Dear Martin

The Australian newspaper article "Waiting for word on social inclusion" attributed you as commenting, that three years after the Social Inclusion Board was set up, there needed to be some tangible outcomes

The Bohemian Teenagers Arts Assistance Programme, which draws upon the precedents set by Twenty Renowned Orchestras, Choirs, Theatre Companies And Workshops Which Have Successfully Targeted Homeless and Marginalised in particular the Venezuela Model would -

i)           attract within 12 months of the BTAAP Final Launch Date  6,200 Interested Marginalised Teenagers to become 5,100 Aggregate IMT Student Singers, Dancers or Musicians, of which over 1,000 would be Indigenous Australians, for the Seven Purposes Of Second National Preventive Health Research Programme which would improve the Social Determinants Of Health within the Selected 20 Lowest Socio-Economic Regions;

ii)          enable 6,200 Interested Marginalised Teenagers to become directly involved in 'The Performing Arts' by joining one of -

             *        20 Show Choirs,  

             *        20 Symphony Orchestras; or 

             *        20 Dance Companies,

             with a Local Community Common Bond Support Group which imbues the slogan "Forging friendships through The Arts" in the Selected 20 of the Lowest Socio-Economic Regions In Australia With A Population >1,500 to correct the dearth of Social Infrastructure;

iii)         make possible 5,100 Aggregate IMT Students competing in an Annual National Bohemian Teenagers ''The Performing Arts Are Fun' Competition with BTAAP RTV Promotion providing a powerful BTAAP RTV Motivational Incentive; and

(iv)       engage Social Capital to achieve Social Inclusion by improving the Social Determinants Of Health of 5,100 Bohémian Teenagers Singers and/or Dancers and Musicians from the Selected 20 Lowest Socio-Economic Regions by expressing their unorthodox social viewpoint and/or unconventional appearance/behaviour through singing and/or dancing or playing a musical instrument with a Bohémian Cultural Endeavour within their 'Local Bohémian Community'

The Writer has -

*           read THE COST OF INACTION ON THE SOCIAL DETERMINANTS OF HEALTH REPORT NO. 2/2012; and

*           summarised the Forward, Exec Summary, Introduction and Summary And Conclusion of THE COST OF INACTION ON THE SOCIAL DETERMINANTS OF HEALTH REPORT NO. 2/2012.

 

 

He agrees with the NATSEM report urging Government to take action on the Social Determinants Of Health "outside of the formal health system" to reduce health inequalities which is a matter of Social Inclusion, fairness and social justice, in order to enable all Australians to enjoy the "freedom to participate equally in the benefits of society". 

 

Many socio-economically disadvantaged Australians, who through no fault of their own, were born to parents with poor parenting and/or poor money-management skills, and who may not encourage them to eat Healthy Foods.  Theses same socio-economically disadvantaged enjoyed limited Social Infrastructure to improve their QOL and Personal Health & Fitness.  Hence, these Australians are less fortunate than those born in high socio-economic regions, who often enjoy the opposite fortunes. 

 

The Writer also agrees that -

(i)        "Government action on the social determinants of health and health inequalities would require a broad investment, a focus on health in all policies and action across the whole of society.";

(ii)        helping people to finish school, to gain secure employment and to better participate in society would evidence more Australians remaining healthy and thereby save taxpayers billions of dollars; and

.

(iii)       Social Inclusion agendas should adopt a “health in all policies” approach to require decisions of government to consider long-term health impacts.

 

 

However, he considers that there is a lot of optimistic 'blue sky' in the financial forecasts for 'Gains in employment', 'Increase in annual earnings', 'Reduction in income and welfare support' and 'Savings to the health system'.

 

 

The below two recent ABC1  7:30 reports highlight that millions of dollars of taxpayers monies to provide some of the broad range of “health in all policies” have been very poorly expended in seeking to assist socio-economically disadvantaged indigenous Australians in the town of Toomelah, on the NSW and Queensland border:

  1. Aboriginal mission plight highlights living conditions concern (on 29 May '12) reports that despite tens of millions of dollars of government funding over two decades, issues around living conditions and housing problems still plague the town of Toomelah.

