Second BTAAP Business Plan known as Bohémian Teenagers Symphony Orchestras Programme is a 'learning by doing'  Research Programme which - 

*        seeks to emulate Twenty Renowned Orchestras, Choirs, Theatre Companies And Workshops Which Have Successfully Targeted Homeless and Marginalised and the Success Of Show Choirs In Motivating U.S. College Students by largely adopting the Venezuela Model, however, with a Bohémian Cultural Endeavour, to specifically appeal to the Bohémian traits within some of the Interested Marginalised Teenagers;

*          garner within 12 months of the BTSOP Launch Date at least 1,500 IMT Student Musicians using the IMT Student Musician Acceptance Procedures from within, or near to, the Selected 20 Lowest Socio-Economic Regions In Australia With A Population >1,500 to make up 20 Medium Size  Bohémian Teenagers Symphony Orchestras applying the Six Functions Of BTSOP SPV for the Seven Purposes Of Second BTAAP Business Plan with a Forecast Return On BTSOP Capex of at least twofold within 10 years;

*          draws on the Social Capital complimentary skills of the BTSOP Various Parties to deliver Social Infrastructure to achieve Social Inclusion;

*        utilises the Motivational Incentive of an Annual National Bohémian Teenagers Symphony Orchestras Competition amongst the 20 Bohémian Teenagers Symphony Orchestras with RTV Promotion of 27 x 60 min episodes titled "Bohémian Teenagers Create A Symphony" with the 'Final' at the Sydney Opera House

*          accords with 6th Guidance Influence;

*          would be administered by two Pioneer Symphony Music Fogeys from each of 16 Other Public & Private Equity Holders under a BTSOP SPV which utilises the same JV  PPP structure as the -

             •          YELP  SPV in the YELP  First Business Plan in the First National Preventive Health Research Programme;

             •          ICDI-HELP SPV in the Fifth Business Plan in the First National Preventive Health Research Programme;

             •          BTSCP SPV in the First BTAAP Business Plan; and

             •          BTB&MDCP  SPV in the Third BTAAP Business Plan;

*          National Prevention Agency's  Board of Governance would invite two Pioneer Symphony Music Fogeys from each of Four BTSOP Public Sector Equity Holders and 12 Other Private Sector Equity Holders, collectively 16 Other BTSOP Public & Private Equity Holders, to join the BTSOP SPV, allowing the 'Private Sector' to contribute 50% of BTSOP Net Budget Costs

A Bohémian Teenagers Symphony Orchestras National Research Programme administered by a BTSOP SPV, which funds the cost of 69 Symphony Orchestra Musical Instruments, plus an Electronic Keyboard And Amplifier for each of the 20 Bohémian Teenagers Symphony Orchestras in each of the Selected 20 Lowest Socio-Economic Regions by emulating the success of Twenty Renowned Orchestras, Choirs, Theatre Companies And Workshops Which Have Successfully Targeted Homeless and Marginalised, in particular the Venezuela Model and the Success Of Show Choirs In Motivating U.S. College Students.

The title Bohémian Teenager Symphony Orchestra which overtly displays a Bohémian Cultural Endeavour is the ideal "Hot-Button" as the word Bohémian, which originally came from the Czech dialects of Bohemia, is synonymous with everything that the BTSOP SPV seeks to apply the Six Functions Of BTSOP SPV to achieve the Seven Purposes Of Second BTAAP Business Plan

The BTSOP seeks to encourage the Bohémian traits within 1,500 Interested Marginalised Teenagers by displaying through orchestral music within a Local Community Common Bond Support Group, by expressing any unorthodox social viewpoints and/or unconventional appearance and behaviour. 

The BTSOP does NOT to seek to 'force convention' upon these Interested Marginalised Teenagers

By encouraging such Interested Marginalised Teenagers to project their "unorthodoxy" and "free spirit Bohémian  flair" through symphonic music with a Bohémian Cultural Endeavour within a Local Community Common Bond Support Group, the opposite will result, as upon learning from a Bohémian Symphony Orchestra Conductor to play a Symphony Orchestra Musical Instrument in one of 20 Well-Balanced Bohémian Teenagers Symphony Orchestras with a Balance Of Symphony Orchestra Instruments, which competes against the other 19 Bohémian Teenagers Symphony Orchestras in an Annual National Bohémian Teenagers Symphony Orchestras Competition with RTV Promotion which galvanises enthusiasm and bonding, IMT Student Musician will enhance self-esteem/self-confidence and ambition, resulting in Medium Term Benefits Of BTSOP and Long Term Benefits Of BTSOP.  

Point (c) of Twenty Renowned Orchestras, Choirs, Theatre Companies And Workshops Which Have Successfully Targeted Homeless and Marginalised is testimony to this forecast.

Each Symphony Orchestra Musical Instrument and an Electronic Keyboard And Amplifier would remain the property of each IMT Student Musician whilst ever he/she continues to play with their local Bohémian Teenager Symphony Orchestra for a maximum Caped Seven Year Tenure, whereupon the IMT Student Musician would relinquish ownership of the Symphony Orchestra Musical Instrument to their particular Bohémian Teenager Symphony Orchestra.

