The First Business Plan is consistent with -
(i) "A New Direction for NSW Department of Health - STRATEGIC PLAN TOWARDS 2010" dated May 2007, except for NSW Department of Health's strategy that "sustained action by individuals, families, communities and governments" is required to mitigate "risk factors" for a healthy lifestyle; (iii) Live Life Well web campaign.
The Business Plan to implement a Youthful Exuberance Lifestyle Programme to enable tens of thousands of Interested Adult, both Abled and Disabled, to Materially Alter Lifestyle by end-2010, falls largely within the above STRATEGIC PLAN TOWARDS 2010 which notes amongst its seven Strategic Directions, the following four strategies: "1. Make prevention everybody’s business 4. Build regional and other partnerships for health 5. Make smart choices about the costs and benefits of health services 7. Be ready for new risks and opportunities."
Re "1. Make prevention everybody’s business": State Health - (i) notes that ‘prevention is better than cure’ is supported by clinical evidence, but putting prevention into practice is not easy and benefits are not always immediately apparent. Reducing risk factors such as smoking, obesity, risky alcohol use and stress requires strong will and sustained action by individuals, families, communities and governments. Similar effort is needed to increase protective factors such as good nutrition, physical activity, healthy environments and supportive relationships. (ii) "...strives for in 2010 a health system that puts greater effort and investment into improving health and preventing illness." (iii) acknowledges "...this will require new strategies to support health promotion and illness prevention ......." (iv) will embed the principle of prevention into its “Live Life Well” campaign.
The Business Plan Developer's experience in habitually playing several different team and individual (mass participation) sports spanning 30 years, and assisting over 100 other adults commence those sports (including some Disabled adults), doesn't support the following - I. "putting prevention into practice is not easy" II. "strong will and sustained action by individuals, families, communities and governments is required to reduce risk factors such as smoking, obesity, risky alcohol use and stress". III. "Similar effort is needed to increase protective factors such as good nutrition, physical activity, healthy environments and supportive relationships." Fundamental to the First Business Plan is: A. the 5th Guidance Influence and the Seven Lifestyle Behavioural Influences, amidst a climate of the Two "Free Market" Traditional Economic Influences, have perpetuated Economic Materialism which has Caused the Fifteen Problems, all of which are health related. B. Government has a duty of care to invoke the Traditional Role of Democratic Government to provide a 6th Guidance Influence namely a Youthful Exuberance Lifestyle Programme, which will Compete For Market Share with the 5th Guidance Free Enterprise Media Advertising Influence to encourage adults towards Positive Lifestyle Changes and Changed Social Values. C. Recreational Exercise Activities Are fun And Addictive because they re-ignite Youthful Exuberance to 'Push the Nature Envelope to Explore New Frontiers in the Great Outdoors' amidst a LCCBSG ie. like minded Participants who plan Challenging activities eg. to hike Cradle Mountain or cycle the 200km Audax Alpine Classic or paddle a kayak 22km from Manly Wharf to Sydney Harbour Bridge and back. D. By marshalling the infectious enthusiasm, dedication, proven track-record, networking and Liability Risk Management Acumen of seasoned sports supervisors who have given a lifetime to voluntary sports administration (known as Eleven Sports Administration Attributes) who are around retirement age, Government can cost-effectively employ RECs to Take Charge Of Interested Adults commencing one of 15 Recreational Exercise Activities, RECs would be Remunerated according to the Interested Adults who Materially Alter Lifestyle and Change Social Values as measured in e-Research Techniques in the Participant Progress Report. E. The Prototype, namely the Youthful Exuberance Lifestyle Programme Business Plan, has been developed using the same transparent Project Development planning, process, structure and disciplines that are employed by investment banks to attract debt and equity investors for new +$1b Greenfield infrastructure projects which will achieve Practical Completion On Time and Within Budget; and The Youthful Exuberance Lifestyle Programme needs to be Promoted to Compete For Market Share in its Target Market. F. Due to the severity of some of the Fifteen Problems, Government are behoved to reduce the freedom that the Free Enterprise Media Advertising Influence has enjoyed under the platform of the Two "Free Market" Traditional Economic Influences which have been promulgated by beneficiaries of the 5th Guidance Free Enterprise Media Advertising Influence, for example with respect to - (i) Global Warming, "man's God given right to consume energy provided that man can pay for it" needs to be tempered because the economic price man has paid to create carbon is not the actual cost upon our atmosphere and it is not viable to increase that economic price to include the atmospheric cost. (ii) Obesity as Governments should inform its constituents that taxpayers 'en mass' cannot afford to pay for health repairs due to personal negligent lifestyle which causes inter alia Type 2 Diabetes, arthritis and back problems, as explained in Section 3.II.(a) and Section 3.II.(f); and (iii) Recreational Drug Use: (a) alcoholism causing renal kidney failure, (b) cigarette smoking causing lung cancer, (c) drug addiction causing "inter alia" robbery, reduced productivity, family break-up and ill health. The above A. to F. are Testimony that strong will and sustained action by individuals, families, communities and governments" is collectively NOT required. Pursuant to the Traditional Role of Democratic Government, Government is behoved to action "B." above which can be achieved for a relative pittance by implementing this Business Plan due to - i. substantive economies via e-Learning and e-Research Techniques; and ii. creative skills of a few seasoned sports administrators who have Project Development Expertise and I.T. skills.

