IPCC pronounced in May 2007 a "shift in lifestyles" is required to mitigate Climate Change, yet the Federal government has done nothing to assist Australians to lead a Local Community Healthy Lifestyle leaving a small Personal Carbon Footprint which will reduce the $155 billion annual cost of Fifteen Problems by treating some of the Causes The Writer, hereinafter the Business Plan Developer, seeks a few interested Australian Greens Party members who regularly Bushwalk, or complete annual Ocean Swims, or Cycle or paddle a Kayak with other exercise-minded citizens, with a passion to establish a national Community Driven Healthy Exercise Lifestyle Programme which assists Interested Adults to commence a Recreational Exercise Activity in a Local District Recreational Exercise Group, to review Two National Preventive Health Research Programmes, prepared by the Business Plan Developer, which - * accord with several Australian Greens Party 'Policy Statements'; * leave a small Personal Carbon Footprint because Interested Adults opt to regularly expend some of their leisure time exercising locally, with a heightened regard for protecting the great outdoors and resource conservation; * the Chair of National Preventive Health Taskforce, Dr Rob Moodie, and one of the 7 members, Shaun Larkin of HCF, separately wrote to the Business Plan Developer supporting his Youthful Exuberance Lifestyle Programme, but did NOT recommend YELP (to the Minister for Health & Ageing) in the Taskforce's Final Report; * 60 Private Sector Equity Holders would - (a) contribute 50% of TNPHP Four Year Budget Cost being $31.275m of a $62.550m, for the reasons set out in Four Benefits To 12 Proposed Private Sector Equity Holders; (b) assist refine the Two National Preventive Health Research Programmes for approval by NPA's Board of Governance; (c) enhance their Brand Names cost-effectively; (d) provide two Golden Gurus each who, will bring high-level 'hands-on' creative and innovative leadership in the Five SPVs, and be invited to be 160 Pioneer Members Of The Prime Minister’s Council for Active Living; (e) establish a platform for Corporate Philanthropy; and (f) share risk and return under Five Public Private Partnership SPVs.
The Hub of the First National Preventive Health Research Programme, known as Youthful Exuberance Lifestyle Programme, which draws on the Marathon Challenge precedent - (i) is a robust scratch & feel Community Driven Healthy Exercise Lifestyle Programme with a Forecast Return On YELP Capex for every dollar expended at least tenfold within 5 years due to Twelve Low Cost Propagation Initiatives to be measured by Return On YELP Capex Software; (ii) draws on the mentoring skills of 52 Golden Gurus (32 Pioneer FOFs with Five Pioneer FOF Qualities and 20 RECs who possess Eleven Sports Administration Attributes); (iii) is a "..... community-based disease prevention program" which Captures Complimentary Synergies of Four Public Sector Equity Holders; and Harness Private Sector Infrastructure & PPP Skills of 12 Private Sector Equity Holders enabling Complimentary Employee Enthusiasm with a platform of Local Community Common Bond Support Groups; (iv) is a fully costed CDHELP which 'inter alia' will achieve by end-2016, 165,000 fitter, stronger Australian Interested Adults better able to work (from 2023) to 67 pension age who leave a small Personal Carbon Footprint; (v) has a Forecast Return On YELP Capex for 4.9 years to end June 2016 which will reduce Adverse Costs of Fifteen Problems, which cost the Australian economy >$155b annually, by more than $212 million dollars; (vi) achieves all the Taskforce's Terms of Reference; (vii) relies on the Dept of Health & Ageing's former Five Basic 'Stages of Change' treatment under Lifescripts which GPs were previously entrusted to administer to some Overweight/Obese patients; (viii) is ready to launch a 16 Months Tenure Of Preparatory Research Programme contemporaneously with 21½ Months Tenure Of Pilot on 13 Aug 2011; and (ix) has a 21½ Months Tenure Of Pilot Budget of $2,963,000 approx.
