YELP Holistic First Business Plan:

*          Able to launch on 1 Nov 2009 with the contemporaneous commencement of 16 Months Tenure Of Preparatory Research Programme and 21½ Months Tenure Of Pilot with 'Aggregate Expenditure' of YELP over 4.9 years to end June 2016 of $19.4m to 'inter alia' achieve by end-2016,  165,000 fitter, stronger Australian  Interested Adults better able to work (from circa 2023) to the 67 pension age

Refer the Business Plan Developer's  Invitation Letter to Alistair Jordan, Chief of Staff to the Prime Minister dated 7 March 2009 which informed that the Business Plan Developer (recently retired ex-Commonwealth Bank infrastructure banker with a lifetime in voluntary sports admin) had expended >18 months R&D to prepare Five YELP Business Plans in which the YELP Holistic First Business Plan (the Hub) treats Australia's 22m residents as Human Brownfield Infrastructure to -

(a)        create a JV between Four Public Sector Equity Holders and 12 Private Sector Equity Holders, to establish a YELP  SPV to materially reduce the >$155b annual Adverse Costs of Fifteen Problems which result from the Causes; and

(b)        provide a template to herald other PPPs which draw on the specialist skills and Gatekeeper attributes of Golden Gurus under the Community Organising Model For Social & Economic Change which accords with our Prime Minister's below contention:

            "When you have the government, the community and the corporate sector acting creatively together you actually end up, often, producing a much better service, a much more creative service, and one much more tailored to local communities."

Cognisant that the Preventive Health Taskforce's  Terms Of Reference is to recommend to the Minister for Health and Ageing new cost-effective Preventive Health programmes, the Business Plan Developer is mindful that the Taskforce is presently unable to respond to the Business Plan Developer's invitations to discuss YELP, even though the Business Plan Developer has offered to execute a Confidentiality Agreement.  However, Rob Moodie, Chair of Taskforce's letter to the Business Plan Developer dated 2 April 2009 provided a brief note of encouragement ".....Best wishes for the continued development of the program".

As logged in Annexure G "Schedule of Correspondence", the Business Plan Developer has continued to post, every few months, subsequent further developed versions of YELP to Peter Morris at Dept of Health and Ageing and Professor Rob Moodie, with infrequent updates to three of the proposed Four Public Sector Equity Holders.

YELP  SPV's Eight KPIs snapshot why one of your subordinates should -

A).        read the Business Plan Developer's three letters logged in Schedule of Correspondence numbered 32, 54 and 63; and

B.)        opine to you on the merits of Minister of Health and Ageing selecting the YELP Holistic First Business Plan to reduce the >$155b annual Adverse Costs of Fifteen Problems.

YELP -

(i)         Achieves all the Preventive Health Taskforce Terms Of Reference;

(ii)        accords with our Prime Minister's community based policies for Social Democratic Government;

(iii)       will assist Australians remain in the workforce to age 67 circa post-2023 because REAs are Lots Of Fun & Addictive and Improve Personal Health & Fitness; and

(iv)       draws on the particular skills of -

             *           32 Pioneer Fit Old Farts who possess Five FOF Qualities, and

             *           initially 20 RECs who possess Eleven Sports Administration Attributes,

             under the Golden Gurus programme to apply the Community Organising Model For Social & Economic Change to materially reduce the >$155b annual Adverse Costs of Fifteen Problems.
