Dear Mr. Rudd

Two National Preventive Health Research Programmes which -

i)          accord with the Prime Minister's Goal To Involve The Private Sector, Facilitate Corporate Social Responsibility And Utilise Golden Gurus which Two Members Of National Preventive Health Taskforce Encouraged, but have unexplainably rejected, thereby -
*           abrogating the Taskforce's Terms of Reference; and

*           resiling upon its interim Discussion Paper which asserted "...there is an urgent and immediate need to address the growing prevalence of obesity and overweight in Australia".

ii)         contain over 600 Defined Terms For Two National Preventive Health Research Programmes, over 300 pages of Business Plans, with Budget Costs which I, as the Business Plan Developer, submitted to the National Preventive Health Taskforce, and other government agencies, as logged in Annexure G "Schedule of Correspondence", intent upon NPA's  Board of Governance sanctioning these Two National Programmes - if successful I receive a $1 Peppercorn Fee for the IP contained therein;

iii)        accord with Taskforce's report dated 30 June 2009 by assigning Sole Voting Rights to the National Prevention Agency's  Board of Governance which the Five SPVs would report to, thereby enabling the 16 Months Tenure Of Preparatory Research Programme (within 21½ Months Tenure Of Pilot under YELP) to launch on 3 May 2010 to 'learn by doing'  to achieve by end-2016,  165,000 fitter, stronger Australian  Interested Adults better able to work (from 2023) to 67 pension age

iv)        will cost the Australian government only 7½% of the $200m to $300m which former Minister for Health & Ageing, Tony Abbott, stated (in early Sept 2007) would cost Dept of Health & Ageing to deliver an explicit Preventive Health programme to tackle obesity, and that he would not commit such vast fiscal expenditure because "there was no guarantee that in the order of $200m to $300m of fiscal monies would be well spent, because people ultimately live a lifestyle that they want to live".

The Prime Minister is the last person that I can approach within the Federal Govt to find out why the Preventive Health Taskforce -

1.         did NOT recommend in its Final Report (to the Minister for Health & Ageing) the Youthful Exuberance Lifestyle Programme?

2.         described Youthful Exuberance Lifestyle Programme, which has over 300 pages of Business Plans and 600 Defined Terms, as "YELP Program Concept" and did not provide a URL to explanatory information, asserting "Some submissions have not been published on the website at the request of the author(s)."?

Will you -

A.        request the Chair of the National Preventive Health Taskforce to provide to you a separate SWOT Analysis for each of the Seven Business Plans in the Two National Preventive Health Research Programmes; and

B.        arrange for me to meet the Chair of the National Preventive Health Taskforce, Dr. Rob Moodie to discuss prerequisites to Attracting Private Sector Funding in accord with "Future funding models for prevention set out in the Final Report, which will also benefit from Complimentary Employee Enthusiasm, because -

I.          Rob Moodie previously encouraged me to continue developing YELP;

            II.          the Final Report is bereft of any business plan to provide hands on, tangible assistance to Interested Adults keen to Materially Alter Lifestyle from the assistance of 'inter alia'  160 Pioneer Members of the Prime Minister’s Council for Active Living; and

            III.         YELP  Achieves All The Taskforce's Terms Of Reference and Accords With Taskforce's Discussion Paper, in particular learning by doing’.

PLEASE INSERT ONE OF THE TWO ENCLOSED CDs WHICH CONTAIN TWO NATIONAL PREVENTIVE HEALTH RESEARCH PROGRAMMES AS AT 31 JAN 2010 AND CLICK ON THE URLs THEREIN

During the final 18 years of a 37 year career at Commonwealth Bank I, hereinafter referred to as the Business Plan Developer, administered (for syndicates of lender banks) very large Greenfield and Brownfield infrastructure projects where and learnt first hand the Eleven Steps To Complete A Greenfield or Brownfield Infrastructure Project from preparation of the Information Memorandum which invites debt providers, through to the 'Operations Phase' when cash inflows start to repay costs incurred during the 'Construction Phase'.

Outside of work, the Business Plan Developer derived self-confidence from -

(A)       playing competitive team sports 'til he was 40, and then completing onerous sporting Challenges like IronMan triathlons, notwithstanding a poor VO2, which hardened his resolve to handle the stresses of professional life - sport has been more appealing than Recreational Drug Abuse etc; and

 

 

 

(B)       assisting lots of Australians to participate in a RREA within a LCCBSG, including cycling as Pilot on the front of various tandem bicycles with 8 different vision impaired cyclists, which -

 

 

(i)         is, for them, heaps of Fun & Addictive, character building, and fosters a Sense of Community - "Regular, rigorous, challenging, recreational exercise, in the great outdoors, within a collegiate, caring, social environment is equally beneficial for mental toughness as physical fitness.";

(ii)        will achieve Fifteen Benefits Of Materially Altered Lifestyle to materially reduce the >$155b annual cost upon the Australian economy of Fifteen Problems, which include the Taskforce's Three Public Health Risks, by treating some of the Causes; and

(iii)       is satisfying to evidence people 'turn their lives around' by developing a dependence on Challenging RREA(s) within a LDRREG.

