RTV Promotion  "Hill Rides Challenge" (proposed to be shown on ABC1 TV in March 2013 over 3 x 60 min weekly episodes) would be -

*        over 10 times more powerful to the viewers than PBS' successful RTV "Marathon Challenge"; and

*        over 100 times more cost-effective than "Marathon Challenge" due to encouraging, over the ensuing 5 years, hundreds of thousands of Interested Adults to avail themselves of a REC under YELP to Improve Personal Health & Fitness to Materially Alter Lifestyle to reduce >$155b Negligent Lifestyle Annual Costs of Fifteen Problems largely due to Negligent Lifestyle Behaviour

"Hill Rides Challenge" would profile approx. half of 50 Volunteers, incl -

*           10 Disadvantaged aboriginals from a remote aboriginal settlement;

*             2 Torres Straight Islanders; and

*             5 Volunteers participating in The Salvation Army "Bridge Program" living for 9 months at a drug rehab centre,

as they train during the 10 Months Tenure Of Primary Research Programme in a Local District Rigorous Recreational Exercise Group and complete Two Legendary Endurance Cycling Challenges - explained in Content And Format Of (Proposed) ABC's "Hilly Rides Challenge"

As a precursor to "Hill Rides Challenge", Visual Content Of ABC's Three x 60 min 'Team YELP'  RTV Promotions under the 16 Months Tenure Of Preparatory Research Programme explains 3 x 60 min episodes of 'Team YELP' Triathlon Challenge, to be screened approx 3 months apart, in in end-June 2010

Item (b) of the definition of the Business Plan Developer notes that Phil Johnston worked on both Greenfield and Brownfield Infrastructure projects at Commonwealth Bank (representing many different bank syndicates) for 18 years of the 37 years that he worked for CBA  - funding airports, toll roads, prisons, hospitals, gas pipelines, new train lines etc. 

Most of these infrastructure projects started with an Information Memorandum prepared by Macquarie Bank, Rothschilds, Investec etc and 3 to 5 years later there was a new tunnel under Sydney Harbour, a new train line from Darwin to Alice Springs, a new gas pipeline across S.A. etc.  Or an existing piece of infrastructure had been refurbished to improve its performance ie. Long Bay Goal Redevelopment PPP.

Rigorous exercise has been a focal part of the Business Plan Developer's life.  Most of the sports he has played have involved a Local Community Common Bond Support Group.

Upon retiring last year, he has expended many thousands of R&D hours for almost three years employing Project Development disciplines to write Four Interdependent  Preventive Health Business Plans The YELP  Holistic 'Hub' First Business Plan regards Australia’s 22m population as Human Brownfield Infrastructure to expend say Capex of 'x' to improve Interested Adults'  Personal Health & Fitness to achieve a positive return of say 2 'x',  or  10 'x',  or  'x' + 'y' etc as measured in a Base Case Financial Model utilising dedicated Return On YELP Capex Software.  The Business Plan Developer's  Five Business Plans employ the same Project Development disciplines used to -

(i)         develop any new Greenfield infrastructure project; or

(ii)         refurbish existing Brownfield infrastructure.

In April 2008, Fed Health & Ageing Minister, Nicola Roxon, released Terms of Reference for a 7 member Taskforce to identify new Preventive Health programmes that -

(a)      draw on "both the health and non-health sectors" and the "development of inter-governmental and public-private partnerships";

(b)        know "what works and what doesn’t.........the best buys for government investment in Primary Prevention"; and

(c)        extend the life expectancy of Aboriginal and Torres Strait Islander peoples and people living in rural and remote locations.

(A.)      comprise more than 500 Defined Terms within the Five Business Plans and 30+ Section Titles within the YELP Holistic First Business Plan (much fewer in Second, Third and Fourth Business Plans) to analyse all statements therein; and

(B).      achieve all the Taskforce's Terms of Reference

Annexure M "Reference Documents, Health Agencies, Health Programmes and Websites" lists over 100 Preventive Health programmes, across Australia, NZ, Europe and USA which the Business Plan Developer has read and separately summarised many of them in the First Preventive Health 'Hub' Business Plan.  The best is Boston Marathon Challenge Template Of YELP Primary Research Programme because invariably too many of the others merely inform/warn of the pitfalls of Obesity, not maintaining a Healthy Diet, Recreational Drug Abuse, Sedentary Lifestyle, "all work and no play" etc.

On 30 Oct 2007 PBS televised the 53 min documentary "Marathon Challenge" (see enclosed CD ROM - "Marathon Challenge" is also viewable on the internet) which profiles 12 volunteer adults -

(a)        who each was leading a Sedentary Lifestyle and had never been a jogger;

(b)        range in age from 22 to 60;

(c)        live in Boston, Massachusetts - the home of the Boston Marathon;

(d)        had 9 months to train to run the 2007 Boston Marathon; and

(e)        came with some normal lifestyle baggage - ailments from HIV, Type 1 Diabetes, heart attack, Depression, divorce, Obesity and post-fatality trauma.

PBS repeated "Marathon Challenge" 6 months later on 15 April 2008.  As explained in Section 16(j), the Tufts University clinicians, via Marathon Challenge, treated the 12 volunteers who were suffering a Health Ailment with the Second Basic Component Of CBT to successfully complete an onerous physical Challenge which inter alia Empowers Adults To Better Control Their Stress Responses.