  2. Former Minister reflects on Aboriginal affairs (on 30 May '12) reports that Mal Brough has mixed emotions of despair/despondency and anger that there has not been outrage from the public over neglect of human life in the Anangu Pitjantjatjara Yankunytjatjara Lands, which includes Toomelah, where -
    *         allegedly about 50% of the children had been sexually abused; and

    *         Social Infrastructure provided by the Fed. Government vandalised/destroyed.

Re 2. above, the website "Australian database of indigenous violence" accesses a Database which provides newspaper articles concerning hundreds of examples of the types of violence that Mal Brough is "angry" that Australians are not outraged over, understandably when one considers the significant community outrage over cruelty in cattle slaughter in Indonesia last year.  As examples of Mr. Brough's outrage, Default Page includes:

Patently, tackling socio-economic inequalities by Government 'hand-outs' is highly cost-ineffective.  People invariably value something more if they have earned it, rather than been given it.  Hence, 'providing the tools under a supervised and monitored competitive social environment'  to enable disadvantaged to aspire to better themselves is advantageous when opening the 'public purse', particularly as casual empiricism suggests that many socially disadvantaged become 'Welfare Dependant' from 'hand-outs'.

1.        The Writer's background:

Five years ago the Writer retired from a 37 year career with Commonwealth Bank.  His final 18 years were involved in structuring, financing, administering financing documents for very large infrastructure projects on behalf of syndicates of 'Lender Banks' and 'Bondholders' which often involved JVs, SPVs - fundamental to PPPs Construction of Sydney Harbour Tunnel is one such 'project finance' transaction which started with an Information Memorandum and ended with a profitable vehicle tunnel which alleviates traffic congestion on Sydney Harbour Bridge by generating tolls to repay its lenders.  His private life/former work life 'CV' is at Business Plan Developer

He evidenced a large number of people with diverse skills contribute their particular expertise to create new infrastructure under a 'structured project finance loan agreement'.  Hence, to assist socio-economically disadvantaged Australians, he believes that the engagement of Social Capital to achieve Social Inclusion by improving the Social Determinants Of Health needs to focus on 'providing the tools' for those less fortunate to develop social skills 'under a competitive and supervised social environment'.  The classic example of those "less fortunate" using the tools to develop social skills 'under a supervised and monitored competitive social environment'  where 'a spirited hunger to improve and succeed'  is focal, is when young indigenous Australians play first grade Australian Rules, rugby league, rugby, soccer, basketball 'et al' and enjoy the benefits of associated financial employment contracts and mixing with similarly competitive Australians.  

However, only a few socio-economically disadvantaged Australians are gifted athletes.  The Writer will return to this analogy further below where 'spirited hunger to improve and succeed'  in the Performing Arts can readily be evident under a national Social Inclusion programme, known as Bohemian Teenagers Arts Assistance Programme, to improve the Social Determinants Of Health for large numbers of socio-economically disadvantaged Australians which will -

1.        achieve material economies of scale; and

2.        elevate the Brand Name of the BTAAP Various Parties,

due to Three Annual National Bohémian Teenagers 'The Performing Arts Are Fun'  RTV Competitions as explained in BTAAP RTV Motivational Incentive.

 

Upon retiring at 55, with no need for additional income, the Writer commenced applying his infrastructure skills by R&D'ing to write Two National Preventive Health Research Programmes, because, to date, all Australia's state and federal health departments do for what are often referred to as Wellness Programmes is to -

A)        run expensive advertising campaigns telling you -

            i)         not to eat too much;

            ii)        not to eat fatty foods;

            iii)       not to smoke cigarettes; or

            iv)       not to over indulge in recreational drugs; and

B)        believe that it is too difficult to enthuse people to change their Lifestyle Behaviour - the Writer has assisted well over 100 Australians, several initially Overweight with some Obese, to the joys of regular, rigorous recreational exercise.  He regularly exercises with Resolute Diehards several of whom have experienced major illness or accidents which has strengthened their resolve.  He maintains Muggaccinos.com and KOMpm.com for endurance cyclists.  He cycles approx. 175km each week and swims about 4km each week.

Being a retired infrastructure banker, his focus is on Social Infrastructure Lifestyle Programmes that expend x to return a positive multiple of x, or return x y, not return less than x.  Hence, his business plans go into significant detail to ‘nail down’ all the inputs, to avoid confusion and enable costings and estimate ROCE.   Re B) above, from his own experience in administering Muggaccinos.com he knows that a 'carrot approach'  is materially cheaper/more effective, than a 'stick approach' deployed in A) above.

