The Australian newspaper attributed the Federal Govt's Mental Health and Ageing Minister, Mark Butler, as describing Social Inclusion as "removing the siloed approach to delivering government services."
People invariably value something more if they have earned it, rather than been given it. Hence, 'providing the tools under a supervised and monitored competitive social environment' to enable disadvantaged to aspire to better themselves is advantageous, ideally where 'a spirited hunger to improve and succeed' is focal, when opening the 'public purse', as casual empiricism suggests that too many socially disadvantaged become 'Welfare Dependant' from 'hand-outs'.
Obviously, a percentage of socially and/or economically disadvantage Australians, particularly amongst the Disabled, do not fall within the broad brush view expressed in the previous paragraph, however, a lot do as it is only in relatively recent times in the life span of Homo sapiens that welfare has been available, and Charles Darwin's Natural Selection holds not only the fittest survived due to humans adapting.
