Dear Ms Meagher, Ms Picone, Mr Koperberg and Ms Corben

YELP Holistic First Business Plan -

A.         to reduce the >$155b annual cost of Fifteen Problems which each impact Health and Lifestyle Behaviour; and

B.         to immediately enact IPCC's edict for a "shift in lifestyles" to mitigate Climate Change,

by NSW Department of Health and Department of Environment and Climate Change (NSW) as Two Major Public Equity Holders in a PPP with 12 Private Sector Equity Holders, to -

I.           implement a 21½ Months Pilot in NSW of a Youthful Exuberance Lifestyle Programme ("YELP") to achieve a Pilot Sample Critical Mass of 5,200 new Participants in 15 Recreational Exercise Activities;

II.         conduct a 10 Months Tenure Of Primary Research Programme (within the Pilot) in NSW to measure the Hypothesis' scope to materially reduce Fifteen Problems; and

III.         Propagate to 20,000 additional Participants by end 2013, and a further 50,000 new Participants by end-2015 evidencing a Cultural Social Change Less Reliant On Economic Materialism gaining momentum for Australians to want to Materially Alter Lifestyle to leave a small Personal Carbon Footprint

IV.        Initial rollout under 4th Product Phase, being Annual King of the Mountain Challenge Series, will evidence over 200,000 Participants across Australia by end 2010 complete a KOM Climb and Register a Climb Time, as testimony to living a Local Community Healthy Lifestyle with a Materially Altered Lifestyle

Due to synergies under a PPP (involving 12 of Australia's largest companies) to "dramatic shift lifestyles" and reduce Fifteen Problems costing Australia >$155b pa, the YELP Budget to end-2015 is $19.20 million and the patronage forecasts are predictable.  12 Private Sector Equity Holders would contribute 49.99% of $19.25 million YELP Budget.
Proceeding with the YELP Budget to Propagation Phase is contingent upon
Pilot Goals, Forecasts and Predictions being achieved by end-April 2009, otherwise budget costs to 30 June 2009 are capped at $2.718m - split half & half between 'Public & Private Equity'

In order to achieve the Two Legendary Endurance Cycling Challenges in the Primary Research Programme, early consideration of this is welcomed

1.         Snapshot of this to reduce Fifteen Problems which afflict First World Countries:

The Business Plan for a Youthful Exuberance Lifestyle Programme ("YELP") -

●          is prepared by the Business Plan Developer who is an early retiree Commonwealth Bank Infrastructure Banker with a lifetime in voluntary sports administration who -
a)     has completed
Arduous Endurance Sporting Events, incl 2 IronMan triathlons; and
b)     has a thorough understanding of Australia's liability laws re
        *        inviting the public to participate in a
Recreational Activity which involves some risks; and

                    *        how to mitigate those dangers and associated liability.

●          is provided in the enclosed CD ROM which automatically opens this  which provides over 3,500 circa URLs to the Business Plan comprising more than 250 Defined Terms and 40+ Section Titles which ensure clarity/certainty and enables analysis of all statements made therein.  Please ignore any opening warning message from Internet Explorer about restricting ActiveX Content from your computer.  And hit Yes to allow ActiveX, because ActiveX won't damage your computer.  ActiveX merely allows drop down menus.

●          is prepared in accord with NHMRC's "Meeting Tomorrow’s Health Challenges".

●          applies a robust Adverse Effect And Cause Logic.

●          is developed using Project Development Expertise employed by investment banks to attract debt for new Greenfield infrastructure projects

●          provides a Snapshot Page To 10 Project Benchmark Techniques To Appraise Economic Merit Of The YELP  Business Plan Annexure I "Deliverables and Costs" therein summarises material early benefits at low cost.

●          includes at Annexure C - detailed review of both NSW Department of Health's releases,  A New Direction for NSW Department of Health - STRATEGIC PLAN TOWARDS 2010 and Department of Health & Ageing's Focus on Prevention which inter alia equips GPs with Lifescripts Kits to treat Five Lifestyle Risk Factors For Chronic DiseasesThe YELP Business Plan provides are much better method to assist Interested Adults incorporate a REA into their Lifestyle Behaviour than Lifescripts at a much lower cost, which will Reduce Supplementary Patient Guidance Role of GPs.

The Business Plan has identified how YELP can materially assist all Government's tiers health strategies.

