AUD$19.327m YELP Budget Costs for YELP proposed to be funded 50/50 between Four Public Sector Equity Holders and 12 Private Sector Equity Holders (major Australian companies) under a PPP via an SPV, as explained in the 50/50 Funding Model

1.         Recent written communications

(A)        Business Plan Developer's letter Letter to Professor Paul Zimmet dated 23 July 2008 which was identical to this letter except it referred to Three Preventive Health Business Plans;

(B)        Mr Peter Morris, Federal Dept of Health and Ageing's letter to the Business Plan Developer dated 29 July 2008 which informed the CDs containing Three Preventive Health Business Plans would be provided the Taskforce for their consideration; and

(C)       Professor Paul Zimmet, ADI Institute, letter to the Business Plan Developer dated 4 August 2008 which -

             (i)        presumed that the Business Plan Developer had sent the Three Business Plans to other members of the Taskforce; and

            (ii)        informed that he would review the Business Plans on the CDs which accompanied the Business Plan Developer's Letter to Professor Paul Zimmet dated 23 July 2008.

Just a brief note to thank you for your letter and the accompanying CDs with files relating to 'Five YELP Business Plans'.
Input and content such as you have provided is very much appreciated by me in my role as a member of the National Preventive Health Taskforce.

Assistant Secretary, Population Health Division, Department of Health and Ageing.

The Business Plan Developer complied with Shaun Larkin's above suggestion and posted 2 CD ROMs to Peter Morris.

The Business Plan Developer sends this Follow-up letter to Professor Paul Zimmet dated 21 Aug 2008 because he has -

(i)         removed a part of the YELP Holistic First Business Plan (which was provided in 2 CDs accompanying his letter to you dated 1 August '08) and

(ii)        created a separate Fourth Business Plan - Project "Aussie Green Team" Accreditation from the part removed from the YELP Holistic First Business Plan.

 

Hence, it is easier to comprehend the scope of the YELP First Business Plan which is the nub of the Five Business Plans to increase REA, improve diet, reduce Recreational Drug Use which leaves a smaller Personal Carbon Footprint.    

The Five YELP Business Plans -

(I.)        fall within the National Preventive Health Taskforce's below Terms of Reference:

   1.       support the further development of the evidence base on Preventive health, to inform what works and what doesn’t;

   2.       provide advice for policy makers on what strategies work best at a population level, and on the best buys for government investment in primary prevention;

   6.       support the development of inter governmental and public-private partnerships on Preventive health; and

II.)        complements New Directions for Australia’s Health - Delivering GP Super Clinics to local communities in particular Primary Care for the YELP Holistic First Business Plan which makes "Preventive health care..... more accessible to ordinary Australians struggling to find the time in their busy lives to look after their own health".

2.         Background to the Business Plan Developer

The Business Plan Developer retired early (55) from a 37 year career in banking to utilise his Project Development Expertise to pursue his true passion.  He expend the initial 12 months of his retirement conducting R&D in Preventive Health - set out in the Five YELP Business Plans because the Business Plan Developer has -

 

 

 

(A)       played sports all his life - completing onerous sporting Challenges like IronMan triathlons which hardened his resolve to handle the stresses of professional life which has been more appealing than smoking, imbibing excessive alcohol etc; and

 

 

 

(B)       assisted >100 Australians to participate in a RREA within a LCCBSG which -

 

 

 

(i)         is, for them, heaps of Fun & Addictive, character building, and fosters a Sense of Community - "Regular, rigorous, challenging, recreational exercise, in the great outdoors, within a collegiate, caring, social environment is equally beneficial for mental toughness as physical fitness.";

 

 

(ii)        will achieve Fifteen Benefits Of Materially Altered Lifestyle to materially reduce the >$155b annual cost upon the Australian economy of Fifteen Problems, which include the Taskforce's Three Public Health Risks, largely due to Negligent Lifestyle Behaviour; and

 

(iii)       is satisfying to evidence people 'turn their lives around'.

 

 

The last few years of the Business Plan Developer's banking career was directly involved in PPPs where the private sector and the public sector share risk and return on major infrastructure projects because of complementary synergies and enhanced innovation.  The YELP Budget in the YELP Holistic First Business Plan  4.9 years To End-June 2016 is AUD$19.4m to Propagate YELP to the 7 Australian States and our ACT capital city - AUD$19.327m being shared 50/50 (as explained in the 50/50 Funding Model) with 12 Private Sector Equity Holders (major Australian companies) because of Four Benefits To 12 Proposed Private Sector Equity Holders.

