Four Public Sector Equity Holders means for the 21½ Months Tenure Of Pilot, 16 Months Tenure Of Preparatory Research Programme and 10 Months Tenure Of Primary Research Programme the following four Federal Government Departments would Capture Complimentary Synergies to -

(a)        be subordinate to the NPA's  Board of Governance regarding control and expenditure of YELP  SPV as noted in Interested Parties and explained in Community Organising Model For Social And Economic Change; and

(b)        collectively contribute 50.01% of 20 Month Budget to cover issuing post- Pilot and post-Research Programme reports $2,963,275:

 *           Depart of Health and Ageing would contribute 16.67%; and

 *           Environment Protection, Heritage and the Arts or Dept of Climate Change would contribute 16.67%,

 *           DIISR would contribute 8.335%; and

 *           RET would contribute 8.335%.

Annexure J - Equity Holder Definitions & Section Titles lists -

(i)         all files in the YELP Holistic 'Hub' First Business Plan which relate to the merit of YELP being delivered under a PPP structure between -

             *          Two Major & Two Minor Public Sector Equity Holders; and

             *          12 Private Sector Equity Holders,
for each Australian State and ACT; and

(ii)        the rights, duties, obligations of the Four Public Sector Equity Holders and 12 Private Sector Equity Holders which make up the 16 Equity Holders.

Four Public Sector Equity Holders are akin to -

• Four BTSCP Public Sector Equity Holders who each provide two Pioneer Senior Choir Devotees who possess Five Pioneer SCD Qualities in the First BTAAP Business Plan

• Four BTSOP Public Sector Equity Holders who each provide two Pioneer Symphony Music Fogeys who possess Five Pioneer Symphony Music Fogeys Qualities in the Second BTAAP Business Plan;

• Four BTB&MDCP Public Sector Equity Holders who each provide two Pioneer Elder Dance Aficionados who possess Five Pioneer EDA Qualities in the Third BTAAP Business Plan.
