The Business Plan Developer refers to -

(a) his Third Letter to Chair of Preventive Health Taskforce dated 10 Feb 2009 which provide -

(i) 2 CDs containing the updated YELP Holistic First Business Plan "as at 10 February 2009"; and

(ii) Second Letter to Head of Taskforce Member dated 18 December 2008 which has been updated to 10 February 2009

(b) Rob Moodie's brief acknowledgement letter dated 2 April 2009 to the Business Plan Developer which concluded with "Best wishes for continued development of the program."

This Fourth Letter to Chair of Preventive Health Taskforce dated 30 April 2009 updates the Business Plan Developer's recent R&D which is included in -

(A) 2 CDs containing the updated YELP Holistic First Business Plan "as at 30 April 2009";

(B) provides About 90 More Recent Defined Terms For YELP Holistic 'Hub' First Business Plan with those in Yellow background of particular interest; and

The Business Plan Developer has separately posted a Further Update Letter to Peter Morris dated 30 April 2009 which provides a copy of this letter (and 2 CDs).

(A) and (B) above is provided because the Business Plan Developer has added the below explained enhancements since his Third Letter to Chair of Preventive Health Taskforce dated 10 Feb 2009:

1. Preparatory Research Programme, set out in Defined Terms - Preparatory Research Programme, has been added to the First Business Plan due to the below Six Reasons For Preparatory Research Programme:

(i) Enable the YELP Preventive Health Programme to commence on 1 Nov 2009 in South Australia with the launch of the Preparatory Research Programme which is 7½ months prior to the Primary Research Programme commencing on 1 May 2010 - launch of the Preparatory Research Programme will initially evidence 18 South Australian 'Team YELP' Participants, making up 6 x 3 person triathlon teams, beginning a 6 Months Training Schedule whereupon on Sun 20 March 2010 the 6 x 3 person triathlon teams would attempt the "Murray Man" SA, with Team YELP' Participants from other States and ACT, except NSW, similarly commencing a 6 Months Training Schedule to train for their State's Annual Endurance Triathlon .

(ii) Create a separate highly persuasive 'Team YELP' RTV Promotion in the first of 3 x 60 min episodes titled 'Team YELP' Triathlon Challenge by featuring approx 50 of the 150 'Team YELP' Volunteers during the 6 Months Training Schedule within the Preparatory Research Programme to train to either swim, cycle or run in 3 person teams in the annual Half IronMan triathlon in their respective state or ACT.

(iii) Facilitate the Research Programme Team develop/refine the Return On YELP Capex Software (required to quantify the Hypothesis) during the Primary Research Programme and the Format of the Primary Research Programme.

(iv) Enable a safe and timely commencement of the YELP Holistic First Business Plan where the Interested Parties, Pioneer Fit Old Farts, RECs, Research Programme Team, Pilot Delivery Team and Head Consultant, who comprise the Various Parties, enjoy ample time to perform their roles set out in the Hub First Business Plan.

(v) Very low Preparatory Research Programme Budget.

(vi) As explained in Section 16(g), Unique Opportunities Available In "Team Entry" Annual Endurance Triathlons.

2. Primary Research Programme deferred for 12 months as the Two Legendary Endurance Cycling Challenges are held annually with the 1st Legendary Endurance Cycling Challenge in late October (deferments already amended in Timetable For Completion Of Milestones and Propagation Forecasts And Targets will be amended throughout the remainder of the YELP First Business Plan shortly)

3. Risk Management Protocols embellished in Civil Liability Acts and evident in Defined Terms - Risk Management, as minimising trauma accidents is integral to increasing recreational exercise because personal safety is a prime concern to many Australians who do not exercise regularly. In addition, the Business Plan Developer has written to Daryl Ninham (works on RTA's Bike Plan) seeking to "Change road rules to enable increased safer cycling".

4. 32 Pioneer Fit Old Farts -

- will fine tune and administer the YELP SPV, with voting to formulate the 'YELP Terms Sheet' and 'YELP Trust Deed', which governs the rights, duties and obligations of the YELP SPV, restricted to Four Public Sector Equity Holders as noted in Various Parties; and

- fits profile of Golden Gurus and will increase Corporate Philanthropy which due to the 'GFC' is reducing. In opening the Australian Davos Connection's Philanthropy Summit on Sunday 19 April '09, Prime Minister Kevin Rudd urged business leaders not to cut back on Corporate Philanthropy during the economic downturn. Mr Rudd said "When you have the government, the community and the corporate sector acting creatively together you actually end up, often, producing a much better service, a much more creative service, and one much more tailored to local communities." YELP is "the government, the community and the corporate sector acting creatively together" to "end up producing a much better service, a much more creative service, and one much more tailored to local communities."

5. IMF's chief economist, Olivier Blanchard, has called for investment on infrastructure projects which "increase demand" -- YELP SPV will -

* "increase demand" for exercise related equipment to improve health, not increase demand for plasma TVs which encourage Sedentary Lifestyle; and

* reduce >$155b annual Adverse Costs of Fifteen Problems besetting Australia's 22m Human Brownfield Infrastructure incl. reducing Foregone GDP Annually.

During his latter years at Commonwealth Bank, the Business Plan Developer executed a lot of confidentially agreements which were provided by 'Arranger Banks' (ie. Macquarie Bank) seeking Commonwealth Bank to provide first ranking debt finance, and in some instances equity, to potential new project finance infrastructure transactions. The Business Plan Developer is comfortable to abide by the requirements of a Confidential Agreement with Dept of Health & Ageing, as the Business Plan Developer welcomes an opportunity to discuss the Timetable For Completion Of Milestones and Propagation Forecasts And Targets and resource input and the roles of the Various Parties, in particular discussing a seamless transition into the Preparatory Research Programme to commence when 18 South Australian 'Team YELP' Participants begin their 6 Months Training Schedule on 1 Nov 2009 to attempt the "Murray Man" SA Annual Endurance S.A. Triathlon on 20 March 2010.

As undertaken in 2. above, the Business Plan Developer will shortly amend 'start' and 'completion' dates, which he recently amended in Timetable For Completion Of Milestones and Propagation Forecasts And Targets, to the remainder of the YELP First Business Plan, so all reference to milestone dates are consistent throughout the YELP First Business Plan.

Upon completing this task, the Business Plan Developer will provide 2 updated CDs to you, probably dated around 10 May 2009, and also provide the same CDs to Peter Morris and your Taskforce colleague, Shaun Larkin. I have not had any communication with Mr Larkin since meeting him for 20 mins at his HCF George St office on 7 Oct '08 when Shaun played his cards close to his chest. Shaun was interested in my definition of LCCBSG, and took a look at my former Commonwealth Bank Business cards when I worked on infrastructure projects in two different roles.
