I have seen you at Andy' Cafe North Galston on a Sunday morning whilst cycling with a ride group called Muggaccinos.com that I have administered for the last 12 years which conducts a 100km (ave) ride each Sunday.   Rigorous exercise has been a focal part of the Business Plan Developer's life.  Most of the sports I have played have involved a Local Community Common Bond Support Group which is integral to YELP.

Having watched your support for Peter Andrews in Australian Story in Feb. 2006, I believe that you are prepared to look 'beyond retailing' if you identify someone prepared to go to extraordinary lengths to develop practical, low cost, comprehensive business plans (employing Project Development protocols) which stand up to stringent examination to assist Interested Adults who are presently leading a Sedentary Lifestyle to Materially Altered Lifestyle to maximise Australia's GDP by achieving Fifteen Benefits Of Materially Altered Lifestyle.

A.       I have donated >$160,000 to charities in last 5 years, but there is an infinitely more cost-effective way to assist  Disabled and Disadvantaged  Interested Adults which measures their Contribution To Society

In the last 5 years I have donated slightly over $103,000 to registered charities.  However, as explained below, YELP is an infinitely more cost-effective structure to assist many Disabled and Disadvantaged, as well as many Abled  Interested Adults to Improve Personal Health & Fitness to reduce the >$155b annual cost (foregone GDP, fiscal health costs, policing costs for drug fuelled violence etc.) of Fifteen Problems in the main due to Negligent Lifestyle Behaviour.

B.        I have cycled with 8 different vision impaired cyclists - longest ride 127km

Item (h) of the definition of the Business Plan Developer notes that I have cycled as a Pilot with 8 different vision impaired cyclists on the back of various tandems - longest ride 127km.  Four years ago I worked tirelessly to get support from Vision Australia (nee Royal Blind Society) for "Adopt A Blind Cyclist" -  a model that I developed to cut out the "charity" middleman - where employees of large companies would donate to purchase a tandem bicycle for a Disabled colleague (vision impaired, deaf, muscle impairment due to a brain injury etc), whereupon I would source a Community Bicycle Group in close proximity to where the Disabled lives who would -

a)         share Pilot navigational duties on a tandem for their (new) Disabled cycle member; and

b)         collect and return any (new) Disabled who are vision impaired. 

Whilst cycling as Pilot with 3 of the 8 different vision impaired cyclists who have each cycled with Muggaccinos.com on at least 5 days each, I evidenced the benefits to Abled ride members due to a Disabled person also completing the same +100km rides.  Alas, none of the charities were interested in my "model" to "cut out the charity middle man".  Vision Australia told me, "No. That isn't the way it works.  You donate money to Vision Australia and we spend it as we see fit. Vision Australia has been assisting vision impaired people for many, many years.  We have the systems."

C.       YELP 'Hub' Holistic First Business Plan accords with your comments in Master CEOs re donating to many charities

I decided to write this letter after listening to your comments when chatting with Adam Spencer on Breakfast on Wed, 26 Nov, re the cost-benefit inefficiency of many registered charities.  I share your views.

D.       Applying Project Development Expertise under a JV between Four Public Sector Equity Holders and 12 Private Sector Equity Holders providing 50% of Budget Costs

Item (b) of the Business Plan Developer notes that I worked on both Greenfield and Brownfield Infrastructure projects at Commonwealth Bank for 18 years of the 37 years that he worked for CBA funding airports, toll roads, prisons, hospitals, gas pipelines, new train lines etc. 

Most of these Infrastructure projects usually started with an 'Information Memorandum' prepared by Macquarie Bank, Rothschilds, Investec or one of the four 'Pillar Banks' etc and 3 to 5 years later a tunnel under Sydney Harbour, a new train line from Darwin to Alice Springs, a new gas pipeline across S.A. etc had been built.  Or an existing piece of infrastructure had been refurbished to improve its performance.  I am very familiar with the Eleven Steps To Complete A Greenfield or Brownfield Infrastructure Project.