Contingent upon NSW Department of Health and Department of Environment and Climate Change (NSW) being attracted to YELP as a PPP under an SPV, the Business Plan Developer is confident of immediately attracting 12 large Australian companies to each contribute $100,000 circa to be one of 12 Private Sector Equity Holders in a YELP  SPV under a PPP for the 21½ Months Tenure Of Pilot for the reasons set out in Section 17(a).

Also contingent upon NSW Department of Health and Department of Environment and Climate Change (NSW) being attracted to YELP, the Business Plan Developer seeks assistance from the proposed Two Major & Two Minor Public Sector Equity Holders to -

(i)         source -
a)         Research Programme Team for a
10 Months Tenure Of Primary Research Programme;

b)         a Specific Industry Group which is particularly exposed to stress, such as NSW Nurses Federation, to provide 25 of the 50 Volunteers; and

c)         25 further Volunteers drawn in the main from amongst the Disadvantaged and Disabled for the Primary Research Programme by liaising with parties noted in Section 16(c) of the Business Plan; and

d)        some or all of the 20 RECs which possess Eleven Sports Administration Attributes

(ii)        to conduct, pursuant to the Pilot Budget for the Business Plan, the -

   *          Pilot to achieve the Pilot Sample Critical Mass of >5,200 Interested Adults which Materially Alter Lifestyle to profile approx half of the 50 Volunteers from amongst the Abled, Disabled and Disadvantaged to Propagate YELP using Twelve Low Cost Propagation Initiatives; and

   *          Primary Research Programme to measure, using Return On YELP Capex Software, the Hypothesis' scope to materially reduce the Fifteen Problems and quantify the Economic Return On YELP Capex and to film selected Volunteers for the RTV Promotion primarily 3 x 60 min episodes of "Hilly Rides Challenge"  proposed to be produced and televised by ABC Television in March 2013.

Provided the Pilot achieves the Pilot Goals, Forecasts and Predictions and the Primary Research Programme achieves the Primary Research Programme Forecast Results (ie. that the Hypothesis cost-effectively reduces the Fifteen Problems), and upon satisfying all the Conditions Precedent to Propagation to all other Australian States, then utilise Twelve Low Cost Propagation Initiatives which Compete For Market Share to successfully Propagate YELP (from 1 July 2009 to states beyond NSW) to achieve Propagation Forecasts And Targets

2.         Business Plan is in accord with "Meeting Tomorrow’s Health Challenges"

"Meeting Tomorrow’s Health Challenges" publication of April 2007 notes National Health and Medical Research Council's Strategic Plan includes:

1.         "........ and to stimulate the creation of new industries........"

2.         "........ we understand the influence of the social and physical environment on health much better....."

3.         "..........an even bigger challenge, is to ensure that new knowledge is captured for the benefit of health, through new diagnostics, new products, new therapies, evidence informed policy development, and evidence based best practice in care delivery......"

3.         Marshalling 20 seasoned sports supervisors who have given a lifetime to voluntary sports administration for the 21½ Months Tenure Of Pilot in NSW

By marshalling the enthusiasm, dedication, proven track-record, networking and professional indemnity Liability Risk Management Acumen of seasoned sports supervisors who have given a lifetime to voluntary sports administration (known as Eleven Sports Administration Attributes) 20 RECs (who are around retirement age) to work in a 21½ Months Tenure Of Pilot in NSW of YELP, then a very low cost "new industry" can be "created" and fostered within a social and physical environment deploying new products, new therapies, which utilises evidence informed policy development, and evidence based best practice in care delivery......".

YELP will enable the below two groups of Interested Adults to contact a REC to Supervise or Refer each Interested Adult commence one of 15 Recreational Exercise Activities during the Pilot -

A.        GPs Patients who are -

            (a)        experiencing lethargy, anxiety, Depression; or

            (b)        suffering Obesity and probably correlated Type 2 Diabetes mellitus; or

            (c)        using excessive Recreational Drug Use; and

B.        other Adult Enquirers.

During the Pilot, Interested Adults may commence one of 9 RREAs and 6 MREAs presently available at 900 existing LDREGs across NSW many of which already incorporate a LCCBSG ie. akin to playing outdoors with your mates as most of us did as kids - the genesis of many a local support network:

The YELP Business Plan -

(a.)       has adopted the Youthful Exuberance Theme as its catchphrase in order to instil confidence within Interested Adults that they are capable of incorporating outdoor exercising in their Lifestyle Behaviour because they inquisitively explored the great outdoors years ago with childhood mates.