He initially submitted his YELP Holistic Hub First Business Plan to Professor Warwick Anderson, CEO, NHMRC of Australia on 12 Nov 2007 Professor Anderson's response dated 13th Dec 2007 suggested he approach NSW Health and finished with "I trust this information is helpful and I wish you well in your endeavours."

 

 

One of the 7 member Preventive Health Taskforce, Shaun Larkin's e-mail to Business Plan Developer of 31 July 2008 5:18 PM included -

"Input and content such as you have provided is very much appreciated by me in my role as a member of the National Preventive Health Taskforce.  I suggest you forward a copy of the information provided to Peter Morris at the Department of Health and Ageing."

The Chair of Taskforce's letter to the Business Plan Developer dated 2 April 2009 noted "Best wishes for continued development of the programme." 

 

 

Alas, the National Preventive Health Taskforce is more intent on plain paper packaging of cigarettes and increasing taxes on fast-food, than a national Youthful Exuberance Lifestyle Programme that will enable Interested Adults to Materially Alter Lifestyle (under the Supervision of a Recreational Exercise Consultant) by tapping into the skills they had previously learnt during their Youthful Exuberance Growth Phase by joining a Local District Recreational Exercise Group for one of 15 Recreational Exercise Activities, many in the great outdoors, that permeates a Local Community Common Bond Support Group which is Fun & Addictive.

2.         Bohemian Teenagers Arts Assistance Programme would engage Social Capital to achieve Social Inclusion by improving the Social Determinants Of Health of 6,200 Interested Marginalised Teenagers from the Selected 20 of the Lowest Socio-Economic Regions In Australia With A Population >1,500

The Writer's   Second National Preventive Health Research Programme, known as the Bohemian Teenagers Arts Assistance Programme, is a Social Infrastructure Lifestyle Programme which contains the:

 

 

3.         Benefits, Costs and Seven Purposes of Bohemian Teenagers Arts Assistance Programme

The Bohemian Teenagers Arts Assistance Programme would -

i)           attract within 12 months of the BTAAP Final Launch Date  6,200 Interested Marginalised Teenagers to become 5,100 Aggregate IMT Student Singers, Dancers or Musicians, of which over 1,000 would be Indigenous Australians, for the Seven Purposes Of Second National Preventive Health Research Programme whereupon 6,200 Interested Marginalised Teenagers would become directly involved in 'The Performing Arts'  by joining one of -

             *          20 Show Choirs controlled by 40 Show Choir Directors under the Bohémian Teenagers Show Choirs Programme,  

             *          20 Symphony Orchestras controlled by 40 Symphony Orchestra Conductors under the Bohemian Teenagers Symphony Orchestras Programme; or 

             *          20 Dance Companies controlled by 40 Artistic Directors under the Bohémian Teenagers Ballet & Modern Dance Company Programme,

             with a Local Community Common Bond Support Group which imbues the slogan "Forging friendships through The Arts" in the Selected 20 of the Lowest Socio-Economic Regions In Australia With A Population >1,500 to correct the dearth of Social Infrastructure;

ii)         enable 5,100 Aggregate IMT Students to compete in an Annual National Bohemian Teenagers ''The Performing Arts Are Fun' Competition with BTAAP RTV Promotion providing a powerful BTAAP RTV Motivational Incentive;

iii)        draw upon the precedents set by Twenty Renowned Orchestras, Choirs And Theatre Companies Which Have Successfully Targeted Homeless and Marginalised in particular El Sistema explained in the Venezuela Model;

iv)         have a 3 Year Net Budget for Second National Preventive Health Research Programme of $20.9m, where 36 Aggregate Private Sector Equity Holders would contribute 50%, under the 50/50 Funding Model, for the reasons set out in Four Benefits To 12 Proposed Private Sector Equity Holders; and

v)          draw on the creativity of 96 Golden Gurus In Second National Preventive Health Research Programme, to address the patent inequity in Social Infrastructure in the Selected 20 of the Lowest Socio-Economic Regions In Australia With A Population >1,500 and achieve a Forecast Return On Aggregate BTAAP Capex of 250% over 10 years  -  for each $1 expended by the Three BTAAP SPVs over the initial 10 years from the BTAAP Final Launch Date, the reduction in the >$155b cost of Fifteen Problems will reduce by $2.50. 

