Chair of National Preventive Health Taskforce, Dr Rob Moodie, and one of the 7 members, Shaun Larkin of HCF, separately wrote to me supporting my Youthful Exuberance Lifestyle Programme, but surprisingly did NOT recommend YELP (to the Minister for Health & Ageing) in the Taskforce's Final Report.
I have written to all pertinent contacts in the Australian government, including Kevin Rudd, asking to discuss YELP with Dr. Rob Moodie, but no one will respond to me - item 117 is my Letter to Prime Minister, Kevin Rudd, dated 31 Jan 2010 The Preventive Health Taskforce's Final Report - * is bereft of any new, scratch 'n feel Preventive Health programmes; * has abrogated its Terms of Reference; and * has reneged representations in its interim Discussion Paper which asserted "...there is an urgent and immediate need to address the growing prevalence of obesity and overweight in Australia". Two National Preventive Health Research Programmes Achieve All the Taskforce's Terms of Reference and would involve 60 Private Sector Equity Holders - (a) contributing 50% of TNPHP Four Year Budget Cost being $31.275m of a $62.550m, for the reasons set out in Four Benefits To 12 Proposed Private Sector Equity Holders; (b) assisting review and refine the Two National Preventive Health Research Programmes for approval by NPA's Board of Governance; (c) enhancing their Brand Names cost-effectively; (d) providing two Golden Gurus each who, will bring high-level 'hands-on' creative and innovative leadership in the Five SPVs, and be invited to be 160 Pioneer Members Of The Prime Minister’s Council for Active Living; (e) tangibly assisting through the Second National Preventive Health Research Programme 5,100 Aggregate Interested Marginalised Teenagers in the Selected 20 of the Lowest Socio-Economic Regions In Australia With A Population >1,500 for the Seven Purposes Of Second National Preventive Health Research Programme within 12 months, and then propagate BTAAP after 2 years to other low socio-economic regions; and (f) establishing a platform for Corporate Philanthropy Second National Preventive Health Research Programme known as the Bohemian Teenagers Arts Assistance Programme - i) will attract within 12 months of the final 'Launch Date' 5,100 Interested Marginalised Teenagers to become 5,100 Aggregate IMT Student Singers, Dancers or Musicians, of which over 1,000 would be Indigenous Australians, for the Seven Purposes Of Second National Preventive Health Research Programme; ii) 5,100 Interested Marginalised Teenagers would become directly involved in 'The Performing Arts' by joining one of 20 Show Choirs, 20 Symphony Orchestras or 20 Dance Companies within a Local Community Common Bond Support Group which imbues the slogan "Forging friendships through The Arts" in the Selected 20 of the Lowest Socio-Economic Regions In Australia With A Population >1,500 to correct the dearth of Social Infrastructure; and iii) enable 5,100 Aggregate IMT Students to compete in an Annual National Bohemian Teenagers ''The Performing Arts Are Fun' Competition with BTAAP RTV Promotion providing a powerful BTAAP RTV Motivational Incentive If you think my two National Preventive Health Research Programmes (50% funded by 60 Private Sector Equity Holders to materially reduce the Fifteen Problems caused by Negligent Lifestyle Behaviour which cost the Australian economy >$155b annually) have merit, will you write an article or interview Dr Rob Moodie to find out why he and fellow taskforce member, Shaun Larkin, encouraged me to continue my R&D writing them (I have willingly expended 2 years writing them), because they will materially reduce the >$155b annual cost of Fifteen Problems caused by Negligent Lifestyle Behaviour I believe that Tony Abbott, during Question Time, would relish asking These Questions to the Minister for Health & Ageing because Opposition parties are rarely enamoured with Government appointing committees and taskforces who expend 12 to 18 months travelling the country to write detailed reports quantifying the enormity of the problem, but rarely identify new scratch & feel Wellness Programmes My Two National Preventive Health Programmes involve sharing risk and return under PPPs with 60 Major Australian Companies. Bureaucrats do not want to lose any of their control despite Health & Ageing having an inept record at delivering Wellness Programmes Dr. Rob Moodie and Minister for Health & Ageing regularly espouse the mantra of working across several agencies, the private sector and the local community to improve Preventative Health and Lifestyle Behaviour, but when two members encouraged me to continue my R&D and present two highly detailed and fully costed National Preventive Health Research Programmes which Achieve All the Taskforce's Terms of Reference, Government and the Taskforce now will not even acknowledge my correspondence