(b.)       forecasts that many Interested Adults, upon commencing a RREA, will re-ignite Youthful Exuberance to implement Positive Lifestyle Changes into their Lifestyle Behaviour which Change Social Values to Materially Alter Lifestyle and reduce their Personal Carbon Footprint.

The Pilot group of 20 RECs would -

(I)         need to achieve Accredited Benchmarks approved by NSW Department of Health as RECs for up to a max of 4 years employment, contingent upon the 21½ Months Pilot achieving the Pilot Goals, Forecasts and Predictions within the Pilot Budget and the Primary Research Programme Forecast Results; and

(II)        utilise Eleven Sport Administration Attributes to Supervise Interested Adults across NSW to commence a REA in one of 900+ existing LDREGs which includes a LCCBSG with a Social Theme, made up of:
*         9 Rigorous Recreational Exercise Activities; and
*         6 Moderate Recreational Exercise Activities
using Existing Recreational & Competitive Exercise Infrastructure that Organisers, potential RECs and Fit Old Farts presently use, and also drawing on Existing Human Resources.

Below is a break-up of the existing +900 LDREGs and clubs which presently provide 9 Rigorous Recreational Exercise Activities in NSW that the 20 RECs would Supervise Interested Adults to commence during the 21½ Months Tenure Of Pilot scheduled to commence contemporaneously with the Preparatory Research Programme on 1 November 2009:

Existing 9 Rigorous Recreational Exercise Groups in NSW

Recreational Road Cycling groups

89

Road And Track Cycle Racing clubs

56

Mountain Biking clubs

27

Triathlon clubs

51

Bushwalking/Orienteering/Hiking/Tramping clubs

55

Surf Kayaking & Canoeing businesses and clubs

75

Lap Swimming Pools and clubs

393

Ocean Swimming surf clubs

129

The 6 MREAs which the Pilot group of 20 RECs would also assist less mobile/older Interested Adults to commence are:

             Lap Swimming Up To 400 Metres, Lawn Bowls, a 1 hour Pilates class, Social Dancing, Walking Up To 5 Kilometres and 1 hour Yoga class.

YELP Website would utilise e-Learning, e-Training and e-Research Techniques to materially reduce data dissemination, collection and analysis costs.

The Business Plan includes within the Pilot a Primary Research Programme -

(A)       to measure the Hypothesis' scope to reduce the Fifteen Problems:

(B)       will involve 50 Volunteers (presently experiencing lethargy/anxiety/Depression, and/or Obesity /Type 2 Diabetes, and/or excessively using Recreational Drugs, either Abled or Disabled) both from the advantaged and Disadvantaged socio-economic divides, where the Research Programme Team will Evaluate Lifestyle Behaviour Of Each Volunteer whereupon the 50 Volunteers will complete Hypothesis Test Reports to enable the Research Programme Team produce Two Primary Research Programme Progress Reports which measure/quantify, using Return On YELP Capex Software, the scope of the Hypothesis to materially reduce the Fifteen Problems;

(C)       which explicitly targets the Disadvantaged in lower socio-economic regions of NSW; and

(D)       to achieve the Two "Deal Breaker" Purposes Of Primary Research Programme.

4.         Goals, Forecasts and Predictions

The Pilot Goals, Forecasts and Predictions and the Primary Research Programme Forecast Results predict that YELP will cost-effectively -

     I.         reduce Obesity and Type 2 Diabetes by Improved Personal Health And Fitness induced by Interested Adults wanting to improve performance in their LDREG;

    II.        Reduce Carbon Emissions due to diminished Economic Materialism from Participants Changing Social Values and seeking to lead a Local Community Healthy Lifestyle;

    III.       reduce Burgeoning Baby Boomer Health & Aged Care Costs (medical prescriptions, aged care and aged pensions falling upon reducing tax payer pool) by Improving Personal Health And Fitness which increase energy levels, Cognitive Development, physical performance and create a less medications reliant mindset which Extends Labour Force Participation and maximises tax revenue;

   IV.       reduce the Social Cost of Recreational Drug Use in Australia due to Participants wanting a clear mind to maximise performance in their LDRREG;

    V.       narrow the Generation Gap between parents and teenage kids due to increased Family Unit Cohesion through parents rekindling Youthful Exuberance to become passionate about a RREAakin to playing in the great outdoors with their mates which teenage siblings can relate to;

   VI.       improve Coping Skills to Empower An Adult To Better Control Their Stress Responses by rekindling Youthful Exuberance to succeed in new, Challenging, physical environs in their LDREG under the Optimum, Uniform Delivery Model amidst a LCCBSG which hardens resolve, improves self-confidence and raises aspirations/contentment; and

  VII.       increase productivity and higher QOL for some of the one in 5 Disabled Australians, enabling a reduced fiscal burden.  The Business Plan Developer has cycled various tandems as a Pilot for 7 different vision impaired cyclists, some with other Disabilities.