The Writer has a longstanding understanding of how to -

i)          motivate Interested adults to the joys of Regular, Rigorous Recreational Exercise which is Fun & Addictive within a Local District Recreational Exercise Group which acts as a Local Community Common Bond Support Group; and

ii)         structure a business plan to work through the Eleven Steps To Complete A Greenfield or Brownfield Infrastructure Project.

He has not been directly involved with The Performing Arts.  However, relying on the same business model for his First National Preventive Health Research Programme known as YELP, he sought assistance from friends directly involved in The Performing Arts.  However, Golden Gurus for each of the Three BTAAP SPVs would fine-tuned required attributes of the Skilled Supervisors who will teach the 6,200 Interested Marginalised Teenagers to become 5,100 Aggregate IMT Student Singers, Dancers or Musicians For example, for the Bohemian Teenagers Symphony Orchestras Programme, the 32 Golden Gurus in the BTSOP SPV, known as Pioneer Symphony Music Fogeys, would refine and embellish the present Nine Music Teaching Attributes of the Bohémian Symphony Orchestra Head Conductor Duties And Responsibilities.

 

The Forecast Return On BTSOP Capex under the Bohemian Teenager Symphony Orchestras Programme is lower than under the Bohemian Teenagers Show Choirs Programme or the Bohemian Teenager Ballet & Modern Dance Company Programme due to the $1.74m allocation for Symphony Orchestra Musical Instruments.  Hence, the Forecast Return On Aggregate BTAAP Capex for two of the Three Business Plans will return appreciably higher 'pay-backs' than $2.50 for each $1 expended by the Three BTAAP SPVs

All the I.P (set out in this DVD) to administer any/all of the associated Three BTAAP SPVs under the Bohemian Teenagers Arts Assistance Programme may be purchased under a legally binding contract for a $1 Peppercorn Fee per SPV = $3 max. 

The Australian newspaper article -

  • "Waiting for word on social inclusion" attributed you as commenting, that three years after the Social Inclusion Board was set up there needed to be some tangible outcomes; and  

  •  "Social Inclusion Unit fails test" opined that social democratic governments need more than a strategy; they need a strategy people can understand, and one that works.......There are programs that are better performed by the private sector and through the generosity of volunteers....... After eight research reports, many meetings and an exorbitant travel bill, the unit has not yet found the answer.

 

 

 

 

 

The Writer -

(i)         believes that Bohemian Teenagers Arts Assistance Programme -

             (a)       is a robust Social Inclusion national programme which will improve the Social Determinants Of Health within the Selected 20 Lowest Socio-Economic Regions, as explained at Seven Purposes and Benefits which will elevate the Brand Name of the BTAAP Various Parties, with scope to increase beyond the initial 6,200 Aggregate Interested Marginalised Teenagers to other low socio-economic regions across Australia;

            (b)        provides ".....a strategy people can understand, and one that works" because it is thoroughly set out on one easily-navigated DVD; and

            (c)        involves three Performing Arts programs that directly enable creativity and ingenuity primarily delivered by the private sector and the generosity of volunteers;

(ii)        is comfortable with Catholic Health Australia and/or NATSEM to -

             (a)        review his Bohemian Teenagers Arts Assistance Programme to provide 'a supervised and monitored competitive social environment'  enabling 'a spirited hunger to improve and succeed' ; and

             (b)        liaise with some of the artistic directors listed in Twenty Renowned Orchestras, Choirs And Theatre Companies Which Have Successfully Targeted Homeless and Marginalised;

             (c)        have RTV directors/producers appraise the scope of Three Annual National Bohémian Teenagers 'The Performing Arts Are Fun'  RTV Competitions (explained in BTAAP RTV Motivational Incentive) to capture the imagination of the general public to a level not previously seen on Australian television, because BTAAP has the capacity to assist tens of thousands of socio-economically disadvantaged Australians, because Australians like to 'bat for the underdog'; not a mere handful of contestants or participants as seen on existing high rating RTV shows;

(iii)       has not previously sent Bohemian Teenagers Arts Assistance Programme to anyone associated with the Social Inclusion Board; and

(iv)       welcomes a 'phone call or e-mail with any questions/comments.
