* Milestones Timetable establishes the YELP Pilot is ready to launch on 1 Nov 2009 contemporaneously with start of 16 Months Tenure Of Preparatory Research Programme to reduce the >$155b annual cost of Fifteen Problems besetting Australia's 22m Human Brownfield Infrastructure
* YELP's Budget Cost to 30 June 2013 only $2,973,275 with 12 Private Sector Equity Holders providing 50% of Equity Contributions

* The Business Plan Developer is comfortable to abide by a Confidential Agreement
The Business Plan Developer refers to -
(A) Invitation Letter to Minister for Environment, Heritage and the Arts dated 31 Dec 2008 which enclosed 2 CDs of the Five YELP Business Plans "as at 31 Dec 2008" and explained a YELP Preventive Health programme -
(i) involving a JV between Four Public Sector Equity Holders and 12 Private Sector Equity Holders, which establishes a YELP SPV to markedly reduce the >$155b annual Adverse Costs of Fifteen Problems due to the Causes; and
(ii) provides a template to herald other PPPs which draw on the specialist skills and Gatekeeper attributes of Golden Gurus.
(B) Follow Up Invitation Letter to Minister for Environment, Heritage and the Arts dated 31 Jan 2009 which enclosed 2 CDs of the Five YELP Business Plans "as at 31 Jan 2009" which explained that the YELP Holistic First Business Plan is the Hub and the Second Business Plan, Third Business Plan and Fourth Business Plan are Interdependent.
The Business Plan Developer has written this Further Follow Up Invitation Letter to Minister for Environment, Heritage and the Arts dated 14 May 2009 in order to provide the Business Plan Developer's Fifth Letter to Chair of Preventive Health Taskforce dated 13 May 2009 with the enclosed 2 CDs of the Five YELP Business Plans "as at 13 May 2009" which amongst other enhancements, also provides -
A) YELP SPV's Eight KPIs; and
B) in "easy to interpret schedules":
* Propagation Forecasts And Targets; and
C)
offers to execute a
Confidentiality Agreement in
order to discuss
YELP with the
Preventive Health Taskforce and
Dept of Health & Ageing in order

Further Update Covering Letter to Peter Morris,
Dept of Health & Ageing, dated 13 May 2009 which provided a copy of this
Fifth Letter to Chair of Preventive Health Taskforce dated 13 May 2009
and 2 CDs "as at 13 May 2009".
The Business Plan Developer has posted an identical Further Follow Up Invitation Letter dated 14 May 2009 and 2 CDs "as at 14 May 2009" to -
A. I. * Senator Penny Wong, Minister for Climate Change and Water; and
* Ross Garnaut, Head of Climate Change Review (a cyclist)
at Dept of Climate Change on behalf of Two Major Public Equity Holders; and
II. * Senator Kim Carr, Minister for Innovation, Industry, Science and Research
on behalf of one of Two Minor Public Equity Holders.
B. a Further Update Letter and 2 CDs to Peter Morris, Population Health Division, Federal Depart of Health & Ageing dated 14 May 2009 which provides links to the above listed 3 letters in A. above, together with a link to this Further Follow Up Invitation Letter to Minister for the Environment, Heritage and the Arts dated 14 May 2009.