A successful Pilot is predicated upon sourcing 20 RECs in NSW who each possess Eleven Sport Administration Attributes.  Through his networking across some of the 9 RREAs, the Business Plan Developer knows several contemporaries who inter alia possess an infectious enthusiasm for the benefits of regular, rigorous, Challenging exercise and have expended at least 10 years of giving to their local community in an unpaid capacity by successfully encouraging >100 adults to the joys of a regular RREA.  Contemporaries that the Business Plan Developer knows similarly know other volunteer sports administrators with unbridled passion to promote their chosen sport.  These seasoned adults are highly proficient salesmen because they believe in the product that they have been selling to fellow Australians for many years.  They rarely take the foot off the pedal because of the satisfaction they derive in evidencing others enhance their QOL within a LCCBSG.

Hence, the Business Plan Developer is able to source some or all of the 20 RECs in NSW for the 21½ Months Tenure Of Pilot who each -

(i)         possess the Eleven Sport Administration Attributes, in particular each has +10 years administration experience in at least one of the 9 Rigorous Recreational Exercise Activities; and

(ii)        is familiar with the Training Procedures for the remaining RREAs.

Doubtless NSW Department of Health and NSW Sport & Rec would be aware of many seasoned sports administrators around retirement age who possess the Eleven Sport Administration Attributes to fill the 20 RECs.  In an increasingly litigious age, the Business Plan Developer is able to train any potential RECs who may be deficient in requisite risk management requirements, how to mitigate negligence and accidents.

5.         Pilot Budget in NSW -  Snapshot Of YELP Budget 4.9 years To End-June 2016

The 16 Month Budget to cover issuing post- Pilot and post-Primary Research Programme reports is $2,717,800, which includes running the Annual King of the Mountain Challenge Series in Sydney, Melbourne, Brisbane and Canberra.  The total YELP Budget 4.9 years To End-June 2016 when YELP will be largely driven by a highly informative YELP Website to achieve the following is less than $20,000,000 [Section 17] spread across the 6 Australian state governments and 2 territories - set out in worksheet Column H of "YELP Budget - 4.9 years" in spreadsheet YELP Budget.xls

A.         to reduce the >$155b annual cost of Fifteen Problems which each impact Health and Lifestyle Behaviour; and

B.         to explicitly immediately enact IPCC's edict issued in May 2007 for a "shift in lifestyles" to mitigate Climate Change

6.         YELP can be Propagated beyond NSW from 1 July 2009

Upon achieving the Pilot Sample Critical Mass in Pilot Goals, Forecasts and Predictions of 5,200 new Participants in NSW at the end of the 21½ Months Tenure Of Pilot, and after successfully proving from the 10 Months Tenure Of Primary Research Programme that the Hypothesis materially reduces the Fifteen Problems, Propagate YELP across Australia enabling an additional 20,000 Interested Adults to implement Positive Lifestyle Changes to Materially Alter Lifestyle by end-2010 at very low material costs by utilising Twelve Low Cost Propagation Initiatives.

RTV Promotion by ABC TV across Australia at the end of the 21½ Months Tenure Of Pilot in March 2013 in 3 x 1 hour episodes of "Hilly Rides Challenge" of approx. half of the 50 Volunteers drawn from amongst Abled, Disabled and Disadvantaged and other Interested Adults (from the forecast Critical Mass of 5,200 NSW Interested Adults) who are pleased that they have Materially Altered Lifestyle is more beneficial than the perpetuation of footage (in news clips etc.) of Australians which are obese and lacking purpose; such footage condones negligent Lifestyle Behaviour which is prevalent in Australia.

RTV Promotion  of the positive results of the Hypothesis to treat each of the Fifteen Problems will be invaluable to Brand Name for the 16 Equity Holders as noted in "Hilly Rides Challenge", in particular Equity Holder's Input Contribution For YELP Pilot and Primary Research Programme which would be featured in proposed "Hilly Rides Challenge" on ABC1 television is significant.  It will also evidence to Climate Change proponents globally (ie. IPCC) that Australian governments are rapidly actioning a strategy to "dramatically shift lifestyles".

