and (b) marshals the enthusiasm, dedication, proven track-record, networking and Liability Risk Management Acumen of seasoned sports administrators/supervisors who have given at least 10 years to voluntary sports administration (known as Eleven Sports Administration Attributes) to bring together 20 RECs (who are around retirement age) to perform the Final Three Stages (of the former Lifescripts Five Basic 'Stages of Change') initially under the 21½ Months Tenure Of Pilot. * Assists during 21½ Months Tenure Of Pilot the Pilot Sample of 5,200 circa Interested Adults commence one of 15 Recreational Exercise Activities at one of an existing +900 LDREGs in the case of NSW - similar ratio/configuration of sporting groups depending on the size of the state. * 16 Months Tenure Of Preparatory Research Programme for the Six Reasons For Preparatory Research Programme involving 150 'Team YELP' Participants across 5 States and ACT, selected pro rata across five state capitals and ACT, forming 50 x 3 person teams in small, discrete LCCBSGs to train in a 6 Months Training Schedule - * commencing in Tasmania on 13 Aug 2011 when 9 Tasmania 'Team YELP' Participants, as members of three 'Team Entries', begin their 6 Months Training Schedule to attempt one leg of the Hell in the Hills, Sheffield Tas 'Olympic Distance' Triathlon on Sun, 12 Feb 2012; and * conclude on Sun, 11 Dec 2012 when 12 ACT 'Team YELP' Participants as members of four 'Team Entries', having trained in their 6 Months Training Schedule since 10 June 2012, attempt on leg each of the the annual Canberra City, ACT Half IronMan on Sun, 9 Dec 2012. * 10 months Primary Research Programme (within 21½ Months Tenure Of Pilot) involving 50 Volunteers to measure the Hypothesis' scope to reduce the Fifteen Problems, largely resulting from Taskforce's Three Public Health Risks, through YELP - modelled off PBS' successful Marathon Challenge RTV programme - explained in Section 16(j). * Upon the Pilot achieving Critical Mass and the Primary Research Programme proving in the End Of Primary Research Programme Progress Report (prepared by the Research Programme Team) that the Hypothesis cost-effectively reduces the Fifteen Problems, then deploy Twelve Low Cost Propagation Initiatives to Propagate YELP to achieve the Propagation Forecasts And Targets - refer 'YELP Milestone Timetable' in 'YELP BUDGET.xls';. * Return On YELP Capex Software will quantify the change in Personal Health And Fitness, Coping Skills, Cognitive Development, Family Unit Cohesion, Recreational Drug Use and Personal Carbon Footprint, to achieve Fifteen Benefits Of Materially Altered Lifestyle within each of the - (i) 50 Volunteers in the Primary Research Programme due to the Hypothesis from responses in e-Research Techniques within initial three of the Four Hypothesis Test Reports; and (ii) 5,200 Participants in the Pilot relying on the Participant Progress Report submitted by each Participant. * Forecast Return On YELP Capex for every dollar expended by the YELP SPV is at least tenfold over and above the YELP SPV's Capex within 5 years - to be validated from testing the Hypothesis during the 10 Months Tenure Of Primary Research Programme. * Pursuant to Conditions Precedent To Propagation results of the Primary Research Programme and the Pilot will be entered into Return On YELP Capex Software used to forecast/project the Economic Return On YELP Capex and change in Cashflow resulting from fiscal allocations for Capex on Human Brownfield Infrastructure to garner from the Propagation Phase in excess of 100,000 Participants across Australia by end-2015. * Capture Complimentary Synergies of Four Public Sector Equity Holders under a JV which Harness Private Sector Infrastructure & PPP Skills of 12 Private Sector Equity Holders to form a PPP administered by YELP SPV which establishes a platform for Philanthropy. * Materially reduce the >$155b Negligent Lifestyle Annual Costs of Fifteen Problems, largely resulting from Taskforce's Three Public Health Risks * AUD$19.4m Budget Costs for YELP funded 50/50 between Four Public Sector Equity Holders and 12 Private Sector Equity Holders under the 50/50 Funding Model * YELP Holistic First Business Plan will Reduce Supplementary Patient Guidance Role of GPs * Pertinent co-ordinates for each of the Five Business Plans are at R&D Time, Budget Costs To Propagate and Project Life for Five Business Plans When? In the event that the Business Plan Developer is appointed as Head Consultant For Pilot, Two Research Programmes And Conditions Precedent To Propagation, the Business Plan Developer would be responsible to complete the Milestones Timetable and Propagation Forecasts And Targets.

