Third BTAAP Business Plan known as Bohémian Teenagers Ballet & Modern Dance Companies Programme or BTB&MDCP is a 'learning by doing'  Preventive Health Research Programme which - 

*        seeks to emulate Twenty Renowned Orchestras, Choirs, Theatre Companies And Workshops Which Have Successfully Targeted Homeless and Marginalised and the Success Of Show Choirs In Motivating U.S. College Students by largely adopting the Venezuela Model, however, with a Bohémian Cultural Endeavour, to specifically appeal to the Bohémian traits within some of the Interested Marginalised Teenagers;

*          garner within 12 months of the BTB&MDCP Launch Date at least 1,800 IMT Student Dancers using the IMT Student Dancer Acceptance Procedures from within, or near to, the Selected 20 Lowest Socio-Economic Regions In Australia With A Population >1,500 to establish 20 Bohémian Teenagers Ballet & Modern Dance Companies applying the Six Functions Of BTB&MD  SPV for the Seven Purposes Of Third BTAAP Business Plan with a Forecast Return On BTB&MDCP Capex at least threefold within 10 years;

*          draws on the Social Capital complimentary skills of the BTB&MDC Various Parties to deliver Social Infrastructure to achieve Social Inclusion;

*        utilises the Motivational Incentive of an Annual National Bohémian Teenagers Ballet & Modern Dance Competition amongst the 20 Bohémian Teenagers Ballet & Modern Dance Companies with RTV Promotion of 27 x 60 min episodes titled "Bohémian Teenagers Dance" with the 'Final' at the Sydney Opera House

*          accords with 6th Guidance Influence;

*          would be administered by two Pioneer Elder Dance Aficionados from each of 16 Further Public & Private Equity Holders under a BTB&MDCP  SPV which utilises the same JV  PPP structure akin to the -

             •          YELP  SPV in the YELP  First Business Plan in the First National Preventive Health Research Programme;

             •          ICDI-HELP SPV in the Fifth Business Plan in the First National Preventive Health Research Programme

             •          BTSCP SPV in the First BTAAP Business Plan; and

             •          BTSOP SPV in the Second BTAAP Business Plan

*          National Prevention Agency's  Board of Governance would invite two Pioneer EDAs from each of Four BTB&MDCP Public Sector Equity Holders and 12 Further Private Sector Equity Holders, collectively 16 Further Public & Private Equity Holders, to join the BTB&MDCP SPV, entailing the 'Private Sector' contributing 50% of BTB&MDCP NET Budget Costs

Consistent with the ethos of Golden Gurus which is personally endorsed by the Prime Minister, a Bohémian Teenagers Ballet & Modern Dance Companies Programme administered by a BTB&MDCP SPV which funds the cost of employing full-time 20 Senior Artistic Directors who possess Seven Senior Artistic Director Attributes and a further 20 Assistant Artistic Directors who possess Seven Assistant Artistic Director Attributes, collectively known as 40 Artistic Directors, to jointly carry out the Artistic Director Duties And Responsibilities for 1,800 approx. IMT Student Dancers across 20 Bohémian Teenagers Ballet & Modern Dance Companies in the Selected 20 Lowest Socio-Economic Regions In Australia With A Population >1,500 by emulating the success of Twenty Renowned Orchestras, Choirs, Theatre Companies And Workshops Which Have Successfully Targeted Homeless and Marginalised and largely following the Venezuela Model.

Artistic Directors are similar to -

i)          RECs in the First National Preventive Health Research Programme, who possess Eleven Sports Administration Attributes and Perform Nine Duties & Obligations Of Supervision for Interested Adults; and

ii)         Bohémian Symphony Orchestra Conductors in the Second BTAAP Business Plan, who possess Eleven Music Teaching Attributes and perform Ten Bohémian Symphony Orchestra Conductor Duties for Interested Marginalised Teenagers.

The title Bohémian Teenagers Ballet & Modern Dance which overtly displays a Bohémian Cultural Endeavour is the ideal "Hot-Button" as the word Bohémian, which originally came from the Czech dialects of Bohemia, is synonymous with everything that the BTB&MDCP SPV seeks to apply the Six Functions Of BTB&MDCP SPV to achieve the Seven Purposes Of Third BTAAP Business Plan

The Bohémian Teenagers Ballet & Modern Dance Companies Programme -

a)         seeks to encourage the Bohémian traits within 1,800 IMT Student Dancers by displaying through ballet and modern dance within a Local Community Common Bond Support Group, expressing any unorthodox social viewpoints and/or unconventional appearance, behaviour and eclectic values. 