The Fifth Business Plan known as I Can Do It - Healthy Exercise Lifestyle Programme invites Interested Overweight & Obese Adults, from amongst those 5.4m approx. Overweight and Obese adults in Australia that live in one of Eight Major Australian Cities [approx. 8 million Overweight and Obese adults across Australia (36% of the Australian population)] to complete the ICDI Challenge for the Four Purposes Of ICDI-HELP (includes achieving the ICDI Five Year Propagation Forecast of greater than 80,000 Interested Overweight Or Obese Adults who become ICDI Finishers), within the ICDI-HELP Five Year Budget of $21,328,428 at an average cost of $264 per ICDI Finisher. Upon watching the "I Can Do It" RTV Promotion on national television, 320,000 additional Participants will also register on either the ICDI-HELP Website, or the YELP Website, and Materially Alter Their Lifestyle - such is the motivational energy of reality television.
The Second National Preventive Health Research Programme, known as Bohemian Teenagers Arts Assistance Programme, which draws upon the Venezuela Model precedent, will enable 5,100 Aggregate Interested Marginalised Teenagers from within the Selected 20 of the Lowest Socio-Economic Regions In Australia With A Population >1,500, to become directly involved with 'The Performing Arts' by joining one of 20 Show Choirs, or 20 Symphony Orchestras or 20 Dance Companies which imbues the slogan "Forging friendships through The Arts" under the tutelage of Two Skilled Supervisors in order to compete in one of Three Annual National Bohemian Teenagers ''The Performing Arts Are Fun' Competitions for the Seven Purposes Of Second National Preventive Health Research Programme.
The Business Plan Developer has written to all pertinent contacts in the Australian government, including Kevin Rudd, asking to discuss YELP with Dr. Rob Moodie, but no one will respond - item 117 is Letter to Prime Minister, Kevin Rudd, dated 31 Jan 2010 as logged in Annexure G "Schedule of Correspondence" The Preventive Health Taskforce's Final Report to the Minister for Health & Ageing - * has abrogated some of its Terms of Reference to + "inform what works and what doesn’t"; + ".......provide advice for policy makers on what strategies work best at a population level, and on the best buys for government investment in Primary Prevention"; + "support the development of inter governmental and public-private partnerships on Preventive health"; and * has reneged representations made in its interim Discussion Paper which - a) asserted "...there is an urgent and immediate need to address the growing prevalence of obesity and overweight in Australia"; b) proposed adopting 'learning by doing’ approach; and c) cited a recent US study Prevention for a Healthier America that estimated for every US$1 invested in "proven community-based disease prevention programs", the return on investment over and above the $1 per head cost of the program would be US$5.60 within five years, yet the Taskforce's Final Report is bereft of any "......... community-based disease prevention programs" which draw upon low cost community involvement - click on summary. The Business Plan Developer worked for Commonwealth Bank for 37 years prior to retiring in 2007. His final 18 years was involved in structuring and administering financing documents for large infrastructure projects on behalf of syndicates of 'Lender Banks' which often involved JVs, SPVs; fundamental to PPPs. His 'CV' at Business Plan Developer notes 'inter alia' that he has - a) administered an endurance cycling group, Muggaccinos.com, for 15 years which has provided weekly endurance >100km road rides for several hundred different cyclists, averaging a dozen cyclists on each day ride; and b) benefited from a lifetime of completing Challenging sporting events within various Local Community Common Bond Support Groups which prompted him to expend - Bohemian Teenagers Arts Assistance Programme. From a career in Project Development he knows how to structure a 'Business Plan' to achieve the Eleven Steps To Complete A Greenfield or Brownfield Infrastructure Project. From a lifetime in voluntary community sports administration, and completing onerous sporting challenges such as IronMan Triathlons, he understands how to motivate Interested Adults to the joys of Regular, Rigorous Recreational Exercise which is Fun & Addictive. . Upon retiring three years ago at 55, he commenced applying his infrastructure skills to progress from an Information Memorandum which invites debt providers to fund a prospective new piece of infrastructure to 'Practical Completion' and 'Operations'. He wrote seven detailed 'Business Plans' for Two National Preventive Health Research Programmes, because to date, all Australia's state and federal health agencies do for what are often referred to as Preventive Health Wellness Programmes is to - A) run expensive advertising campaigns telling you - i) not to eat too much; ii) not to eat fatty foods; iii) not to smoke cigarettes; and/or

