  *        Lifestyle Related Chronic Diseases from the Taskforce's Three Public Health Risks very likely now cost the Australian economy in excess of $130 billion annually

The Business Plan Developer refers to his Ninth Letter to Shaun Larkin, Member of Preventive Health Taskforce dated 8 Dec 2009 which enclosed 2 CDs of the Two National Preventive Health Research Programmes "as at 8 Dec 2009".

This Tenth Letter to Shaun Larkin dated 9 Apr 2010 encloses two CDs of the Two National Preventive Health Research Programmes "as at 9 Apr 2010".

In Oct 2008 the Taskforce's Discussion Paper asserted "there is an urgent and immediate need to address the growing prevalence of obesity and overweight in Australia" and adopting a 'learning by doing' approach.

The Discussion Paper cited a recent US study Prevention for a Healthier America that estimated for every US$1 invested in "proven community-based disease prevention programs" (ie. increasing physical activity, maintaining a Healthy Diet and reducing smoking levels), the return on investment over and above the $1 per head cost of the program would be US$5.60 within five years.  

The Discussion Paper did not research the particular US study to use it as a precedent to similarly establish a "proven community-based disease prevention program" The Taskforce's Final Report did not announce any "proven community-based disease prevention programs", often referred to as Wellness Programmes, although the Terms Of Reference required "a three year work program by Sept 2008" which -

(a)       draws on "both the health and non-health sectors" and the "development of inter-governmental and public-private partnerships";

(b)         sets out "what works and what doesn’t.........the best buys for government investment in Primary Prevention"; and

(c)         extend the life expectancy of Aboriginal and Torres Strait Islander peoples and people living in rural and remote locations.

YELP Holistic First Business Plan is a "..... community-based disease prevention program" which Captures Complimentary Synergies of Four Public Sector Equity Holders and Harness Private Sector Infrastructure & PPP Skills of 12 Private Sector Equity Holders enabling Complimentary Employee Enthusiasm, with a platform of Local Community Common Bond Support Groups where -

*           50 Volunteers, with a disproportionately high incidence of Disabled and Disadvantaged, train for "Two Legendary Endurance Cycling Challenges" during a  10 Months Tenure Of Primary Research Programme; and

*           150 'Team YELP'  Participants complete the ' Team YELP'  Triathlon Challenge across  10 ' Team YELP'  Annual Endurance State Triathlons during a 16 Months Tenure Of Preparatory Research Programme,  

which are both infinitely easier than the successful but arduous 42km "Marathon Challenge" template and BBC2's Beyond Boundaries template.

RTV Promotion of  ' Team YELP'  Triathlon Challenge and "Two Legendary Endurance Cycling Challenges" will energise and motivate lots of other Interested Adults that "if those ordinary Australians in that RTV show, with health problems like mine, can turn their lives around by re-igniting the things they learned as adolescents, and are happy they have done so, then I believe that I can do it also".

The Writer initially wrote to Warwick Anderson, CEO, NHMRC, on 12 Nov 2007 contending that GPs could not perform the Final Three Stages of the Five Basic Stages of Change, but that Recreational Exercise Consultants who possess Eleven Sports Administration Attributes, could.  A few months later, Dept of Health & Ageing removed from its website reference to GPs administering the Five Basic Stages of Change to treat patients suffering Lifestyle Related Chronic Diseases caused by Taskforce's Three Public Health Risks.   Professor Anderson's response dated 13th Dec 2007 finished with "I trust this information is helpful and I wish you well in your endeavours."                                               

Shaun Larkin, e-mailed Philip Johnston on 31 July 2008, "Input and content such as you have provided is very much appreciated by me in my role as a member of the National Preventive Health Taskforce.   I suggest you forward a copy of the information provided to Peter Morris at the Department of Health and Ageing."  The Writer posted several updated CDs to Peter Morris who responded on 2 July 2009 noting "the Government will consider on merit any recommendations the Taskforce may make concerning support for community programs in physical activity."

Dr. Rob Moodie's letter dated 2 April 2009 concluded "Best wishes for the continued development of the programme". 

Separate SWOT Analysis for each of the Five YELP Business Plans in the First National Preventive Health Research Programme establish that each of the Five YELP Business Plans is a robust scratch & feel Wellness Programme which will assist Interested Adults to 'inter alia' Improve Personal Health And Fitness

The Taskforce's Discussion Paper cited US study Prevention for a Healthier America with a return on investment over and above the $1 per head cost of the program would be US$5.60 within five years.  Youthful Exuberance Lifestyle Programme which is "..... community-based disease prevention program" which has a Forecast Return On YELP Capex for every dollar expended to reduce Fifteen Problems, which Three Public Health Risks dominate, is at least tenfold within 5 years due to Twelve Low Cost Propagation Initiatives

The Return On YELP Capex Formula shows that based on the YELP Budget of $19,400,365 for 4.9 years to end June 2016, the (net) Forecast Return On YELP Capex will reduce Adverse Costs by in excess of $212 million dollars within 5 years.

The retired infrastructure banker that almost two years ago you invited to send his R&D for YELP to Peter Morris asks to meet with you to discuss YELP reducing Three Public Health Risks - a robust scratch & feel  Wellness Programme with a Forecast Return On YELP Capex for every dollar expended by the YELP  SPV at least tenfold within 5 years.  If there are aspects of the YELP that you do not favour, then these can be removed, amended or restructured.

The Business Plan Developer has also written his Tenth Letter to Shaun Larkin, Member of Preventive Health Taskforce, dated 9 April 2010, together with providing 2 CD ROMs as at 9 April 2010, asking him to meet with me to discuss YELP - logged in Annexure G "Schedule of Correspondence".

NB:

In March 2010 the Medical Journal of Australia published a report by Professor Stephen Colagiuri, University of Sydney, which identified the cost of Overweight and Obesity in Australia in 2004/2005 was $56.6 billion comprising:

*          Direct health care and other related costs totalled $21 billion

*          Government subsidies cost another $35.6 billion a year.

A report titled "The costs of tobacco, alcohol and illicit drug abuse to Australian society in 2004/05" by David J. Collins and Helen M. Lapsley estimated the cost of smoking and recreational drugs to be $56.1 billion in 2004-05.

The Lifestyle Related Chronic Diseases resulting from the Taskforce's Three Public Health Risks very likely now cost the Australian economy in excess of $130 billion annually bearing in mind that the above two reports reviewed data in '04/'05 and did not extrapolate their findings to Australia's population of over 22 million in 2010.

Data from a WA study on Obesity referred to by Mike Daube on 9 April '10 evidences that Obesity has surpassed cigarette smoking as the leading cause of premature death and illness in Australia