3.         Lifescripts is not cost-effective as GP's are not motivating GP's Patients to desist from Negligent Lifestyle Behaviour

The YELP Business Plan explains that it is highly cost-effective for health authorities to Outsource the Final Three Stages of Australia's Lifescripts programme of applying Five Basic ‘Stages of Change’ (developed by Zimmerman/Olsen/Bosworth of Wright State University School of Medicine, Dayton, Ohio) by employing lower cost RECs with Eleven Sports Administration Attributes which have achieved Accreditation Benchmarks to Take Charge Of  Interested Adults to commence a REA within a LDREG which provides a LCCBSG

GPs under Lifescripts are entrusted to use Motivational Interviewing Techniques to work through Five Basic ‘Stages of Change’ to induce GP's Patients with a Negligent Lifestyle Behaviour to desist.  However, stretching health care budgets to treat the Adverse Effects of Five Lifestyle Risk Factors For Chronic Diseases in the main caused by human's penchant for Economic Materialism shows Lifescripts in Australia isn't working.

A litany of research in Reference Documents, Health Agencies, Health Programmes and Websites attest that "regular exercise", together with a Healthy Diet, is the cornerstone of a healthy Lifestyle Behaviour.  Alas, entrusting carriage to higher cost GPs (via Lifescripts) the vital task of encouraging GP's Patients with a Negligent Lifestyle Behaviour through the Final Three Stages of the  Five Basic ‘Stages of Change’ isn't effective, because GPs -

(i)         do not have the time; or

(ii)        do not possess Eleven Sports Administration Attributes required to perform those Final Three Stages

Presently, unless many GP's Patients who suffer from Obesity, Depression, excessive Recreational Drug Use, CAD etc have a close friend or associate with an exercise associated lifestyle who is willing to assist them reduce associated Sedentary Leisure Activities by taking-up eg. Recreational Road Cycling, Bushwalking/Hiking, Ocean Swimming, Kayaking etc, it is often beyond many of them to Materially Alter Lifestyle - such GP's Patients simply believe it is past them, particularly as there is inadequate promotion of those who have successfully swung their lives around.  Or other GP's Patients who do walk away from their GP highly motivated to get exercise back into their Lifestyle Behaviour soon become distracted when it is not as straight forward as they had hoped.

4.         It takes a seasoned sports administrator a lot of time to Take Charge Of an Interested Adult to Materially Alter Their Lifestyle, and it rarely happens unless the Interested Adult perceives the REA as Fun and Addictive

Having assisted over 100 adults commence Recreational Road Cycling over the last 12 years through Muggaccinos.com, and other similar sports beforehand, the Business Plan Developer knows that it takes a lot of his time to transition an Interested Adult into Recreational Road Cycling, Bushwalking/Hiking, Ocean Swimming, Kayaking etc, but the rewards of developing new friendships and evidencing people turn their lives around for the better are worth the effort. 

One such person the Business Plan Developer assisted, and encouraged is Andrew aka Tugboat who dropped from 110kg to 57.4kg and now weighs 63kg.  Due to his new found love for rigorous, Challenging, cycling and a desire to improve his KOM Climb Times on a website the Business Plan Developer built as a motivational tool King of the Mountain performance measurement, has motivated Andrew to fastidiously watch his diet.

5.         YELP Holistic First Business Plan includes within the Pilot a Primary Research Programme -

 

(A)       to measure the Hypothesis' scope to reduce the Fifteen Problems, which include the Taskforce's Three Public Health Risks:

(B)       will involve 50 Volunteers (presently experiencing lethargy/anxiety/Depression, and/or Obesity /Type 2 Diabetes, and/or excessively using Recreational Drugs, either Abled or Disabled) both from the advantaged and Disadvantaged socio-economic divides, where the Research Programme Team will Evaluate Lifestyle Behaviour Of Each Volunteer whereupon the 50 Volunteers will complete Hypothesis Test Reports to enable the Research Programme Team produce Two Primary Research Programme Progress Reports which measure/quantify, using Return On YELP Capex Software, the scope of the Hypothesis to materially reduce the Fifteen Problems, which include the Taskforce's Three Public Health Risks;

(C)       which explicitly targets the Disadvantaged in lower socio-economic regions of NSW; and

(D)       to achieve the Two "Deal Breaker" Purposes Of Primary Research Programme.

By marshalling the enthusiasm, dedication, proven track-record, networking and professional indemnity Liability Risk Management Acumen of seasoned sports supervisors who have given a lifetime to voluntary sports administration (known as Eleven Sports Administration Attributes) 20 RECs (who are around retirement age) to work in a 21½ Months Tenure Of Pilot of YELP, then a very low cost "new industry" can be "created" and fostered within a social and physical environment deploying new products, new therapies, which utilises evidence informed policy development, and evidence based best practice in care delivery......".