The second worksheet in BTSOP Net Budget Costs known as Musical Instruments Budget highlights that some of the Symphony Orchestra Musical Instrument in a Medium Size Orchestra, such as the Timpani, Bassoon and English Horn cost in-between $5,000 and $15,000 each.  Hence, it is necessary for each IMT Student Musician to lodge a bond to cover 50% of the purchase cost of the Symphony Orchestra Musical Instrument (or lodge some other surety for the Timpani, Bassoon and English Horn) that the IMT Student Musician is assigned, in order to be allocated a Symphony Orchestra Musical Instrument during their Caped Seven Year Tenure in their particular Bohémian Teenager Symphony Orchestra Half of the bond would be refunded to the IMT Student Musician, namely 25% of the purchase cost, two years after the IMT Student Musician paid the bond.  The remaining 50% of the bond would be refunded upon the IMT Student Musician terminating their Caped Seven Year Tenure and returning their Symphony Orchestra Musical Instrument to their Bohémian Teenager Symphony Orchestra.   

The BTSOP SPV would also fund the cost of employing 20 Bohémian Orchestra Head Conductors and 20 Bohémian Orchestra Assistant Orchestra Conductors, consistent with Golden Gurus, who possess Nine Music Teaching Attributes to perform the Bohémian Orchestra Conductor Duties And Responsibilities.

Consistent with the ethos of Golden Gurus which is personally endorsed by the Prime Minister, Bohémian Symphony Orchestra Conductors are similar to -

i)          RECs in the First National Preventive Health Research Programme, who possess Eleven Sports Administration Attributes and Perform Nine Duties & Obligations Of Supervision for Interested Adults; and

ii)         Senior Artistic Directors who possess Eight Senior Artistic Director Attributes and Assistant Artistic Directors who possess Ten Assistant Artistic Director Attributes, collectively known as 40 Artistic Directors, to jointly perform Ten Artistic Director Duties in the Third BTAAP Business Plan.

The BTSOP National Preventive Health Research Programme would be administered by two Pioneer Symphony Music Fogeys from each of 16 Other Public & Private Equity Holders, 32 'in toto', under a BTSOP SPV which would be the same form of management structure as the YELP  SPV in the First National Preventive Health Research Programme which under a JV PPP between Four Public Sector Equity Holders and 12 Private Sector Equity Holders would provide 32 Pioneer Fit Old Farts to administer the YELP  SPV.  Each of the Five SPVs in the Two National Preventive Health Research Programmes would report to the NPA's Board of Governance.

The proposed Four Public Sector Equity Holders in the BTSOP SPV would be:

  1. Department of Health & Ageing which reports to Ms. Nicola Roxon, Minister for Health & Ageing;

  2. Department of Education, Employment and Workplace Relations which reports to 'inter alia' Ms. Kate Ellis, Minister for Childcare and Youth;

  3. Department of Environment, Heritage and the Arts which reports to Peter Garrett AM MP; and

  4. Depart of Innovation, Industry, Science and Research (DIISR) which reports to Hon Kim Carr.

As with the YELP  SPV and the BTB&MDCP SPV, the BTSOP SPV would be funded 50/50 between the 'Public Sector' and the 'Private Sector', as explained in the 50/50 Funding Model.  Hence, each of the Four BTSOP Public Sector Equity Holders would each contribute 12.5% of BTSOP Net Budget Costs and each of the 12 Other Private Sector Equity Holders would contribute 4.1667% of BTSOP Net Budget Costs.  The reasons why major publicly listed companies and major unlisted companies would be keen to contribute equity in national Preventive Health programmes are explained in Four Benefits To 12 Proposed Private Sector Equity Holders which relates to the First Business Plan.

Bohémian Teenagers Symphony Orchestras National Programme is a Research Programme as Return On BTSOP Capex Software would quantify the Economic Return On BTSOP Capex of each of the 20 Bohémian Teenagers Symphony Orchestras in the Selected 20 Lowest Socio-Economic Regions to determine if the Second BTAAP Business Plan should be propagated beyond the Selected 20 Lowest Socio-Economic Regions.

The BTSOP SPV would maintain an Orchestra Performance Focus, not an individual performer focus, whilst delivering its Six Functions because each Bohémian Teenager Symphony Orchestra would be an engine for social change.

The National Prevention Agency's  Board of Governance would invite two Pioneer Symphony Music Fogeys from each of Four BTSOP Public Sector Equity Holders and 12 Other Private Sector Equity Holders, collectively 16 Other BTSOP Public & Private Equity Holders, to join the BTSOP SPV, entailing the 'Private Sector' contributing 50% of BTSOP Net Budget Costs of $ and a lot of ingenuity, innovation and project delivery acumen.

The National Prevention Agency's  Board of Governance would invite two Pioneer EDAs from each of Four BTSOP Public Sector Equity Holders and 12 Other Private Sector Equity Holders, collectively 16 Other Public & Private Equity Holders, to join the BTSOP SPV, entailing the 'Private Sector' contributing 50% of BTSOP Net Budget Costs of $3,712,000 1st year (and then decreasing), plus a lot of ingenuity, innovation and project delivery acumen. 

Patently when split between 16 Other Public & Private Equity Holders contributions are low, being $464,500 1st year for each of Four BTSOP Public Sector Equity Holders and $154,667 for each of 12 Other Private Sector Equity Holders.  The robustness and integrity of the Second BTAAP Business Plan is of infinitely greater consequence than the BTSOP Net Budget Costs.
