Dear Mr Garrett

*        Four Preventive Health Business Plans to Materially Alter Lifestyle which leaves a small Personal Carbon Footprint, rather than the omnipresent mindset that Government, industry or someone else should "fix" Climate Change

*        Community Organising Model For Social And Economic Change accords with Kevin Rudd's Social Democratic Government

*        Propagation Forecasts And Targets >44,000 new Participants by end-2012 enjoying a Recreational Exercise Activity and >100,000 new Participants by end-2015 who have Materially Altered Lifestyle leading a Local Community Healthy Lifestyle thereby achieving Collective Action

*        Fed Govt is NOW looking for infrastructure projects to implement to 'Kick-Start' the economy

*        Milestones Timetable establishes the YELP  Pilot is ready to launch NOW to reduce the >$155b Negligent Lifestyle Annual Costs of Fifteen Problems besetting Australia's 22m Human Brownfield Infrastructure

*        YELP's  Budget Cost to 30 June 2013 only $2,973,275 with 12 Private Sector Equity Holders providing 50% of Equity Contributions

This Follow Up Invitation Letter to Minister for the Environment, Heritage and the Arts dated 31 Jan 2009 explains below embellishments (during the last month) to the YELP Holistic 'Hub' First Business Plan that the Business Plan Developer posted to you, in 2 CD ROMs, under Invitation Letter to Minister for Environment, Heritage and the Arts dated 31 Dec 2008. 

The enclosed 2 CDs of the Five YELP Business Plans "as at 31 January 2009":

a)         Expand the Timetable For Completion Of Milestones and Propagation Forecasts And Targets, as in achieving >100,000 new Participants who Materially Alter Lifestyle by end-2015 with a Forecast Return On YELP Capex for every dollar expended by the YELP  SPV across the Fifteen Problems of at least tenfold, there are several permutations -

            (i)         two types (Adult Enquirer and GP's Patient) and three categories (Abled, Disabled and Disadvantaged) of Interested Adults who become Participants in a LDREG;

            (ii)        majority of Interested Adults during the Pilot will be leading a Sedentary Lifestyle and afflicted by at least one of the Taskforce's Three Public Health Risks; and

            (iii)       half of the 50 Volunteers in the 10 Months Tenure Of Primary Research Programme would also be afflicted by Another Health Ailment.

b)         Develop the integral definition of Community Organising Model For Social And Economic Change, which accords with Kevin Rudd's Social Democratic Government, as the Preventive Health Taskforce's  Discussion Paper -

            (i)          identified the substantive USD$5.60 pay-back per USD$1 invested within 5 years from a "..... community-based disease prevention program" and no health agency has ever successfully conducted such a programme without involving 'Community Representatives' - YELP Holistic First Business Plan proposes 32 Pioneer FOFs form the Community Organizing Group as the 'Community Representatives'; and

            (ii)        comments that "The scale of the epidemic requires action to begin now.  It is crucial that this involves all aspects of national, state and local governments, the non-government sector, industry, business, private interests and local communities, and across all levels of government and within and across sectors."

c)         As detailed in 25 Volunteers from Amongst the Disadvantaged/Marginalised, the 10 Months Tenure Of Primary Research Programme will enable at least -

             -          10 Aboriginal Indigenous Australian Volunteers who live in a rural and remote area in a "newly-formed" LDRREG on the aboriginal settlement;

             -           2 Torres Strait Islander Indigenous Australian Volunteers who live in the city of the Venue For Pilot & Primary Research Programme; and

             -           5 Volunteers participating in The Salvation Army "Bridge Program" who are living for 9 months at a Salvos' drug rehab centre,

             from amongst the 50 Volunteers, to test the Hypothesis by Committing To And Completing Two Annual Endurance Sporting Events in the RREA of Recreational Road Cycling which requires Commitment, Dedication And Discipline to succeed.  With the assistance of the Research Programme Team, the Business Plan Developer and Two Seasoned Endurance Road Cyclists, training for and completing the Two Legendary Endurance Cycling Challenges will be more appealing to the above 12 Indigenous Australian Volunteers, and 5 other Australians participating in the Salvation Army "Bridge Program", than the Taskforce's Three Public Health Risks.

d)         Primary Purpose Of YELP will reduce Fifteen Problems which collectively cost well in excess of $155b annually.  Return On YELP Capex Software will also quantify cost savings from reduced Dementia, Back Pain and Osteoporosis due to intervention of a RREA offering a LCCBSG which presently cost $20b circa annually.

B.         a further update letter and 2 CDs to Peter Morris, Population Health Division, Federal Depart of Health & Ageing dated 31 Jan 2009 which provides links to the above listed 3 letters in A. above, together with a link to this Follow Up Invitation Letter to Minister for the Environment, Heritage and the Arts dated 31 Jan 2009.