Twelve Low Cost Propagation Initiatives will materially reduce the need for hands-on encouragement and assistance that RECs will critically provide during the 21½ Months Tenure Of Pilot to build-up the Critical Mass and test the Hypothesis.

7.         The Business Plan Developer has researched both tiers of Government strategic health plans, with particular focus on their policies to encourage a healthy lifestyle

Annexure C of the Business Plan -

I.           opines on the separate future strategic plans and websites of NSW Department of Health and Federal Department of Health and Ageing regarding promoting healthy lifestyles;

II.          notes that both tiers of Government are committed to treating the cause of good health which is cheaper/than Government meeting the cost of negligent health, such fiscal expenditure represents Capex to increase Cashflow; and

III.         identifies that YELP can materially cost-effectively benefit both strategies by addressing one explicit policy within each Government tier's health strategy contains, as now explained:

Annexure C(i)(a) -

I.           opines on, amongst other NSW Department of Health's releases,  A New Direction for NSW Department of Health - STRATEGIC PLAN TOWARDS 2010, by positing that reducing "risk factors such as smoking, obesity, risky alcohol use and stress" and increasing "protective factors such as good nutrition, physical activity, healthy environments and supportive relationships" (asserted in the above NSW Dept of Health strategy) are NOT reliant upon all of "strong will and sustained action by individuals, families, communities and governments" for a material number of adults afflicted with one or more of the abode risk factors; and

II.          asserts that relying on the Traditional Role of Democratic Government, Government is able to address the above "risk factors" and "protective factors" by implementing "B." of Annexure C(i)(a), which does not require the collective "strong will and sustained action by (all of) individuals, families, communities and governments" and can be completed for a relative pittance due to -

             i.          substantive economies that e-Learning / e-Research Techniques enable; and

ii.          the roll-out plan has been prepared by a seasoned sports administrator who has project finance infrastructure, financial modelling and I.T. skills.

Annexure C(ii) -

I.           notes that Federal Department of Health & Ageing's Focus on Prevention inter alia equips GPs with Lifescripts Kits, including Motivational Interviewing Techniques, to treat Five Lifestyle Risk Factors For Chronic Diseases; and

II.          contend that the 'Principle of Comparative Advantage' supports GPs referring interested GP's Patients with any of Five Lifestyle Risk Factors For Chronic Disease to a REC to implement the below Final Three Stages of Lifescripts' Five Basic ‘Stages of Change’ because GPs don't have requisite time and most GPs don't have the Supervision skills - ipso facto it is not cost-effective for GPs to action the following 3 stages:

                     3.    Decide and prepare to make a change (determination/preparation)
                     4.    Implement genuine, determined action (
action)
                     5.    Over time, attempts to maintain the new behaviour occur (
maintenance).

Section 4.(a) elaborates on II. immediately above.

8.         Provide "locally available" Product to -
            *            avoid the above 5th Stage of
Five Basic ‘Stages of Change’; and
            *            reduce dependence on air travel for holidays to lower
Personal Carbon Footprint

Following the 3rd Propagation Phase, it is necessary to implement the 4th Phase by providing appealing "locally available" Product to -

A.          enthuse Participants to take on new Challenging events in keeping with the Hypothesis;

B.          motivate continuation of their REA and enjoy the associated communal benefits;

C.          avoid the above-mentioned 5th Stage of "Over time, attempts to maintain the new behaviour occur (maintenance)"; and

D.          reduce dependence on air travel for holidays by providing stimulating locally available exercise competition.

Under the 4th Product Phase is an Information Memorandum for an Annual King of the Mountain Challenge Series in each Australian state for committed road cyclists which is a natural extension of th YELP Business Plan for Participants in three RREAs which all involve cycling.

In an era where bicycles continue to out sell motor cars, a locally available annual Challenging competition will motivate 200,000 circa Participants across Australia by end 2010 aspire to compete in an Annual King of the Mountain Challenge Series in each state capital involving (very low risk) individual time-trails up majestic, verdant climbs on the perimeter of Sydney at weekends on lower traffic roads, where each Age Division Winner, both male and female, is awarded a converted King of the Mountain Polka Dot Winner Jersey and King of the Mountain Medallion which hundreds of enthusiastic KOM Climbers would train diligently to win to recognise being the fastest 'KOM Climber' in their 'Age Division' in their state.

