Four Interdependent  Preventive Health Business Plans where YELP Holistic First Business Plan is the Hub

Milestone Timetable and Propagation Forecasts And Targets -

*           by end-2012 >33,000 new Participants who had been leading a Sedentary Lifestyle and suffering one or more of the Taskforce's Three Public Health Risks participating in a Recreational Exercise Activity, as well as 11,000 other new Participants who had not been leading a Sedentary Lifestyle or suffering one or more of the Taskforce's Three Public Health Risks;

*           by end-2015 >75,000 such new Participants, as well as 28,000 other new Participants who had not been leading a Sedentary Lifestyle or suffering one or more of the Taskforce's Three Public Health Risks

 

The purpose of this Third Letter to Chair of Preventive Health Taskforce dated 10 Feb 2009 is to provide to you -

(i)         2 CDs containing the updated YELP Holistic First Business Plan "as at 10 February 2009"; and

(ii)        Second Letter to Head of Taskforce Member dated 18 December 2008 which has been updated to 10 February 2009

The reason for providing (i) and (ii) above is because -

(A)        Professor Paul Zimmet's e-mail of 3 Feb 2009 to the Business Plan Developer informed "Each submission is to be viewed by a member of the Taskforce as we move towards development of a final strategy, so you can be reassured that the YELP programme will certainly be seen on the radar screen."; and

(B)        the Business Plan Developer has added the below explained enhancements since his Second Letter to Head of Taskforce Member dated 18 December 2008:

   a)      Expand the Timetable For Completion Of Milestones and Propagation Forecasts And Targets, as in achieving >100,000 new Participants who Materially Alter Lifestyle (to reduce the $100m annual cost of Fifteen Problems which include the Taskforce's Three Public Health Risks) by end-2015 with a Forecast Return On YELP Capex for every dollar expended by the YELP  SPV (across the Fifteen Problems) of at least tenfold, there are several permutations -

            (i)         two types (Adult Enquirer and GP's Patient) and three categories (Abled, Disabled and Disadvantaged) of Interested Adults who become Participants in a LDREG;

            (ii)        majority of Interested Adults during the Pilot will be leading a Sedentary Lifestyle and afflicted by at least one of the Taskforce's Three Public Health Risks; and

            (iii)       half of the 50 Volunteers in the 10 Months Tenure Of Primary Research Programme to test the Hypothesis (that Second Basic Component Of CBT can be applied to induce Positive Lifestyle Changes to reduce the Fifteen Problems, which include the Taskforce's Three Public Health Risks with at least a tenfold Economic Return On YELP Capex) would also be afflicted by Another Health Ailment.

   b)      Develop the integral definition of Community Organising Model For Social And Economic Change, which accords with Kevin Rudd's Social Democratic Government, as the Preventive Health Taskforce's  Discussion Paper -

            (i)          identified the substantive USD$5.60 pay-back per USD$1 invested within 5 years from a "..... community-based disease prevention program" and no health agency has ever successfully conducted such a programme without involving 'Community Representatives' - YELP Holistic First Business Plan proposes 32 Pioneer FOFs form the Community Organizing Group as the 'Community Representatives'; and

            (ii)        comments that "The scale of the epidemic requires action to begin now.  It is crucial that this involves all aspects of national, state and local governments, the non-government sector, industry, business, private interests and local communities, and across all levels of government and within and across sectors."

 

   c)      As detailed in 25 Volunteers from Amongst the Disadvantaged/Marginalised, the 10 Months Tenure Of Primary Research Programme will enable at least -

             *          10 Aboriginal Indigenous Australian Volunteers who live in a rural and remote area in a "newly-formed" LDRREG on the selected aboriginal settlement;

             *           2 Torres Strait Islander Indigenous Australian Volunteers who live in the city of the Venue For Pilot & Primary Research Programme; and

             *           5 Volunteers who are participating in The Salvation Army "Bridge Program" and living for 9 months at a Salvos' drug rehab centre at Fountaindale, Morisset, Wickham, East Nowra or Wentworth Falls,

            from amongst the 50 Volunteers, to test the Hypothesis by Committing To And Completing Two Annual Endurance Sporting Events in the RREA of Recreational Road Cycling which requires Commitment, Dedication And Discipline to succeed.  With the assistance of the Research Programme Team, the Business Plan Developer and Two Seasoned Endurance Road Cyclists, training for and completing the Two Legendary Endurance Cycling Challenges will -

             (i)         be more appealing to the above 12 Indigenous Australian Volunteers, and 5 other Australians participating in the Salvation Army "Bridge Program"  than the Taskforce's Three Public Health Risks;

            (ii)         enable Indigenous Australians to Commit To And Complete Annual Endurance Sporting Events which are no longer limited to Four Traditionally Available Rigorous Sports, but also 9 RREAs; and

            (iii)        thereby greatly enhance the viewer impact of the planned ABC's RTV Promotion Hilly Rides Challenge proposed for transmission in March 2013.

   d)      Primary Purpose Of YELP will reduce >$155b annual cost of Fifteen Problems as the Return On YELP Capex Software will now also quantify cost savings from reduced Dementia, Back Pain and Osteoporosis due to intervention of a REA offering a LCCBSG.

   e)      Definition of Philanthropy has been embellished to encourage Philanthropy, in particular Corporate Philanthropy, for YELP -

             (i)         by recognising that if the Business Plan Developer is appointed Head Consultant by Dept of Health & Ageing, or another agency, to be responsible for the PilotPrimary Research Programme and Conditions Precedent To Propagation, then the Head Consultant's  Donation To YELP Disabled Equipment Fund would be 25% of his Gross Head Consultant Remuneration; and

            (ii)        by separately defining -

                         (A)       Gross Head Consultant Remuneration and Net Head Consultant Remuneration; and

                         (B)       Gross REC Remuneration and Net REC Remuneration;

                         to encourage -

                         (C)        RECs to similarly opt to donate from Nil up to 50% of their Gross REC Remuneration to the YELP Disabled Equipment Fund; and

                         (D)        Participants and Fit Old Farts to also Donate To YELP Disabled Equipment Fund because they believe in the value of YELP.

As explained in the ultimate para of Boston Marathon Challenge Template Of YELP Primary Research Programme, the second of Two "Deal Breaker" Purposes Of The Primary Research Programme highlight the enormous scope of an RTV Promotion  "Hilly Rides Challenge" to motivate, in the ensuing 5 years, hundreds of thousands of Interested Adults, with the assistance of YELP, to draw on their Youthful Exuberance to Improve Their Personal Health & Fitness as a precursor to Materially Altering Lifestyle leading a Local Community Healthy Lifestyle.

The Business Plan Developer welcomes you sending one of the enclosed CD ROMs to the Producer of the ABC TV production Choir of Hard Knocks to -

I.          read Confidential Letter to Producer of Choir of Hard Knocks, C/- Australian Broadcasting Corporation; and

II.         opine on the Business Plan Developer's previous paragraph.

The Business Plan Developer has -

A.         separately written a Further Update Letter to Peter Morris dated 10 Feb 2009; and

B.         provided a copy of this letter (and 2 CDs) to your Taskforce colleague, Shaun Larkin, under covering letter to Shaun Larkin dated 10 Feb 2009 in case Shaun Larkin is the Taskforce member who is reviewing my YELP Holistic First Business Plan - refer Professor Paul Zimmet's e-mail of 3 Feb 2009 to the Business Plan Developer.