 

 

The last few years of the Business Plan Developer's banking career was directly involved in PPPs where the private sector and the public sector share risk and return on major infrastructure projects because of complementary synergies and enhanced innovation. 

Intent on utilising his project finance skills and a lifetime in voluntary sports admin, the Business Plan Developer retired early (55) to pursue his true passion of writing cost-effective Preventive Health business plans because Australia's 22m population is Human Brownfield Infrastructure.  He has expended over 20 months conducting R&D in Preventive Health - set out in the Five YELP Business Plans.

His First National Preventive Health Research Programme, known as Youthful Exuberance Lifestyle Programme, applies Adverse Effect And Cause Logic to determine which Causes of Fifteen Problems, which include the Taskforce's Three Public Health Risks, which cost the Australian economy more than $155b in Adverse Costs annually, may be treated with an Holistic  Preventive Health  Lifestyle programme with a Youthful Exuberance Theme, known as YELP to achieve Fifteen Benefits Of Materially Altered Lifestyle which achieve a Forecast Return On YELP Capex of at least tenfold The Return On YELP Capex Formula shows that based on the YELP Budget of $19,400,365 for 4.9 years to end June 2016, the (net) Forecast Return On YELP Capex will reduce Adverse Costs by in excess of $212 million dollars within 5 years.

YELP  Captures Complimentary Synergies of Four Public Sector Equity Holders under a JV which Harness Private Sector Infrastructure & PPP Skills of 12 Private Sector Equity Holders to form a PPP, under the Community Organising Model For Social And Economic Change, administered by a YELP  SPV which would inject Capex to enable RECs to Take Charge Of  Interested Adults who elect to try to commence a Recreational Exercise Activity in a LDREG to achieve Fifteen Benefits Of Materially Altered Lifestyle commencing with Improved Personal Health & Fitness which Materially Alters Lifestyle

The YELP Budget in the YELP Holistic First Business Plan  4.9 years To End-June 2016 is a $19.4m to Propagate YELP to the 7 Australian States and the ACT.  Under the 50/50 Funding Model, Four Benefits To 12 Proposed Private Sector Equity Holders explains why 12 Private Sector Equity Holders would contribute half of YELP's Budget being $9,663,933.  Hence, the fiscal burden for YELP of $9,663,933 represents only 4% of the fiscal burden ($250m~) forecast by Tony Abbott (then Minister for Health & Ageing) in late Aug 2007, because the other 4% would be born by 12 Private Sector Equity Holders.

The Second National Preventive Health Research Programme is a Social Infrastructure Research Programme which is explained in Bohemian Teenagers Arts Assistance Programme.  It will explicitly assist 6,200 Aggregate Interested Marginalised Teenagers who live within or close to the 20 Lowest Socio-Economic Regions In Australia With A Population >1,500.  It also utilises a 50/50 Funding Model with a 3 Year Net Budget of $20.91m with the fiscal burden 50% of $20.91m, namely $10.455m.

The health and productive output of Australia's 22m Human Brownfield Infrastructure would have benefited had the Preventive Health Taskforce contained a few senior execs from the private sector who have a track-record at developing infrastructure, either building new infrastructure or retrofitting existing infrastructure, and whose focus isn't merely writing reports setting out problems which justify inaction.  Below is an extract from the Taskforce's final report to the Minister for Health & Ageing dated 30 June 2009:

"Exercise is considered the ‘best preventive medicine for old age’.[56] Evidence suggests that the impacts from a wide range of physical health and mental health conditions and dependency in old age can be reduced or minimised through regular physical activity of moderate intensity.[59]  The inherent challenge is how to encourage the uptake and maintenance of physical activity amongst the older population, especially for those who have not been active over their lifetime or who have experienced a change in their level of mobility or living arrangements.[56]"

Youthful Exuberance Lifestyle Programme directly targets the afore-mentioned "...inherent challenge..." by showing Interested Adults that both Moderate and Rigorous Recreational Exercise are Fun and Addictive when within a Local Community Common Bond Support Group, and highly attainable by reigniting one's Youthful Exuberance Growth Phase I associate almost daily with some of the hundreds of folk, mostly middle aged or older, that I share recreational exercise with annually, who love Challenging  Rigorous Recreational Exercise Resolute Diehards profiles a few.

Will you -

A.         request the Chair of the National Preventive Health Taskforce to provide to you a separate SWOT Analysis for each of the Seven Business Plans in the Two National Preventive Health Research Programmes to enable your delegate to independently review the merit of the Two National Preventive Health Research Programmes; and

B.        arrange for me to meet the Chair of the National Preventive Health Taskforce, Dr. Rob Moodie to discuss prerequisites to Attracting Private Sector Funding in accord with "Future funding models for prevention set out in the Final Report, which will also benefit from Complimentary Employee Enthusiasm

As logged in Annexure G "Schedule of Correspondence", the Business Plan Developer has written a Fourth Letter to Alistair Jordan, Chief of Staff to the Prime Minister dated 31 Jan '10 (and enclosing a CD ROM as at 31 Jan 2010), whom he previously wrote to seeking support for YELP on  7 March 2009 24 May 2009  4 June 2009 and 17 June 2009.
