heavily promotes its Health & Wellbeing website, and would 'Produce' Hilly Rides Challenge

These 32 senior executives, from the likes of Senior Business Executives, from i). and ii). above who possess Five Pioneer FOF Qualities would be known as Pioneer Fit Old Farts who fall within the terms of reference for the Golden Gurus programme.

The Business Plan Developer has nominated six talented Pioneer FOFs in Compilation of the 12 Private Sector Equity Holders where .....................

As explained in Section 12, Annexure N and Section 17(a), the YELP Website would enable interested Participants to apply for Accredited Participant status (to appear on a dedicated database on the YELP Website), whereupon post-2014, Accredited Participants and the YELP Website would be the YELP SPV's delivery vehicle to Supervise additional Abled Interested Adults to become Participants in a LDRREG.

Similarly, the YELP Website would also enable Participants to apply for Fit Old Farts status (to appear on a dedicated database on the YELP Website), with exemplary FOFs being awarded "Grand Poobah FOF" status. Below is an extract from Section 15(b). "Compete For Market Share"

"Cognisant that YELP is competing against these other attractions, YELP will package the 15 Recreational Exercise Activities and the YELP Website during the Pilot and subsequent Propagation and Product Phases with all the bells, whistles and ribbons which appeal to humans from 1 to 100......"

The definition of Philanthropy and Philanthropic explains that -

(i) successful, well-off business people are generally not attracted to donate material money, goods, time, or effort to support a charitable cause, unless they are directly involved in (contribute to) the structure and operations of a new Philanthropic charitable activity;

(ii) if Governments wish to encourage Philanthropy and Corporate Philanthropy, Governments need to create structures where successful business people, approaching retirement or having recently retired, enjoy a 'Hands-on' involvement in creating the structure and operations of a charitable cause(s) such as the YELP SPV which may have a spin-off benefit of enhancing the Brand Name of their company/agency which facilitates their generous involvement; and

(iii) inviting FOFs -

(a) will realise material innovation, enterprise and creativity to better Capture Complimentary Synergies of four interdependent agencies of Department of Health and Ageing, Climate Change Agencies, DIISR and RET;

(b) will not only evidence FOFs wanting their own imprimatur to be patently associated with the Two Purposes Of YELP SPV, but also the Brand Name of their company; and

(c) may well also evidence their long term Philanthropic support for (involvement with) the YELP SPV under the Community Organizing Model For Social And Economic Change.

Hence, the merit of the First Business Plan seeking Philanthropic support/assistance through a JV between -

A.) Four Public Sector Equity Holders to Capture Complimentary Synergies of the interdependent agencies of Health & Ageing, Climate Change Agencies, DIISR and RET due to some overlap in their respective charters; and

B.) 12 Private Sector Equity Holders to Harness Private Sector Infrastructure & PPP Skills which are highly familiar with PPPs, Base Case Financial Models and dedicated modelling similar to Return On YELP Capex Software required to quantify the Economic Return On the YELP SPV's Capex.
