Section 10 explains that the 21½ Months Tenure Of Pilot proposes that 20 RECs will Take Charge Of the Pilot Sample to commence one of 15 Recreational Exercise Activities which are presently available at an existing independent array of +900 Recreational Exercise Activities (in the case of NSW) spread across: * 9 Rigorous Recreational Exercise Activities; and * 6 Moderate Recreational Exercise Activities. The 21½ Months Tenure Of Pilot, utilising the material economies from e-Learning, e-Training and e-Research Techniques and harvesting the Eleven Sport Administration Attributes of 20 RECs, is warranted to treat Obesity and Type 2 Diabetes, as it will cost-effectively - * enable Overweight or Obese GPs Patients progress through the Final Three Stages previously described in Lifescripts; and * also enable other Adult Enquirers, to Improve Personal Health And Fitness.
However, this Section 16.(a) contends that
large, regular doses of one or more of
9 Rigorous Recreational Exercise Activities, under
the more disciplined
Hypothesis conditions, can induce

Participants - (i) contends that regular, rigorous, Challenging, recreational, outdoor, exercise within a LCCBSG enhances Coping Skills materially more than "regular exercise" say in the form of a 30 min walk around the local neighbourhood daily; (ii) highlights that the majority of literature provided for dealing with stress does not go beyond encouraging "regular Exercise"; and (iii) cites that Henry J. Fishman, M.D's "Exercise and Depression showed that in a study of 80 people with mild to moderate Depression, after three months, those who exercised the most intensely had the least depression, nearly 50% less than at the beginning of the study. In the late '80s, Dr. Kenneth Cooper established the benefits of aerobic exercise, which includes weight loss. Dr. Cooper focused on developing his "aerobic" phenomenon commercial enterprises, but has not proffered the economies or merit of government funded projects as espoused in this YELP Holistic First Business Plan. The most celebrated exercise guru globally seemingly hasn't tested the Hypothesis which adds to Dr. Cooper's terms of reference of "regular and rigorous exercise" the additional parameters of Challenging, recreational, outdoor exercise within a LCCBSG, thereby constituting a LDREG. The rationale of the Hypothesis is consistent with basic training psychology observed for training army and marine corp. across the globe, in fact the same psychology to harden the resolve of gladiators 2000 years ago. The colloquial term these days is Boot Camp which puts new trainees through a tough and rigorous basic training programme, usually a month or longer, to - (a) toughen new recruits, both mentally and physically, for the rigours and stresses of battle; and (b) develop loyalty and camaraderie for their fellow trainees whom they will rely upon, especially during battle. Defence forces would no doubt have psychological evidence to support the rationale of hardening trainees both mentally a physically. The Internet contains a myriad of case studies of - (I.) formerly Obese citizens who have benefited from the rigours of Boot Camp disciplines; and (II.) the rationale of and preparation for Boot Camp basic training: Section 16(j) explains a vital precedent for the Hypothesis, namely a 'Case Study' titled "Marathon Challenge" of 13 interested adults with varying ailments (from HIV, Type 1 Diabetes, Depression, divorce, Obesity and post-fatality trauma) who accepted a Challenging invitation from a team of 'Clinicians', 'Sports Therapists' and a Public Broadcasting (TV) Station to tackle something more onerous than any of the 9 RREAs for the Pilot, namely to run the 42km 2007 Boston Marathon after 9 months training in a LCCBSG. Marathon Challenge proves, 'inter alia' the Power of positive thinking. Section 16.(j)(ii) provides Testimonials of the 13 members of Team NOVA which validate the power of interested adults taking on a challenging, rigorous, exercise activity within a LCCBSG, thereby adding credence that the Hypothesis will materially reduce the Fifteen Problems, in particular that the Hypothesis can Empower An Adult To Better Control Their Stress Responses. The Hypothesis applies the Second Basic Component Of CBT, for folk of all ages, both Abled, Disabled and Disadvantaged, to harden themselves, both mentally and physically, by taking on lofty sporting Challenges within a LCCBSG, without the yelling and screaming of a Sergeant Major intent upon asserting his authority, because RECs who have already expended 10+ years in voluntary sports administration assisting hundreds of interested adults, and possess Eleven Sports Administration Attributes, are there to "motivate not humiliate". The First Business Plan seeks the below Hypothesis be empirically, scientifically tested through a Primary Research Programme over a 10 Months Tenure Of Primary Research Programme during the 21½ Months Tenure Of Pilot by monitoring 50 Volunteers, which are all presently leading a Sedentary Lifestyle and suffering at least one of the Taskforce's Three Public Health Risks, with at least half of the 50 Volunteers also afflicted by a Another Health Ailment: "That regular, rigorous, Challenging, recreational, outdoor exercise for Interested Adults of all ages within a LDRREG under the Optimum, Uniform Delivery Model, which - * provides a LCCBSG to Improve Personal Health And Fitness; and * draws on the rationale of the Second Basic Component Of CBT, will induce Positive Lifestyle Changes and Change Social Values to reduce the Fifteen Problems, largely resulting from Taskforce's Three Public Health Risks to achieve the Forecast Return On YELP Capex." Section 18 explains 'inter alia' that the Research Programme Budget contains a $100,000 provision to develop Return On YELP Capex Software to quantify the Economic Return On YELP Capex in order to identify which Human Brownfield Infrastructure that are presently leading a Sedentary Lifestyle and afflicted by at least one the Taskforce's Three Public Health Risks, that RECs should target to - a) maximise YELP SPV's bang for its buck; and b) maximise the inroad into the $155b Negligent Lifestyle Annual Costs to the Australian economy's bottom line due to Fifteen Problems largely resulting from Taskforce's Three Public Health Risks. Section 16(c) explains that the YELP Holistic First Business Plan initially assumed that the Pilot and Primary Research Programme would be held exclusively in NSW. However, as explained in Venue For Pilot & Primary Research Programme, the Pilot and Primary Research Programme could be conducted in another State or ACT or across two States and ACT or one State and ACT, particularly as Pedal Power ACT is a large and successful Bicycle Organisation which already offers a dedicated programme to assist vision impaired and other Disabled ride a bicycle. NSW, ACT and Vic could each provide one or two of the 5 Selected District Recreational Road Cycling Groups which would be drawn from LDRREGs for Recreational Road Cycling near the Venue For Pilot And Primary Research Programme.
