In theory, someone who professes to have expert knowledge observes the chaos of the world and looks for patterns, for causes.  He or she comes up with an hypothesis that he/she uses to make falsifiable predictions.  The hypothesis is tested by experiment or research programme and confirmed, discarded or modified, in the light of the results.