Mindful of the 5th Stage "5.Over time, attempts to maintain the new behaviour occur (maintenance)." of the Five Basic ‘Stages of Change and Government's earnest commitment to encourage healthy Lifestyle Behaviour, merit exists in the 'State Health' department and 'State Environment & Climate Change' departments awarding the above-mentioned KOM Winner Trophy to Age Division Winners and Disabled Category Winners at each of the 7 state Annual King of the Mountain Challenge Series What better way to display their focus on encouraging a healthy Lifestyle Behaviour and Preventive Health as well as living a Local Community Healthy Lifestyle to leave a lower Personal Carbon Footprint.

The Business Plan Developer is able to prepare similar Information Memoranda for new Annual Motivational Challenge Series Competitions for the remaining Rigorous Recreation Exercise Activities.  The Business Plan Developer has cycled in Nevada, California and Colorado in July/August most recent years with U.S. friends.  Some of them compete in the Summer National Senior Games which cover 18 different sports for Seniors to compete.  Not unsurprisingly, the U.S. Senior Games provides useful market intelligence to provide and enhance interesting recreational exercise products within a LCCBSG with a Social Theme.

9.         Quantifying the cost-benefit of the Hypothesis using Return On YELP Capex Software to determine economic cost-benefit to reduce the Fifteen Problems

Cashflow and Capex are fundamental coordinates to lending to, or investing equity in, a Greenfield or Brownfield project.  YELP is akin to a Brownfield infrastructure project because the Human Brownfield Infrastructure is already built.  Many of the human infrastructure presently have low, Nil or negative net productivity and require Capex to improve productivity and achieve Fifteen Benefits Of Materially Altered Lifestyle

The cost of the Pilot, incl the Primary Research Programme, is Capex.  The Primary Research Programme is to test whether further Capex will be money well spent on the Human Brownfield Infrastructure, meaning whether Propagating YELP will improve Australia's Cashflow of its Human Brownfield Infrastructure by -

*         reducing fiscal costs by treating the adverse effects of the Fifteen Problems; and

*         Increasing Productivity, incl income tax contributions by Extending Labour Force Participation.

Results of the initial three of the Four Hypothesis Test Reports would feed into Return On YELP Capex Software to measure the effect of the Hypothesis on the 50 Volunteers which is paramount to any recommendation to the Interested Parties (from the Primary Research Programme Team and the Head Consultant) to Propagate YELP.   Results from Return On YELP Capex Software would be extrapolated into the Base Case Financial Model to forecast the Economic Return On YELP Capex and change in Cashflow resulting from fiscal allocations for Capex on Human Brownfield Infrastructure from Propagation directed at the Target Market and Target Age Groups for Rigorous and MREAs to achieve a further -

*        20,000 additional Participants across Australia by end 2013; and

*        50,000 additional Participants by end-2013.

75,000 new Participants by end-2015 will evidence a Cultural Social Change Less Reliant On Economic Materialism where a Local Community Healthy Lifestyle becomes the socially accepted norm to reduce our Personal Carbon Footprint.

Section 16(j) explains a vital precedent for YELP, namely a 'Case Study' titled "Marathon Challenge" of 13 interested adults with varying ailments (from HIV, Type 1 Diabetes, Depression, divorce, Obesity and post-fatality trauma) who accepted a Challenging invitation from a team of 'Clinicians', 'Sports Therapists' and a Public Broadcasting Station to tackle a RREA, namely to run the 42km 2007 Boston Marathon in 9 months time.

Marathon Challenge proves, in inter alia the 'Power of positive thinking' and Section 16.(j)(ii) shows that the Hypothesis reduces the Fifteen Problems, in particular that the Hypothesis can Empower An Adult To Better Control Their Stress Responses.

10.       Prior communication with NHMRC

Section 7 above attests that the Business Plan has researched NSW Department of Health and Federal Department of Health and Ageing's strategic plans, incl explicit policies to encourage a healthy lifestyle.  The Business Plan Developer wrote to CEO National Health & Medical Research Council on 12 November 2007 seeking assistance to approach NSW Department of Health because the Business Plan involves a Pilot and Primary Research Programme with the goal to Propagate to each Australian state should the Base Case Financial Model and End Of Primary Research Programme Progress Report confirm the forecasts predicted in the Business Plan

Annexure G. is Schedule of Correspondence with NHMRC of Australia which includes a response letter from CEO NHMRC Professor Anderson dated 13 Dec 07 which included "You will need to approach the NSW Department of Health directly.......I wish you well in your endeavours”.

The Attachment provides a summary of the Section Titles in this Business Plan.

11.       Summary
