Five YELP Business Plans which -

(a) are Interdependent of each other;

(b) fall within Terms of Reference for National Preventive Health Taskforce as noted in YELP Achieves All The Taskforce's "Terms Of Reference";

(c) YELP complements New Directions for Australia’s Health - Delivering GP Super Clinics to local communities;

(d) are in accord with our Prime Minister's ethos for the 2020 Summit in particular "The Australian Government is committed to promoting a national culture of creativity, innovation and enterprise";

(e) Capture Complimentary Synergies from drawing on the complimentary skills from a JV PPP between Four Public Sector Equity Holders and 12 Private Sector Equity Holders to establish a YELP SPV; and

(f) heed IPCC's May 2007 recommendation for humans to exhibit a "shift in lifestyle" which leaves a small Personal Carbon Footprint:

1st Youthful Exuberance Lifestyle Programme ("YELP) YELP Holistic First Business Plan to quantify the reduction in >$155b annual cost of Fifteen Problems which include chronic diseases due to Obesity, tobacco and excessive alcohol - $19.4m budget over 4½years Propagation Phase

2nd Join a Green Team - Second Business Plan - limited to $36,500 marketing cost to health agencies due to 'user pays' cost structure

3rd Safety First Cycling Website - Third Business Plan - limited to $25,000 1st year cost to health agencies due to the mammoth information delivery capability of the internet

4th Project "Aussie Green Team" Accreditation - Fourth Business Plan to enable Interested Adults to attest on a Register of "Aussie Green Sporting Teams" to a Lifestyle Behaviour that involves regular exercise, Healthy Diet, living a Local Community Healthy Lifestyle which leaves a small Personal Carbon Footprint

* A JV between Four Public Sector Equity Holders and 12 Private Sector Equity Holders to establish a YELP SPV under a PPP

* The Primary Purpose Of YELP SPV under the YELP Holistic First Business Plan is to cost-effectively reduce the >$155b annual cost of Fifteen Problems by treating some of the Causes of the Fifteen Problems

* YELP Holistic First Business Plan will thereby Reduce Supplementary Patient Guidance Role of GPs

* Pertinent co-ordinates for each of the Five Business Plans are at R&D Time, Budget Costs To Propagate and Project Life for Five Business Plans

* AUD$19.237m Budget Costs for YELP proposed to be funded 50/50 between Four Public Sector Equity Holders and 12 Private Sector Equity Holders, as explained in the 50/50 Funding Model

The Business Plan Developer, Phil Johnston, refers to -

(a) below extract of Shaun Larkin's response e-mail of Thurs, 31 July '08 5:18 PM:

Just a brief note to thank you for your letter and the accompanying CDs with files relating to 'Five YELP Business Plans'.
Input and content such as you have provided is very much appreciated by me in my role as a member of the National Preventive Health Taskforce.
I suggest you forward a copy of the information provided to Peter Morris at the Department of Health and Ageing.

(b) his Letter to Peter Morris, Dept of Health & Ageing dated 1 Aug 2008; and

(i) carved out a part of the YELP Holistic First Business Plan (which was provided in 2 CDs accompanying his letter to you dated 1 August '08) and

(ii) created a separate Fourth Business Plan - Project "Aussie Green Team" Accreditation from the part removed from the YELP Holistic First Business Plan which made it easier to comprehend the scope of the YELP First Business Plan which is the nub of the Five YELP Business Plans to increase REA, improve diet, reduce Recreational Drug Use which leaves a smaller Personal Carbon Footprint.

The follow-up letter to Peter Morris, Dept of Health & Ageing dated 21 Aug 2008 pointed out that as several months had passed since the Business Plan Developer submitted his YELP Holistic First Business Plan to Professor Anderson at NHMRC last November, the timetable for implementation of the 21½ Months Tenure Of Pilot, which includes the 10 Months Tenure Of Primary Research Programme, together with subsequent Propagation Phase (under the 4 Ps of Project Development) to the remaining Australian states, "would now need to be deferred 12 months beyond that scheduled in the YELP Holistic First Business Plan".