My First Holistic 'Hub' Business Plan is Youthful Exuberance Lifestyle Programme ("YELP").  It has a $19.4m Budget Costs over 4.9 years to end June 2016, whereupon YELP's annual budget costs reduce. 

The First Business Plan incorporates a -

 

(i)         16 Months Tenure Of Preparatory Research Programme for the Six Reasons For Preparatory Research Programme involving 150 'Team YELP'  Participants across 5 States and ACT, selected pro rata across the six state capitals and ACT, forming 50 x 3 person teams in small, discrete LCCBSGs for a 6 Months Training Schedule progressively commencing on 13 Aug 2011 in Sheffield Tasmania and concluding on Sun, 9 Dec 2012 in Canberra ACT, where 150 'Team YELP'  Participants either swim, cycle or run in their states Annual Endurance Triathlon, with the first of 3 x 60 min episodes of 'Team YELP'  Triathlon Challenge proposed to be televised by ABC1 in early-April 2012; and

(ii)        10 Months Tenure Of Primary Research Programme:

            I.           Involving 50 Volunteers drawn equally from the Abled, Disadvantaged and Disabled, with 25 of the 50 Volunteers selected from a Specific Industry Group with

                         *           12 of the Disadvantaged would be Indigenous Australians (10 Aboriginals who live on a remote settlement and 2 Torres Straight Islanders); and

                         *            an additional 5 of the Disadvantaged living at a drug rehabilitation centre conducted by The Salvation Army "Bridge Program", either at Fountaindale, Morisset, Wickham, East Nowra or Wentworth Falls.

            II.          Each Volunteer would be afflicted by at least one the Taskforce's Three Public Health Risks, and 50% also afflicted by Another Health Ailment who train in Selected District Recreational Cycle Groups to attempt Two Legendary Endurance Cycling Challenges - proposed to be shown in 3 x 60 min weekly episodes of Hilly Rides Challenge on ABC1 TV in March 2013 in the Content And Format Of (Proposed) ABC's "Hilly Rides Challenge".

YELP's  Propagation Forecast by end-2015 is to reduce the >$155b Negligent Lifestyle Annual Costs of Fifteen Problems -

(i)         in excess of 75,000 Interested Adults, who are presently leading a Sedentary Lifestyle and afflicted by one or more of the Taskforce's Three Public Health Risks, will have Improved Personal Health & Fitness; and

(ii)        a further 28,000 Adult Enquirers also become Participants who are not leading a Sedentary Lifestyle nor afflicted by one or more of the Taskforce's Three Public Health Risks. 

Collective Action due to YELP attracting >100,000 new Participants will represent a sufficiently large number of Australians who have Materially Altered Lifestyle for larger numbers of Australians  to seriously appraise the merit of that Lifestyle, particularly as the YELP  SPV will present REAs in LDREGs as Fun & Addictive and provides a Local Community Common Bond Support Group. 

Initially under a 21½ Months Tenure Of Pilot, which would be confined to one or two states at the Venue Of Pilot & Primary Research Programme, 20 Recreational Exercise Consultants, who possess Eleven Sports Administration Attributes, would perform the Final Three Stages of Lifescripts (former) Five Basic Stages Of Change to treat  Five Lifestyle Risk Factors For Chronic Disease by Supervising  Interested Adults commence one of15Recreational Exercise Activities, which include 6 Moderate Recreational Exercise Activities, using Existing Recreational & Competitive Exercise Infrastructure and drawing on Existing Human Resources that Organisers, potential RECs and Pioneer Fit Old Farts presently utilise.

Consistent with the Community Organising Model For Social And Economic Change and in accord with the Taskforce's Terms Of Reference, YELP would involve a JV  PPP controlled by a SPV between Four Public Sector Equity Holders (Health & Ageing, a Climate Change Agency, DIISR and RET) and 12 of the largest companies in Australia in their fields, known as 12 Private Sector Equity Holders, which are familiar with infrastructure projects, PPPs JVs SPVs and Base Case Financial Models who would be represented by 32 Pioneer Fit Old Farts under the Golden Gurus programme - explained in Section 24. 

One of the 7 members of the Preventive Health Taskforce Shaun Larkins, welcomed my initial submission and met with me at his HCF office for 30 mins on 7 Oct '08, albeit we didn't discuss my explicit submission.

In Nov 2007 the Business Plan Developer sent an earlier version of the enclosed YELP  Holistic First Business Plan to Professor Anderson, CEO, NHMRC dated 12 Nov '07.  The response letter from Professor Anderson dated 13 Dec 2007 included "You will need to approach the NSW Department of Health directly.......I wish you well in your endeavours”.

The Business Plan Developer welcomes meeting with you to discuss ABC's appetite to produce Team YELP' Triathlon Challenge and Hilly Rides Challenge if Nicola Roxon's Taskforce's or one of the Climate Change Agencies, selects YELP.

Finally, the below three files note that the First YELP 'Hub' Business Plan has nominated Australian Broadcasting Corporation as one of the 12 Private Sector Equity Holders for the reasons noted in:
