He agrees with the NATSEM report urging
Government to take
action on the
Social Determinants Of Health
"outside of the formal health system"
to reduce health inequalities which is a matter of
Social
Inclusion, fairness and social justice, in order
to enable all Australians to enjoy the
"freedom to participate equally in
the benefits of society".
Many
socio-economically disadvantaged
Australians, who through no fault of their
own, were born to parents with poor parenting and/or poor money-management skills,
and who may not encourage them to eat
Healthy Foods.
Theses same
socio-economically disadvantaged enjoyed limited
Social Infrastructure to improve their
QOL and
Personal Health & Fitness.
Hence, these Australians are less fortunate than those born in high
socio-economic regions,
who often enjoy the opposite fortunes.
The
Writer also agrees
that -
(i)
"Government action on the social determinants of
health and health inequalities would require a broad
investment, a focus on health in all policies and action across the whole of
society.";
(ii)
helping
people to finish school, to gain secure employment and to better participate in
society would evidence more Australians remaining
healthy and thereby save taxpayers billions of dollars;
and
.
(iii)
Social
Inclusion agendas should adopt a “health in all policies”
approach to require decisions of
government to consider long-term health impacts.
However, he considers that there is a lot of
optimistic 'blue sky' in the financial forecasts for 'Gains in
employment', 'Increase in annual earnings', 'Reduction in income and welfare
support' and 'Savings to the health system'.
The below two recent ABC1 7:30 reports
highlight that millions of dollars of taxpayers monies to provide some of the
broad range of “health in all policies” have
been
very poorly expended in seeking to assist
socio-economically disadvantaged indigenous
Australians in
the town of Toomelah, on the NSW and Queensland border:

Aboriginal mission plight highlights living
conditions concern
(on
29 May '12) reports that despite tens of millions of dollars of government
funding over two decades, issues around living
conditions and housing problems still plague the town of Toomelah.

Former Minister reflects on
Aboriginal affairs
(on
30 May '12)
reports that Mal Brough has mixed emotions of despair/despondency
and anger that there has not been outrage from the
public over neglect of human life in the Anangu
Pitjantjatjara Yankunytjatjara Lands, which includes Toomelah, where

allegedly about 50% of the children had been sexually
abused; and
*
Social Infrastructure
provided by the Fed. Government
vandalised/destroyed.

Database which provides newspaper
articles concerning hundreds of examples of the types of violence that Mal Brough
is "angry" that Australians are not outraged over, understandably when one considers
the significant community outrage over cruelty in cattle slaughter in Indonesia last year. As

Patently, tackling socio-economic inequalities by Government
'hand-outs' is highly cost-ineffective. People invariably value something
more if they have earned it, rather than been given it. Hence, ' providing the tools
under a supervised
and monitored competitive social environment' to
enable disadvantaged to aspire to better themselves is advantageous when opening the 'public purse',
particularly as casual empiricism
suggests that many socially disadvantaged become 'Welfare Dependant'
from 'hand-outs'.

Writer's
background:
Five years ago the
Writer retired from a 37 year
career with Commonwealth Bank. His final 18 years were involved
in structuring, financing, administering
financing documents for very large infrastructure
projects
on behalf of syndicates of
'Lender Banks' and 'Bondholders' which
often involved
JVs,
SPVs
- fundamental to
PPPs.
Construction of
Sydney Harbour Tunnel is one such 'project finance' transaction which started with an
Information Memorandum
and ended with a profitable vehicle tunnel which alleviates traffic
congestion on Sydney Harbour Bridge by generating tolls to repay its
lenders.
His private life/former work life 'CV' is at

He evidenced
a large number of people with diverse skills contribute their particular expertise to create
new infrastructure under a 'structured project finance loan agreement'. Hence, to assist
socio-economically disadvantaged
Australians,
he believes that the
engagement of
Social Capital
to
achieve
Social
Inclusion
by improving
the
Social Determinants Of Health
needs to
focus on ' providing the tools' for those less fortunate to develop social
skills 'under a competitive and
supervised social environment'. The classic example of
those
"less fortunate" using
the tools to develop social skills 'under a supervised
and monitored competitive social environment' where
'a spirited hunger to improve and succeed'
is focal, is when young indigenous Australians play first grade Australian Rules,
rugby league, rugby, soccer, basketball 'et al' and enjoy the benefits of associated
financial employment contracts and mixing with similarly competitive Australians.
However, only a few
socio-economically disadvantaged
Australians are gifted athletes.
The
Writer will return
to this analogy further below where
'a spirited hunger to improve and succeed'
in the Performing Arts can readily be
evident under a national
Social
Inclusion
programme, known as
Bohemian Teenagers Arts Assistance Programme,
to improve the
Social Determinants Of Health
for large numbers of
socio-economically disadvantaged
Australians
which will -
1. achieve material economies of scale; and
2. elevate the
Brand Name
of the
BTAAP Various Parties,
due to
Three Annual National
Bohémian Teenagers 'The Performing Arts Are Fun' RTV Competitions
as explained in
BTAAP RTV Motivational Incentive.
Upon retiring at 55, with no need for additional
income, the
Writer commenced
applying his infrastructure skills by R&D'ing to write
Two National Preventive Health Research Programmes,
because, to date, all Australia's state and
federal health
departments do for what are often referred to as
Wellness Programmes is
to -
A) run expensive advertising campaigns telling you

not to eat too much;
ii)
not to eat fatty foods;
iii) not to smoke
cigarettes; or
iv) not to over
indulge in recreational drugs; and
B)
believe that it is too
difficult to enthuse people to change their

assisted well over 100 Australians, several
initially
Overweight with some
Obese, to the joys
of regular, rigorous recreational exercise.
He regularly exercises with
Resolute
Diehards several of whom have
experienced major illness or accidents which
has strengthened their resolve. He
maintains

for endurance cyclists. He cycles approx. 175km
each week and swims about 4km each week.
Being a
retired infrastructure banker, his focus is on
Social Infrastructure
Lifestyle Programmes that expend

Hence, his business plans go into significant detail to ‘nail down’ all the
inputs, to avoid confusion and enable costings and estimate

tapping into the skills they had previously learnt during their
Youthful Exuberance
Growth Phase
by joining a
Local District Recreational Exercise Group
for one of 15
Recreational Exercise Activities,
many
in the great outdoors, that permeates a
Local Community Common Bond Support Group
which is
Fun & Addictive.

Twenty Renowned Orchestras, Choirs And Theatre Companies Which Have Successfully Targeted Homeless and Marginalised;

directors/producers appraise the

Bohémian Teenagers 'The Performing Arts Are Fun' RTV Competitions

capture the imagination of the general public to
a level not previously seen on
Australian television, because
BTAAP
has the capacity to assist tens of thousands of
socio-economically disadvantaged
Australians, because Australians like to
'bat for the underdog'; not a mere handful of contestants or
participants as seen on existing high rating RTV
shows;
(iii) has
not previously sent
Bohemian Teenagers Arts Assistance Programme
to anyone associated with
the
Social Inclusion Board;
and
(iv) welcomes a 'phone call or
e-mail with any questions/comments.