Pilot and Primary Research Programme: * Limited to up to two States and/or ACT until 30 June 2013 explained in Venue For Pilot And Primary Research Programme. * Propagated across Australia from 1 July 2013 Why? * Cost-effectively treat Fifteen Problems, which include the Taskforce's Three Public Health Risks, with associated Adverse Costs to the Australian economy exceeding $155 billion annually in order to achieve Fifteen Benefits Of Materially Altered Lifestyle including Increased Productivity, improved QOL and DOL, Compressed Morbidity of Australia's 22m Human Brownfield Infrastructure to measure the Economic Return On YELP Capex and each Participant's Contribution To Society. * Forecast Return On YELP Capex for every dollar expended by the YELP SPV within 5 years determined by testing the Hypothesis is predicted to be at least tenfold over and above the YELP SPV's Capex and likely to increase in the main due to Climate Change. * Establish a Critical Mass of 5,200 Interested Adults in Pilot Sample who commence one of 15 Recreational Exercise Activities during the 21½ Months Tenure Of Pilot to deploy Twelve Low Cost Propagation Initiatives at the end of the Pilot in order to Propagate for a relative pittance YELP across Australia to at least 100,000 Participants by end-2015. * YELP will treat the "risk factors" and "protective factors" identified in NSW Department of Health's A New Direction for NSW Department of Health - STRATEGIC PLAN TOWARDS 2010 without the collective "strong will and sustained action by (all of) individuals, families, communities and governments" due to substantive economies that e-Learning / e-Research Techniques enable and Eleven Sports Administration Attributes. * Law of Comparative Advantage supports GPs Outsourcing interested GP's Patients with any of Five Lifestyle Risk Factors For Chronic Disease (who wish to commence a REA at a LDREG under the Optimum, Uniform Delivery Model) to a REC to implement the Final Three Stages of Lifescripts' Five Basic ‘Stages of Change’ because GPs don't have requisite time and most GPs don't have the Supervision skills - ipso facto it is not cost-effective for GPs to action the Final Three Stages. How? * YELP Holistic First Business Plan applies the logic of: * researching the Fifteen Problems, which include the Taskforce's Three Public Health Risks; * identifying the Causes by applying Adverse Effect And Cause Logic; and * providing a Solution to treat some of the Causes to reduce the Adverse Costs and the Adverse Effects. * Marshal the Eleven Sport Administration Attributes of proven volunteer sports administrators around retirement age to employ 20 RECs for the 21½ Months Tenure Of Pilot - approx 50% of the 20 will only be employed for average 9 months as many would presently be in wind-down employment. * Deploy e-Training, e-Learning and e-Research Techniques on YELP Website for Pilot Sample to -A. receive Training Procedures for their selected REA to Acquire Theoretical Knowledge; and B. enter the following information to materially reduce data dissemination, collection and analysis costs: (a) REC establishes each Interested Adult's comprehension of Training Procedures by a Multiple Choice Test; (b) Interested Adults, now a Participant, submits an Participant Testimonial on the Supervision performance of their REC; (c) a Participant Performance Report by each Participant on - * their continuation of the REA in their LDREG and; * their Materially Altered Lifestyle; and (d) 50 Volunteers submit Four Hypothesis Test Reports for the 10 Months Tenure Of Primary Research Programme to measure the Hypothesis' scope to materially reduce the Fifteen Problems, which include the Taskforce's Three Public Health Risks, including monitoring 12 months after the Primary Research Programme ends. * Commoditise 9 RREAs and 6 MREAs presently provided by +900 LDREGs within NSW in an unstructured, independent basis into15interdependent Recreational Exercise Activities co-ordinated by RECs (ie. utilise the vast information delivery speed and massive database capacity of the Internet to convert a potpourri of 900 different sporting clubs/groups across NSW for15different sporting activities into an integrated product range of 15 REAs). * Structure Diagram of this Business Plan * 13 Tasks in Head Consultant's Conditions Precedent To 21½ Months Tenure Of Pilot prior to commencing the Pilot on 13 Aug 2011 and 10 Months Tenure Of Primary Research Programme on 1 April 2012. * Because each human produces a Personal Carbon Footprint and CEOs of major Australian companies have a Corporate Social Responsibility whereby they are keen that their employees lead a Local Community Healthy Lifestyle, the YELP Holistic First Business Plan proposes an SPV under a PPP structure to deliver YELP owned by - * Two Major & Two Minor Public Sector Equity Holders which each have the same agenda decreed by IPCC for humans to achieve "a shift in lifestyle" and the high cost of the Other Fourteen Problems; and * 12 Private Sector Equity Holders being drawn from major Australian companies which bring required skills and/or particular enthusiasm to the YELP Pilot, would share risk and return for a Project Development venture enabling substantive economies due to - * assigning responsibility to the party best able to manage it; and * greater opportunities for innovation, creativity to Capture Complimentary Synergies, particularly required for the Return On YELP Capex Software. The 12 Private Sector Equity Holders to be drawn from major Australian companies which - (i) are highly familiar with PPPs; and/or (ii) have a CEO or leading executive who is particularly interested in the need for a dedicated recreational exercise programme to assist Interested Adults Materially Alter Lifestyle through a Local Community Healthy Lifestyle due to the Adverse Effects caused by the 5th Guidance Influence, particularly within lower socio-economic regions. How Much? * The 20 Month Budget to cover issuing post- Pilot and post-Primary Research Programme reports is less than $3,000,000 which includes providing the Annual King of the Mountain Challenge Series in Sydney, Melbourne, Brisbane and Canberra by end 2012. |