Align prevention and promote healthy lifestyle strategies with the “Australian Better Health Initiative”
The “Australian Better Health Initiative” and “Live Life Well” campaigns provide ideal opportunities to promote the Youthful Exuberance Lifestyle Programme.
Re "2. Build regional and other partnerships for health": State Health notes "Particular attention will be paid to reducing the health gap for communities that experience multiple disadvantage such as Aboriginal communities, refugees and those of lower socio-economic status." Several of the Fifteen Problems are more prevalent in lower socio-economic areas most notably Obesity, Social Cost of Recreational Drug Use and Generation Gap which may also incorporate Problem Gambling. The cost to commence most of the 15 Recreational Exercise Activities is less than $100 for a pair of hiking shoes or swimming togs and swim goggles. The three cycling RREAs and Kayaking / Canoeing represent the most expensive of the 15 Recreational Exercise Activities. However, a second-hand bicycle or Sea Kayak can be purchased for around $1,000. So lower socio-economic regions will not be disadvantaged. The Pilot could overtly focus on the Disadvantaged in lower socio-economic regions. Re "5. Make smart choices about the costs and benefits of health services": State Health notes "What we are striving for in 2010 is a health system that makes the most effective use of the finite resources available...... They must also be managed efficiently based on solid evidence of effectiveness and health impact. Resources will need to be shifted to support early intervention and prevention programs." Section 17 notes the Budget for the Pilot is only $2,963,275. Re "7. Be ready for new risks and opportunities State Health notes "The NSW health system is a large, complex system that must continually adapt in a dynamic environment to meet the community’s changing health needs. The system’s capacity to be ready to respond strategically to all situations, both predicted and unexpected, cannot be taken for granted. What we are striving for in 2010 is a health system that is alert to the changes in the world around it and quick to anticipate and respond to new issues as they emerge. It must be flexible enough to adapt to new circumstances and robust enough to sustain itself in the face of external pressures." At the turn of the century, few people would have predicted the impact of Global Warming and excessive Recreational Drug Use in particular the huge teenager intake of ICE. The bean counters hadn't yet crunched the numbers to quantify the Burgeoning Baby Boomer Health & Aged Care Costs whereby a diminishing tax payer pool will not be able to meet escalating medications, pensions and aged care costs. State Health asserts it "is alert to the changes in the world around it and quick to anticipate and respond to new issues as they emerge." Material Altered Lifestyle tangential to Economic Materialism is required whereby Adults are more strongly encouraged to self-treat their own health through improved Personal Health & Fitness. Goals in an early chapter titled "Where we want to be in 2010" includes ..... "paying particular attention to reducing the health gap for communities that experience multiple disadvantage". Section 3.VII.(a) of the Business Plan informs that - (B) one in five Australians are Disabled, albeit skewed towards the elderly. (A) asserts that analysis of the types of Disabilities and age distribution of Disabled Australians indicates that approx. 1.2m Disabled Australians would be physically able to commence a REA, provided sufficient Abled Interested Adults are willing to assist them; and (B) explains that e-Research Techniques will be utilised on the YELP Website to enable Abled Participants to offer to assist Disabled Interested Adult participate in a REA and e-Learning to provide Assistance Procedures for Participants to understand how to assist Disabled Australians where the Abled Participant Assistant's efforts are explicitly and regularly acknowledged, with exceptional assistance recognised at the Annual Presentation Awards Dinner would be a high priority.

The First Business Plan would like to be involved with producing the policy framework for early intervention and benchmarking and target setting for agency performance by no later than 2009/2010 for the Priority F4: Embedding the principle of prevention and early intervention into Government Service delivery in NSW.NSW State Government launched Live Life Well campaign in Dec 2006 -(A) aimed at helping people to lead healthier lifestyles and avoid ill health;(B) encouraging citizens to spend less time sitting in front of the TV or computer and more time playing sport or doing something active;(D) cultivating an environment that inspires us all to live life well; and(E) is entirely consistent with this Business Plan.