YELP will enable the below two groups of Interested Adults to contact a REC to Supervise or Refer each Interested Adult commence one of 15 Recreational Exercise Activities during the Pilot -

A.        GPs Patients who are -

            (a)        experiencing lethargy, anxiety, Depression; or

            (b)        suffering Obesity and correlated Type 2 Diabetes; or

            (c)        using excessive Recreational Drug Use; and

B.        other Adult Enquirers.

During the Pilot, Interested Adults may commence one of 9 RREAs and 6 MREAs presently available at 900 existing LDREGs across NSW many of which already incorporate a LCCBSG ie. akin to playing outdoors with your mates as most of us did as kids - the genesis of many a local support network:

The Pilot group of 20 RECs would -

(I)        need to achieve Accredited Benchmarks approved by Department of Health & Ageing as RECs for up to a max of 4 years employment, contingent upon the 21½ months Pilot achieving the Pilot Goals, Forecasts and Predictions within the Pilot Budget and the Primary Research Programme Forecast Results; and

(II)       utilise Eleven Sport Administration Attributes to Supervise Interested Adults across NSW to commence a REA in one of 900+ existing LDREGs which includes a LCCBSG with a Social Theme, made up of:
*         9 Rigorous Recreational Exercise Activities; and
*         6 Moderate Recreational Exercise Activities.

 

6.         Health Programmes researched in YELP Holistic First Business Plan

Reference Documents, Health Agencies, Health Programmes and Websites lists 100 circa health programmes and climate change reports, across Australia, NZ, Europe and USA which the Business Plan Developer has read and separately summarised most of them in the First Business Plan.  The best is Boston Marathon Challenge Template Of YELP Primary Research Programme because invariably too many of the others merely inform/warn of the pitfalls of Obesity, not maintaining a Healthy Diet, excessive Recreational Drug Use, inadequate exercise, "all work and no play" etc.

Many programmes in Australia target youth Obesity and youth binge drinking seemingly because it is easier to visit the schools.  The initiatives that target adults fail to deliver a programme "that you can feel and scratch" with a delivery time-line, and YELP Budget Costs, which will make Interested Adults want to ‘jump out of bed on the weekends to hang out with their exercise buddies' and thereby achieve Fifteen Benefits Of Materially Altered Lifestyle

The nub of this analysis is:

 

 

            "Is Outsourcing to RECs with Eleven Sports Administration Attributes, in particular Talk The Walk Motivational Skills, to perform the Final Three Stages of the Lifescripts programme of Five Basic ‘Stages of Change’ which utilise Twelve Low Cost Propagation Initiatives, better and cheaper than leaving it to GPs under Lifescripts?

 

The First Business Plan contends that Outsourcing the Final Three Stages to RECs is highly cost effective, due to inter alia -

a)         very few GPs possess Eleven Sports Administration Attributes in order to -

             *           Supervise an interested GP's Patient into a RREA; or

             *           Refer an interested GP's Patient into a MREA,
involves a lot of time and specialist sporting knowledge that the majority of GPs do not have;

b)         YELP Reducing Supplementary Patient Guidance Role of GPs due to Outsourcing the Final Three Stages;

c)         RECs drawing on the mammoth information delivery power of the internet which is not available to GP's on a one-on-one consultation basis; and

d)         RTV Promotion similar to PBS' Marathon Challenge, such as proposed Hilly Rides Challenge which highlights that REA is Fun and Addictive.

14.       Could the Business Plan Developer meet with a member of the Taskforce to discuss YELP which can particularly reduce Type 2 Diabetes?

The Business Plan Developer is keen to meet and discuss the above Five Business Plans, in particular the YELP First Business Plan, with a member of the Taskforce because each plan is testimony to his -

(a)        lifetime conviction to the physical and mental health benefits of regular, rigorous, Challenging recreational exercise as espoused in YELP not limited to enhanced physical fitness, improved self-esteem, Cognitive Development and greater Sense Of Community which -

 

*         reduce private and public Health Care Costs by reducing the Fifteen Problems, which include the Taskforce's Three Public Health Risks; and

*         increase QOL and productivity, incl Income Tax Contributions and Extend Labour Force Participation of Australia's 22m Human Brownfield Infrastructure.

(b)       Risk Management Protocols - Cycling for new Cyclists which can provide a template for other recreational activities such as Bushwalking/Hiking, Kayaking and Ocean Swimming which also involve risks - pursuant to Division 5 Recreational Activities (for NSW) an Inviter of a REA must Provide A Risk Warning to Invitees.  Similar tort laws for other States and territories.  Very few Inviters are aware of this onerous obligation to mitigate accidents and subsequent litigation.

NB:      The Business Plan Developer has -

(a)        reviewed the background and sporting/exercise interests of other members of National Preventive Members of Preventive Health Taskforce; and

(b)        posted a similar letter, including CD ROMs, to those members who seem explicitly interested in the merits of regular recreational exercise and quantifying associated cost savings and productivity gains.
