Accredited Participant means a Participant in a LDRREG for a particular RREA, for example Kayaking, who has

(a)        been a Participant in a particular RREA for more than 12 months and clocked-up more than 100 hours with a LDRREG(s) for that RREA; and

(b)        gained Liability Risk Management Acumen by passing a comprehension test using e-Learning Techniques on the YELP Website,

may be granted Accredited Participant status for that RREA on the YELP Website.

Accredited Participant status will entail the YELP Website listing Accredited Participants according to each RREA i.e. "John Brown - Accredited Participant under the REA category of "Kayaking and Canoeing".

By attaining Liability Risk Management Acumen,  Accredited Participants will be materially better equipped than presently thousands of volunteer sports administrators across Australia, referred to as Organisers who are Inviters, and at the present time invariably administer, on a largely piecemeal unstructured basis, their particular sporting passion, often with scant regard to their liability for the safety of Invitees as required under Civil Liability Acts 2002.

Creating the role of Accredited Participants represents the YELP  SPV regulating presently highly unregulated Sporting Activity Providers.

Beyond 2014, RREAs would largely be delivered to further Abled Interested Adults who wish to become Participants in a RREA by an highly informative YELP Website, supported by Accredited Participants, who are familiar with Risk Management Protocols for their chosen RREA

The number of RECs will reduce post-2014 because -

A.          RECs will have fulfilled their purpose to achieve -

             (a)        Critical Mass in order to launch the Propagation (3rd Phase) from 1 July 2013 - see Section 13 "Pilot Goals, Forecasts and Predictions"; and

             (b)        Collective Action by end December 2015 - see Milestones Timetable; and

B.         voluntary Accredited Participants would replace RECs  Supervising  Abled  Interested Adults thereby enabling RECs to limit their duties to -

             *           Supervising  Disabled and  Disadvantaged  Interested Adults; and

             *           supporting the vital role of Community Support Providers who are the backbone of LCCBSGs which foster a Sense Of Community.

Explained in Section 12,  Annexure N  and  Section 17(a).
