The optimum method is to employ the Community Organising Model For Social And Economic Change by garnering the skills of Pioneer Fit Old Farts to put forward Complimentary Low Cost Initiatives thereby increasing Twelve Low Cost Propagation Initiatives.

As explained in Section 12, Annexure N and Section 17(a), the YELP Website would enable interested Participants to apply for Accredited Participant status (to appear on a dedicated database on the YELP Website), whereupon post-2014, Accredited Participants and the YELP Website would be the YELP SPV's delivery vehicle to Supervise additional Abled Interested Adults to become Participants in a LDRREG. Similarly, the YELP Website would also enable Participants to apply for Fit Old Farts status (to appear on a dedicated database on the YELP Website), with exemplary FOFs being awarded "Grand Poobah FOF" status. The definition of Philanthropy and Philanthropic explains that - (i) successful, well-off business people are generally not attracted to donate material money, goods, time, or effort to support a charitable cause, unless they are directly involved in (contribute to) the structure and operations of a new Philanthropic charitable activity; (ii) if Governments wish to encourage Philanthropy and Corporate Philanthropy, Governments need to create structures where successful business people, approaching retirement or having recently retired, enjoy a 'Hands-on' involvement in creating the structure and operations of a charitable cause(s) such as the YELP SPV which may have a spin-off benefit of enhancing the Brand Name of their company/agency which facilitated their generous involvement; and (iii) inviting 32 Pioneer FOFs - (a) will realise material innovation, enterprise and creativity to better Capture Complimentary Synergies of four interdependent agencies of Department of Health and Ageing, Climate Change Agencies, DIISR and RET; (b) will not only evidence Pioneer FOFs wanting their own imprimatur to be patently associated with the Two Purposes Of YELP SPV, but also the Brand Name of their company; and (c) may well also evidence their long term Philanthropic support for (involvement with) the YELP SPV under the Community Organizing Model For Social And Economic Change. Hence, the merit of the First Business Plan setting up a structure to facilitate Philanthropic support/assistance through a JV between - A.) Four Public Sector Equity Holders to Capture Complimentary Synergies of the interdependent agencies of Health & Ageing, Climate Change Agencies, DIISR and RET due to some overlap in their respective charters; and B.) 12 Private Sector Equity Holders to Harness Private Sector Infrastructure & PPP Skills which are highly familiar with PPPs, Base Case Financial Models and dedicated modelling similar to Return On YELP Capex Software required to quantify the Economic Return On the YELP SPV's Capex.