b)         does NOT seek to 'force convention' upon IMT Student Dancers

However, by encouraging IMT Student Dancers to project their "unorthodoxy" and "free spirit Bohémian  flair" through ballet and modern dance with a Bohémian Cultural Endeavour in one of 20 Well-Balanced Bohémian Teenagers Ballet & Modern Dance Companies, the opposite will likely result, as upon learning from a Bohémian Teenagers Ballet & Modern Dance Artistic Director to learn and master an Agreed Dance Repertoire, selected by the Two Artistic Directors in consultation with the IMT Student Dancers from Dance Styles, which competes against the other 19 Bohémian Teenagers Ballet & Modern Dance Companies in an Annual National Bohémian Teenagers Ballet & Modern Dance Competition with RTV Promotion which galvanises enthusiasm and bonding, IMT Student Dancers will enhance self-esteem/self-confidence resulting in Medium Term Benefits Of BTB&MDCP, and ultimately Long Term Benefits Of BTB&MDCP.  

Point (c) of Twenty Renowned Orchestras, Choirs, Theatre Companies And Workshops Which Have Successfully Targeted Homeless and Marginalised is testimony to this forecast.

The BTB&MD National Preventive Health Research Programme would be administered by two Pioneer Elder Dance Aficionados from each of 16 Further Public & Private Equity Holders, 32 Pioneer Elder Dance Aficionados 'in toto', under a BTB&MDCP SPV under the same form of management structure as

*        32 Pioneer Fit Old Farts under the First National Preventive Health Research Programme administering the YELP  SPV; and

*        32 Pioneer Symphony Music Fogeys under the Second BTAAP Business Plan administering the BTSOP SPV.

Each of the Five SPVs in the Two National Preventive Health Research Programmes would report to the NPA's Board of Governance.

The Four Public Sector Equity Holders in the BTB&MDCP SPV would likely be:

  1. Department of Health & Ageing which reports to Ms. Nicola Roxon, Minister for Health & Ageing;

  2. Department of Education, Employment and Workplace Relations which reports to 'inter alia' Ms. Kate Ellis, Minister for Childcare and Youth;

  3. Department of Environment, Heritage and the Arts which reports to Peter Garrett AM MP; and

  4. Depart of Innovation, Industry, Science and Research (DIISR) which reports to Hon Kim Carr.

Twelve further major Australian companies, other than the 12 Private Sector Equity Holders under the YELP  SPV and the 12 Other Private Sector Equity Holders under the BTSOP SPV, would make up the 12 Further Private Sector Equity Holders

As with the YELP  SPV and the BTSOP SPV, the BTB&MDCP SPV would be funded 50/50 between the 'Public Sector' and the 'Private Sector', as explained in the 50/50 Funding Model.  Hence, each of the Four BTB&MDCP Public Sector Equity Holders would each contribute 12.5% of BTB&MDCP NET Budget Costs and each of the 12 Further Private Sector Equity Holders would contribute 4.1667% of BTB&MDCP NET Budget Costs.  The reasons why major publicly listed companies and major unlisted companies would be keen to contribute equity in Preventive Health programmes are explained in Four Benefits To 12 Proposed Private Sector Equity Holders which relates to the First Business Plan.

BTB&MD National Preventive Health Research Programme is a Research Programme as Return On BTB&MDCP Capex Software would quantify the Economic Return On BTB&MDCP Capex of each of the 20 Bohémian Teenagers Ballet & Modern Dance Companies in the Selected 20 Lowest Socio-Economic Regions to determine if the Third BTAAP Business Plan should be propagated beyond the Selected 20 Lowest Socio-Economic Regions.

The BTB&MDCP SPV would maintain an Professional Dance Company Performance Focus, not an individual performer focus, whilst delivering its Six Functions because each Bohémian Teenagers Ballet & Modern Dance Company would be an engine for social change.

The National Prevention Agency's  Board of Governance would invite two Pioneer EDAs from each of Four BTB&MDCP Public Sector Equity Holders and 12 Further Private Sector Equity Holders, collectively 16 Further Public & Private Equity Holders, to join the BTB&MDCP SPV, entailing the 'Private Sector' contributing 50% of BTB&MDCP NET Budget Costs of $2,356,000 1st year (and then decreasing), plus a lot of ingenuity, innovation and project delivery acumen. 

Patently when split between 16 Further Public & Private Equity Holders contributions are low, being $294,500 1st year for each of Four BTB&MDCP Public Sector Equity Holders and $89,333 for each of 12 Further Private Sector Equity Holders.  The robustness and integrity of the Third BTAAP Business Plan is of infinitely greater consequence than the BTB&MDCP NET Budget Costs.