In Jan 2007 I retired at 55 intent upon employing my infrastructure skills to develop new Preventive Health programmes which draw upon the one in 500 Australians aged over 50 with Eleven Sports Administration Attributes to act as Recreational Exercise Consultants to perform the Final Three Stages of Lifescripts (former) Five Basic Stages Of Change to treat  Five Lifestyle Risk Factors For Chronic Disease which will -

(i)         be highly cost-effective by enabling over a hundred thousands Australians (within 5 years), Disabled and Disadvantaged, as well as Abled, the majority of whom would presently be leading a Sedentary Lifestyle to Materially Alter Lifestyle;

(ii)        develop a structure that hundreds of future Fit Old Farts will want to provide Philanthropic support;

(iii)       reduce the >$155b annual cost of Fifteen Problems in the main due to Negligent Lifestyle Behaviour; and

(iv)       provide the spin-off benefit of reducing the workload of GPs by Recreational Exercise Consultants performing the Final Three Stages

Pursuant to the Timetable Of Milestones, initially under a 21½ Months Tenure Of Pilot, which would be confined to one or two states from 13 Aug 2011, 20 Recreational Exercise Consultants would Supervise  Interested Adults, to commence one of 14 Recreational Exercise Activities which include 6 Moderate Recreational Exercise Activities, using Existing Recreational & Competitive Exercise Infrastructure that Organisers, potential RECs and Fit Old Farts presently utilise, and also drawing on Existing Human Resources

In March 2007, I commenced many thousands of R&D hours employing my Project Development Expertise to write Four Interdependent  Preventive Health Business Plans because I believed that YELP would be an infinitely more cost-effective model (than pumping millions into many registered charities) to assist those less fortunate than myself, particularly amongst the Disabled and Disadvantaged, provided those people -

*          want to improve their QOL; and

*          make a tangible, identifiable Contribution To Society.

My Five Business Plans employ the same Project Development Expertise used to -

(i)         develop any new physical Greenfield infrastructure; or

(ii)         refurbish existing Brownfield infrastructure.

E.       Achieves All The Taskforce's 'Terms Of Reference' and Falls Within The Taskforce's interim Discussion Paper

Last November the Business Plan Developer sent an earlier version of the enclosed YELP  Business Plan to Professor Anderson, CEO, National Health and Medical Research Council of Aust.  The response letter from Professor Anderson dated 13 Dec 2007 included "You will need to approach the NSW Department of Health directly.......I wish you well in your endeavours”.

Last April, Fed Health & Ageing Minister, Nicola Roxon, appointed a 7 member Taskforce with Terms of Reference to -

(a)      draw on "both the health and non-health sectors" and the "development of inter-governmental and public-private partnerships";

(b)        know "what works and what doesn’t.........the best buys for government investment in Primary Prevention"; and

(c)        extend the life expectancy of Aboriginal and Torres Strait Islander peoples and people living in rural and remote locations.

One of the 7 members of the Preventive Health Taskforce, Shaun Larkins, welcomed my initial submission and met with me at his HCF office for 30 mins on 7 October.  Shaun invited me to send my YELP Business Plan to Peter Morris, Strategy Unit Population Health Division, at Fed. Dept. of Health & Ageing which I have done, incl 3 subsequent versions of YELP.

My Four Preventive Health Business Plan's, in particular the YELP 'Hub' Holistic First Business Plan -

A.         Achieve All The Taskforce's 'Terms Of Reference'; and

B.         Fall Within The Taskforce's  Discussion Paper.

My First YELP 'Hub' Business Plan:

(I.)       Is entirely in accord with your views expressed in Matthew Kidman's Master CEOs, in particular "developing people to their potential" because "when they achieve [their potential] they will put a lot more back into the community". 

(II.)       Has a $19.9m Budget Costs over 4.9 years to end June 2016, involving 12 Private Sector Equity Holders providing 50% of the costs, whereupon YELP's Budget Costs reduce.  My Other Four YELP Business Plans have particularly low budgets which compliment the YELP Holistic First Business Plan -  see R&D Time, Budget Costs To Propagate In Australia and Project Life for Five YELP Business Plans.

YELP's $19.9m Budget Costs are not "between $1b and $5b" that Professor Adrian Bauman proffered in responding to a question from the Editor of The Medical Journal of Australia at a Sydney University health lecture on 22 Oct to successfully impact burgeoning Negligent Lifestyle Behaviour.  Nor will YELP cost "hundreds of millions of dollars annually" as NSW Dept of Health website predicted late last year in order to implement a new Preventive Health programme in order to "increase protective factors such as a Healthy Diet, physical activity, healthy environs and supportive relationships.  

