YELP may initially be thought as primarily useful for reducing Obesity and correlated Type 2 Diabetes which cost Australia $21 billion in 1985. However, its greatest $ cost savings would include Recreational Drug Abuse, Depression and Climate Change because these problems will account for a greater relative share of the >$155b annual cost of the Fifteen Problems, which include the Taskforce's Three Public Health Risks. YELP is HELP which costs the fiscal purse a veritable song and saves it a motza with costs diminishing in four years because it would - A. draw on the creative/innovative skills of 2 Pioneer Fit Old Farts from each of 16 Equity Holders in a JV PPP to amend, fine-tune and agree a Prototype which will provide a robust foundation for large scale Philanthropy and Corporate Philanthropy because "talented multiple contributors" will be confident in its structure; B. cherry pick 20 Recreational Exercise Consultants for the 21½ Months Tenure Of Pilot from the "one in 500 ratio" aged between 50 to 60 years old who possess Eleven Sports Administration Attributes; and C. draw on the - * enormous information delivery power of the internet by providing a YELP Website; and * "message delivery potency" of RTV Promotion Team YELP' and "Hilly Rides Challenge" which build upon an RTV programme "Marathon Challenge" which was re-telecast across America 6 months after its initial showing, whereby "Hilly Rides Challenge" would profile some of 50 Volunteers living a Sedentary Lifestyle and suffering at least one of the Taskforce's Three Public Health Risks, drawn from Abled, Disadvantaged and Disabled, including 12 Indigenous Australians, who turn their lives around through the Administration of Recreational Exercise Consultants and support from a Research Programme Team.
As noted above, Dept. of H&A has reviewed the ex-infrastructure banker's Five YELP Business Plans, where Youthful Exuberance Lifestyle Programme is the Hub. The Discussion Paper cites a recent US study Prevention for a Healthier America that estimated for every US$1 invested in "proven community-based disease prevention programs" (ie. increasing physical activity, maintaining a Healthy Diet and reducing smoking levels), the return on investment over and above the $1 per head cost of the program would be US$5.60 within five years. Alas, that recent US study did not also measure the material health cost savings due to reducing excessive consumption of alcohol from a proven community-based disease prevention program. A Preventive Health programme to Improve Personal Health & Fitness for adults, who are presently leading a Sedentary Lifestyle, which induces the above improvements in physical activity, nutrition and reduced smoking from "proven community-based disease prevention programs", would also materially reduce excessive consumption of alcohol, as Participants within their local community Local Community Common Bond Support Group strived to improve their fitness to be competitive with other Participants. Hence, the YELP First Business Plan asserts that based on empirical data re the cost of Recreational Drug Abuse, in particular excessive consumption of alcohol (quoted in Section 3) that if the reduction in excessive consumption of alcohol had also been quantified in the afore-mentioned recent US study, the forecast benefit of US$5.60 within 5 years would approach US$7 circa for a one-off US$1 outlay. No research has ever been conducted to measure the Adverse Costs of the Adverse Effects (Fifteen Problems set out in Section 3) which are due to the Causes, in the main Negligent Lifestyle Behaviour. To use the above-mentioned US parlance, YELP is a "community-based disease prevention program". Unlike any other report on the Adverse Effects of Negligent Lifestyle Behaviour, YELP's Holistic 'Hub' First Business Plan costed Fifteen Problems largely due to Negligent Lifestyle Behaviour and Economic Materialism and predicts that the Forecast Return On YELP Capex for every dollar expended by the YELP SPV will be at least tenfold over and above the YELP SPV's Capex within 5 years.Merit exists in Fed. Dept. of H&A inviting 32 Pioneer Fit Old Farts from the proposed 16 Equity Holders to opine on the ex-infrastructure banker's YELP 'Hub' Holistic First Business Plan to ascertain if they consider it is the basis of a Prototype that they could contribute in order to "achieve confidence in the structure" which would encourage Philanthropy and Corporate Philanthropy in a national Preventive Health programme to attract a Propagation Forecasts And Targets of at least 100,000 new Participants with Materially Altered Lifestyle by end Dec 2014 - Collective Action - a sufficiently large number of Australians behaving in a particular Lifestyle for larger numbers of Australians to seriously consider the merit of that Lifestyle. |