The Business Plan Developer has now amended, by advancing one calendar year, all the forecast Milestones dates in the -

(A) YELP Holistic First Business Plan; and

(B) Information Memorandum and associated Financial Model for launching the Annual King of the Mountain Challenge Series as the first of proposed Annual Challenge Series Competitions to motivate, recognize and reward Australians for leading a Local Community Healthy Lifestyle.

Accordingly, all the Milestones dates in the enclosed 2 CDs titled "Five YELP Business Plans" and noted "8 Oct '08" are now 12 months further in the future than in the CDs that I have previously posted to you and Taskforce members. The proposed 21½ Months Tenure Of Pilot is now scheduled to commence contemporaneously with the Preparatory Research Programme on 1 November 2009.

The 2 CDs auto open at this letter which provide over 5,000 circa URLs to the Five Business Plans comprising more than 500 Defined Terms within the Five Business Plans and 30+ Section Titles within the YELP Holistic First Business Plan (much fewer in Second, Third and Fourth Business Plans) to analyse all statements therein.

The Business Plan Developer has researched over 70 different health programmes, recreational exercise activities and Climate Change reports from across the globe at Reference Documents, Health Agencies, Health Programmes and Websites.

The Business Plan Developer's letter to Shaun Larkin, General Manager, Corporate Ventures HCF dated 23 July 2008 more thoroughly explains the Five YELP Business Plans. In particular, the YELP Holistic First Business Plan which is the core of my 12 month's R&D which I carried out upon retiring from a career in infrastructure Project Development at Commonwealth Bank to apply those skills to assist Interested Adults amongst Australia's 22m population (who represent Human Brownfield Infrastructure) who want to Materially Alter Lifestyle by inter alia the YELP SPV delivering to Interest Adults Recreational Exercise Activities As Fun And Addictive. Most people only opt to change their Lifestyle Behaviour, in particular abandon a Sedentary Lifestyle, when something appeals to them as enjoyable, beneficial and attainable.

The YELP First Preventive Health Business points out the economic merit of lower cost accredited RECs, who possess Eleven Sports Administration Attributes who have achieved Accreditation Benchmarks, Taking Charge Of Interested Adults to commence a REA within a LDREG under the Optimum, Uniform Delivery Model which incorporates a LCCBSG.

RECs would perform the Final Three Stages of Australia's Lifescripts programme of applying Five Basic ‘Stages of Change’ in lieu of GPs at lower cost and materially more effectively, due to the mammoth power of the Internet via a YELP Website which utilises e-Learning and e-Research Techniques - explained at Twelve Low Cost Propagation Initiatives, thereby Reducing Supplementary Patient Guidance Role of GPs.

It is satisfying to RECs to assist people 'turn their lives around'. As noted at the end of the definition of Eleven Sports Administration Attributes, only a very narrow band of Australians aged 50 to <60 years of age, say 1 in 500 circa Australians or 0.2% of the 2.55 million Australians aged 50 to <60 year old (ie. 5,100 adults) would possess the Eleven Sports Administration Attributes.

Exemplary performance by those associated with YELP would be recognised at an Annual Presentation Awards Dinner in each state capital which would present a YELP Exceptional Community Contribution Medal in recognition of each Exceptional Community Contribution, thereby rendering assisting one's fellowman more fashionable - enhancing Sense Of Community.

The Business Plan Developer's letter to Jennifer Doggett, c/- Centre for Policy Development, dated 23 June 2008 explains that "YELP" YELP Holistic First Business Plan is a Preventive Health "resource available for GPs" that falls within A NEW APPROACH TO PRIMARY CARE FOR AUSTRALIA which will -

(i) monitor individual GPs' Preventive Health performance on a Clinic by Clinic basis (at no additional cost) for patients suffering Five Lifestyle Risk Factors For Chronic Disease; and

(ii) thereby Reducing Supplementary Patient Guidance Role of GPs due to lower cost and more experienced RECs performing the Final Three Stages of Lifescripts, in lieu of GPs; and

(ii) therefore 'incentivise' GPs to further support Preventive Health.

The Five Business Plans are detailed documents because it takes manifest R&D and project management acumen to turn ideas into robust Preventive Health programmes which will achieve 'Practical Completion' by the 'Agreed Date For Practical Completion' within YELP Budget Costs.