F.        I am not seeking any money from Gerry Harvey, or Harvey Norman Holdings Limited, now or in the future

Because neither are one of the largest 12 companies in Australia.  However, because your comments re assisting the Disadvantaged (and assumably the Disabled) in Master CEOs (which you received unfair criticism) are a fundamental tenet of my YELP First Business Plan to cost-effectively maximise the utility of Australia's 22m Human Brownfield Infrastructure, I welcome you sending one of the enclosed CDs to a Fit Old Fart that you know in order to opine on the integrity of the YELP 'Hub' Holistic First Business Plan and viability of the Milestone Timetable  - explained further below. 

The Primary Purpose of my YELP  'Hub' First Business Plan is to reduce the >$155b annual cost of the Fifteen Problems in the main due to Negligent Lifestyle Behaviour initially by Improving Personal Health & Fitness

YELP -

A).       regards Australia’s 22m as Human Brownfield Infrastructure;

B.)       seeks 16 Equity Holders via a YELP  SPV for the Two Purposes Of YELP  SPV to expend Capex of 'x' to achieve a return of +10 'x'  within 5 years, as measured in a Base Case Financial Model utilising dedicated Return On YELP Capex Software, to quantify the YELP  SPV's  Economic Return On YELP Capex which draws on the skills of 32 Pioneer Fit Old Farts from across 16 major Australian companies/government agencies; and

C.)       involves a Joint Venture  PPP controlled by a YELP  SPV between Four Public Sector Equity Holders [Health & Ageing, Environment, Heritage and the Arts or Dept of Climate Change, DIISR and RET] and 12 of the largest companies in Australia, known as 12 Private Sector Equity Holders, which are familiar with Project Development Expertise, PPPs JVs SPVs and Base Case Financial Models. 

My review of >70 health programmes globally, amidst a burgeoning in Lifestyle Related Chronic Disease, is testimony that the solitary agency of "Health" has not, and cannot, deliver a structured Preventive Health programme to Materially Alter Lifestyle Capturing The Synergies from three other complementary agencies, together with Harnessing Private Sector Infrastructure & PPP Skills, is required in order to meet the Taskforce's  Terms of Reference draw on "both the health and non-health sectors" and the "development of inter-governmental and public-private partnerships". 

YELP's  Propagation Forecast is that by end-2015 in excess of 75,000 Interested Adults who are presently leading a Sedentary Lifestyle and afflicted by one or more of the Taskforce's Three Public Health Risks will have Improved Personal Health & Fitness.  Collective Action due to YELP attracting 75,000 such new Participants will represent a sufficiently large number of Australians who have Materially Altered Lifestyle for larger numbers of Australians  to seriously appraise the merit of that Lifestyle, particularly as the YELP  SPV will present REAs in LDREGs as Fun & Addictive and provide a Local Community Common Bond Support Group. 

If Government wants to attract Philanthropic support from successful retiring Australian business people to invest their time and monies to create and support an explicit Preventive Health programme which provides tangible physical assistance to the Disabled and Disadvantaged, as well as to lots of Abled  Interested Adults, who presently are leading a Sedentary Lifestyle, to commence leading a Local Community Healthy Lifestyle, then retiring successful business people who regularly incorporate a rigorous exercise in their lifestyles, colloquially known as Fit Old Farts, need to provide 'design and control input'. 

Otherwise the current low level of Philanthropy and Corporate Philanthropy in Australia will continue.  My YELP First Business Plan initially involves 32 Pioneer Fit Old Farts (2 from each of the 16 Equity Holders) who would take a 'Hands-on' involvement to fine tune the structure and operations of the Prototype - a charitable cause(s) - under a YELP  SPV.

YELP First Business Plan requires all 12 major Australian companies, as well as the 4 Govt. agencies, signing-off on the Implementation Strategy for the First Business Plan, and for these 12 Private Sector Equity Holders to contribute 50% of YELP's low Budget Costs. 

Click on: Draft article for Publication in The Medical Journal of Australia which, at the behest of the Editor, Martin Van Der Weyden, I recently provided in my Letter to the Editor of Medical Journal of Aust dated 8 Nov to readily comprehend my Five YELP Business Plans.  The final four paragraphs explain that for every $1 expended by the YELP  SPV could return a fifteen fold benefit to the Australian economy within 5 years which is immeasurably higher than any other Preventive Health programme in Australia or overseas because YELP would not be created and controlled by a solitary government agency such as Federal Dept of Health & Ageing.