I have expended two years writing two National Preventive Health Research Programmes (50% funded by 60 Private Sector Equity Holders) to materially reduce the Fifteen Problems caused by Negligent Lifestyle Behaviour which cost the Australian economy >$155b annually. They involve drawing on the Project Development Expertise of successful business leaders such as Wal King of Leighton Holdings (a renowned outdoor exercise addict) under Five Public Private Partnership SPVs, profile via RTV Promotion, both Moderate and Rigorous Recreational Exercise Activities (hiking, cycling, kayaking, swimming, dancing, bowls, yoga etc) as demonstrably Fun and Addictive when experienced within a Local Community Common Bond Support Group for Interested Adults who previously were Obese and had poor diets, but are now fitness junkies. Section 16(j) of the YELP First Business Plan profiles the PBS highly acclaimed Marathon Challenge documentary where a dozen volunteers who live in Boston, Massachusetts who each had serious health afflictions agreed to form their own Local Community Common Bond Support Group, known as Team NOVA, with the assistance of clinicians and physiotherapists from Tufts University, to train for and run the 2007 Boston Marathon. BBC2's Beyond Boundaries provides similar precedent to Marathon Challenge of the huge reservoir of energy when many humans agree to train together for an onerous physical challenge and the project incorporates RTV Promotion. YELP does not seek to emulate the exceedingly physically demanding goal of running a 42km marathon, but to deploy the same motivation and support structure utilising Twelve Low Cost Propagation Initiatives. I worked for Commonwealth Bank for 37 years. My final 18 years was involved in structuring and administering financing documents for infrastructure projects on behalf of syndicates of 'Lender Banks' which often involved JVs, SPVs - fundamental to PPPs. My private life/former work life 'CV' is at Business Plan Developer. As noted in Business Plan Developer, I have benefited enormously from a lifetime of Challenging sporting events within different Local Community Common Bond Support Groups which prompted me to expend 18 months writing my First National Preventive Health Research Programme, known as YELP Holistic Hub First Business Plan, which has over 300 Defined Terms and more than 30 Sections, and a further six months writing my Second National Preventive Health Research Programme known as Bohemian Teenagers Arts Assistance Programme.
From a lifetime in voluntary community sports administration, I understand how to - i) motivate Interested adults to the joys of Regular, Rigorous Recreational Exercise which is Fun & Addictive; and ii) structure a 'Business Plan' to achieve the Eleven Steps To Complete A Greenfield or Brownfield Infrastructure Project. Upon retiring two years ago at 55, I commenced applying my infrastructure skills by R&D'ing, often using Google, in order to write seven detailed 'Business Plans' for Two National Preventive Health Research Programmes, because to date, all Australia's state and federal health departments do for what are often referred to as Wellness Programmes is - A) to run expensive advertising campaigns telling you - i) not to eat too much; ii) not to eat fatty foods; iii) not to smoke cigarettes; or
iv) not to over
indulge in recreational drugs, B) to proffer feeble excuses that it is too difficult to enthuse people to change their Lifestyle Behaviour - I have assisted well over 100 Australians, several initially Overweight with some Obese, to the joys of regular, rigorous recreational exercise. I regularly exercise with Resolute Diehards several of whom have experienced major illness or accidents which have strengthened their resolve. I maintain Muggaccinos.com and KOMpm.com for endurance cyclists.A reason why there are too many unhealthy Australians is because Australia's health agencies are light-on people with creative/innovative skills capable of - * building new Greenfield Infrastructure; or * retrofitting existing Brownfield Infrastructure, to improve performance and maximise ROCE of Australia's 22m population which are Human Brownfield Infrastructure. As a retired banker, my focus is to structure Preventative Health programmes which will reduce the >$155b annual cost of Fifteen Problems resulting from Negligent Lifestyle, and thereby increase the GDP of Australia's 22m population by achieving Fifteen Benefits Of A Materially Altered Lifestyle. I have written Two National Preventive Health Research Programmes which involve 60 Private Sector Equity Holders - * providing 50% of Equity Contributions; and * each providing two Golden Gurus who, will bring high-level 'hands-on' innovative, creative leadership under Five SPVs, which accord with the Australian Prime Minister's Goal To Involve The Private Sector, facilitate Philanthropy and 'Corporate Social Responsibility' and utilise Golden Gurus.
The specific skillsets are listed with a yellow background at Golden Gurus, suffice that these are all successful senior executives approaching or recently retired who have worked on major infrastructure projects, and have evidenced detailed business plans set out in an Information Memorandum -
a) materialise into a new tunnel, bridge, airport or toll road; or

Alas, to enthuse Overweight and Obese Australians, who are leading a Negligent Lifestyle, to materially change that Lifestyle Behaviour requires a lot more than cost-ineffective adverting campaigns. Such Australians require hands-on support, encouragement and assistance from successful business people around retirement age known as RECs who possess Eleven Sports Administration Attributes who are keen to give back to the community on a Philanthropic basis, provided they believe in the particular Preventive Health programme.
YELP accords with Dept of Health & Ageing's former Five Basic 'Stages of Change' strategy under Lifescripts which GPs were previously entrusted to utilise.You will glean from Annexure G "Schedule of Correspondence" that I have written to over 90 bureaucrats in health and the environment over the last two years.
I initially submitted my YELP Holistic Hub First Business Plan to Professor Warwick Anderson, CEO, NHMRC of Australia on 12 Nov 2007. Professor Anderson's response dated 13th Dec 2007 suggested I approach NSW Health and finished with "I trust this information is helpful and I wish you well in your endeavours."