He maintains Muggaccinos.com and KOMpm.com for endurance cyclists.Too many Australians are Overweight and Obese because 'inter alia' Australian governments have traditionally - (a) relied upon Primary Care providers to assist Australians who are leading a Negligent Lifestyle to Improve Personal Health And Fitness; and (b) ignored the enormous motivational skills of seasoned sports administrators who possess Eleven Sports Administration Attributes to administer the Final Three Stages of the Five Basic ‘Stages of Change’ to enable Interested Adults to Materially Alter Lifestyle importantly involving minimal costs by - * using Existing Recreational & Competitive Exercise Infrastructure; and * drawing upon Existing Human Resources. To enthuse Overweight and Obese Australians, who are leading a Negligent Lifestyle, to materially change that Lifestyle Behaviour requires a lot more than cost-ineffective advertising campaigns and visits to the GP. Such Australians require hands-on support, encouragement and assistance from seasoned sports administrators, known as RECs, who possess Eleven Sports Administration Attributes to Supervise such Interest Adults to commence a Recreational Exercise Activity; seasoned sports administrators who are keen to give back to the community on a Philanthropic basis, provided they believe the particular Preventive Health programme is robust, disciplined, well risk managed and cost-effective. The Preventive Health Taskforce should have included a few business executives, drawn from Senior Business Executives, with a track record of delivering new infrastructure or retrofitting existing infrastructure. Australia's health agencies are light-on business executives with creative/innovative project management skills capable of improving performance and maximising ROCE of Australia's 22m population which YELP, in the First National Preventive Health Research Programme, views as Human Brownfield Infrastructure. Preventative Health programmes need to focus on reducing the >$155b annual cost of Fifteen Problems, resulting in the main from Negligent Lifestyle, to increase the GDP of Australia's 22m population by achieving Fifteen Benefits Of A Materially Altered Lifestyle. Section 16(j) of the YELP First Business Plan profiles the PBS highly acclaimed Marathon Challenge documentary (a precedent for YELP) where a dozen volunteers who live in Boston, Massachusetts who each had serious health afflictions agreed to form their own Local Community Common Bond Support Group, known as Team NOVA, with the assistance of clinicians and physiotherapists from Tufts University, to train for and run the 2007 Boston Marathon. BBC2's Beyond Boundaries provides similar precedent to Marathon Challenge of the huge reservoir of energy when many humans agree to train together for an onerous physical Challenge and the project incorporates RTV Promotion. YELP does not seek to emulate the exceedingly physically demanding goal of running a 42km marathon, but to deploy the same motivation and support structure utilising Twelve Low Cost Propagation Initiatives, one of which is profiling via RTV Promotion, Obese Interested Adults, that have recently found either Moderate and Rigorous Recreational Exercise Activities to be Fun and Addictive and who are now self-confessed 'Fitness Junkies', and well pleased that they are. The Two National Preventive Health Research Programmes involve 60 Private Sector Equity Holders - * providing 50% of Equity Contributions; and * each providing two Golden Gurus who, will bring high-level 'hands-on' innovative, creative project management leadership under Five SPVs, which accord with the Australian Prime Minister's Goal To Involve The Private Sector, facilitate Philanthropy and 'Corporate Social Responsibility' and utilise Golden Gurus.
The specific skillsets are listed with a yellow background at Golden Gurus, suffice that these are all successful senior executives approaching or recently retired who have worked on major infrastructure projects, and have evidenced detailed business plans set out in an Information Memorandum -
a) materialise into a new tunnel, bridge, airport or toll road; or
b) an old prison or hospital refurbished whereby its capital value is materially increased.

Annexure G "Schedule of Correspondence" evidences that the Business Plan Developer has written to over 90 bureaucrats in health and the environment over the last two years.
The Business Plan Developer initially submitted his YELP Holistic Hub First Business Plan to Professor Warwick Anderson, CEO, NHMRC of Australia on 12 Nov 2007. Professor Anderson's response dated 13th Dec 2007 suggested he approach NSW Health and finished with "I trust this information is helpful and I wish you well in your endeavours."