Section 3 of my YELP First Business Plan evidences that the cost upon the Australian economy of -

A.)        Recreational Drug Abuse and Obesity /Type 2 Diabetes represents >$55b pa - the Taskforce defines these as Lifestyle Related Chronic Diseases - that cost has burgeoned whilst Preventive Health programmes have remained under the sole stewardship of Fed Dept of Health & Ageing; and

B.)       all Fifteen Problems, in the main due to Negligent Lifestyle Behaviour, exceeds $155b annually.

1.        1 hour watching a 53 min documentary titled "Marathon Challenge" (template for YELP Primary Research Programme) which PBS televised on 30 Oct 2007 which profiled 12 volunteer adults -

(a)        who were leading a Sedentary Lifestyle and had never been joggers;

(b)        ranged in age from 22 to 60

(c)        live in Boston, Massachusetts;

(d)        had 9 months to train to run the 2007 Boston Marathon;

(e)        came with some normal lifestyle baggage - ailments from HIV, Type 1 Diabetes, heart attack, Depression, divorce, Obesity and post-fatality trauma; and

(f)         successfully ran the 2007 Boston Marathon which 'inter alia' highlights the potential power of a Local Community Common Bond Support Group.

2.         at least 12 hours reviewing my YELP First Preventive Health 'Hub' Business Plan; and

 

3.         at least 2 hours writing at least 5 pages of comments (for your benefit) on its integrity and the viability of the Milestone Timetable to attract 75,000 new Participants to one of 14 REAs from Interested Adults by end-2015 with the majority presently leading a Sedentary Lifestyle

 

It would take at least 15 hours to read my YELP Holistic First Business Plan entirely and a further 5 hours to read the Other Four YELP Business Plans which are Interdependent.  Hence, it would be preferable for your Fit Old Fart to focus on the YELP 'Hub' Business Plan and only glance through the Other Four YELP Business Plans.  Merit exists in you sending it to an associate who has recently partially or fully retired, because I have expended 18 months R&D, so there is a lot of attention to detail, and if the Fit Old Fart that you select becomes engrossed, YELP might soak up lots of his/her hours.

Having worked on several infrastructure projects over 18 years, I know that 'Credit Committees' always want extensive detail to support concise credit applications.  Hence, there are several Benchmark Techniques To Appraise The Economic Merit Of YELP.

(a)        watch the afore-mentioned 53 min RTV documentary "Marathon Challenge" on the internet explained in Boston Marathon Challenge Template Of YELP Primary Research Programme which has been shown on PBS television across America twice in the last 13 months; and

(b)        consider producing Hilly Rides Challenge which, as explained in my draft CONFIDENTIAL letter to Australian Broadcasting Commission, would be -

          *         over 10 times more powerful to the viewers than PBS' successful "Marathon Challenge"; and

          *         over 100 times more cost-effective than "Marathon Challenge" in encouraging Interested Adults to Improve Personal Health & Fitness,
to reduce >$155b annual cost of Fifteen Problems in the main due to Negligent Lifestyle Behaviour, by profiling approx. half of 50 Volunteers, incl 10 Disadvantaged aboriginals from a remote aboriginal settlement, as they train in a Local District Rigorous Recreational Exercise Group and complete
Two Legendary Endurance Cycling Challenges - explained in Content And Format Of (Proposed) ABC's "Hilly Rides Challenge"

NB:      I agree with your afore-mentioned comments from Master CEOs to only invest in social infrastructure which will return a positive payback.  YELP will achieve that.  I suspect that you will agree with my views in the below Section 3.II.(f):

 

                        Apply Australian common law precedent to -

                        *        materially reduce Negligent Lifestyle Behaviour; and

                        *        maximise Australia's 22m Human Brownfield Infrastructure's Contribution To Society.

             If you opt to take up this invitation to send one of the CDs to a Fit Old Fart that you know and he/she opines that my YELP Holistic First Business Plan is robust, your assistance in sourcing an ABC1 TV RTV Producer to review my template for Hilly Rides Challenge (item (ii) of the RTV Promotion) to produce 3 x 60 min RTV episodes of Hilly Rides Challenge in March 2013 would be appreciated, and be consistent with investing in those amongst Australia's 22m Human Brownfield Infrastructure who want to Contribution To Society which is fundamental to YELP.
