Dear Terry,   

Could you assist me source a professor at University of Sydney's 'Sydney School of Public Health' or University of NSW 'Community and Population Health' to review my Two National Preventive Health Research Programmes -

*           as the economic modelling and forecasts therein establish they are both highly cost-effective programmes

*           because the Attainable Lifestyle Improvements in my Two Programmes to live a Local Community Healthy Lifestyle -

            i)         would be appealing to the populace; and

            ii)        could be easily achievable to millions of Australians

I hold a Master of Applied Finance and a BA in Economics & Financial Studies at Macquarie University.  I worked for CBA for 37 years, with my final 18 years administering the financial commitments of syndicates of global banks' in syndicated loan facilities for major Greenfield and Brownfield infrastructure projects, where I had to understand the "duties, rights and obligations" of the 'Various Parties' in voluminous 'Financing Documents' which bound those banks from 'Financial Close' through the 'Construction Phase to 'Practical Completion' and 'Operations Phase' to ensure the projects paid back their financiers.  The YELP 'Hub' Holistic First Business Plan views Australia's 21.3 million population as Human Brownfield Infrastructure because the same disciplines apply to implement successful cost-effective Preventive Health programmes

I am prepared to commit to a Ph.D in Population Health if that will facilitate my above request.  I have expended thousands of hours of research thus far which is self-evident upon perusing for 15 mins my CD ROM and Annexure M - Reference Documents, Health Agencies, Health Programmes and Websites.

I would also provided multiple CDs if a professor saw merit in asking students studying Population Health to opine on one, or both, of my Two National Preventive Health Research Programmes

(i)         My Initial Letter to Terry Barnes dated 22 Feb 2010 which provided 2 CDs containing Two National Preventive Health Research Programmes that Achieve All The Preventive Health Taskforce's 'Terms of Reference' involving 60 Private Sector Equity Holders under Five PPP SPVs that would -

            (a)        contribute 50% of Two National Preventive Health Programmes Four Year Budget Costs (under the 50/50 Funding Model) being $31.275m of a $62.550m, for the reasons set out in Four Benefits To 12 Proposed Private Sector Equity Holders;

            (b)        assist review and refine the Eight Business Plans within the Two National Preventive Health Research Programmes for approval by NPA's  Board of Governance;

            (c)        cost-effectively enhance the value of their Brand Name as an intangible asset (ie 'Goodwill') on their balance sheets;

            (d)        provide two Golden Gurus each who will bring high-level 'hands-on' creative and innovative leadership in the Five SPVs, and be invited to be 160 Pioneer Members Of The Prime Minister’s Council for Active Living;

            (e)        establishing a platform for Corporate Philanthropy; and

            (f)         share risk and return under Five Public Private Partnership SPVs.

(ii)        My Second Letter to Terry Barnes dated 25 March 2010 which included "If you were interested in writing an article, perhaps shortly after the second anniversary of Nicola Roxon announcing (9 April 2008) the formation of the Preventive Health Taskforce, you might like to consider my draft long-form article

Why is the Australian Government's National Preventive Health Taskforce unwilling to draw on -
*        private sector expertise; and

*        50% private equity contributions,

to implement tailored "community-based disease prevention programs"?

Under the 50/50 Funding Model  60 Private Sector Equity Holders would contribute 50% of Two National Preventive Health Programmes Four Year Budget Costs being $31.275m of a $62.550m, for the reasons set out in Four Benefits To 12 Proposed Private Sector Equity Holders

Alas, seemingly because Fed. Health & Ageing would need to cede considerable 'control', development and responsibility to Three Other Government Agencies and 60 Private Sector Equity Holders under Five SPVs, to materially alter Lifestyle Behaviour (altering lifestyle priorities is patently not solely a health issue), the -

(a)        Chairperson of the National Preventive Health Taskforce opted to not responded to the Business Plan Developer's correspondence after initially encouraging my continued R&D; and

(b)        member of the Taskforce, Shaun Larkin, similarly opted to ignore my correspondence after initially inviting me to send my submissions to Peter Morris, Population Health, Dept of Health & Ageing.

 

 

 

 

In Oct '10 the Productivity Commission's Childhood Obesity: an Economic Perspective found that several Preventive Health programmes directed at our youth were not cost-effective, including the Stephanie Alexander Kitchen Garden National Program which the National Partnership Agreement on Preventive Health will expend an additional $12.8m over four years to implement in up to 190 government primary  schools. 

My below two letters (on CD ROM) to Gary Banks, Chairman and Commissioner of the Productivity Commission will evidence that I have not endeared myself to the National Preventive Health Taskforce or Minister Roxon for Fed Health & Ageing for their penchant for allocating obscene amounts of fiscal revenue on further puerile Mass-Media advertising campaigns ($59m to extend the reach of the 'Measure Up' campaign for an additional four years) which send out a negative message of 'not to get fat':


*        $41m allocated to national level activities; and
*        $18m provided to the states and territories for local level complementary activities.

 

My above 2nd letter directs Gary Banks to "Proposed future expenditure on the four year old Measure Up "Mass media" 'encouragement' campaign should be materially reduced".

 

Yesterday morning, Deborah Cameron ABC Radio 702 Sydney ran an outside broadcast from University of Sydney's 'Sydney School of Public Health' where Clinical Associate Professor, Tony Joseph, and Professor John Dwyer, Emeritus Professor of Medicine at the UNSW decried and lamented that "taskforce after taskforce" had failed to deliver hands-on, tangibly preventive health programmes to provide practical assistance to enthuse many Australians to improve their Lifestyle Behaviour.  

It seems that whilst an inordinate number of people acknowledge that -

a)        escalating Health System Costs, amidst an ageing population and a diminishing taxpayer pool, is unsustainable, and

b)        taking greater personal responsibility for one's health is an inevitable economic consequence,

the incumbent Fed. government does not want to opine on my Two National Preventive Health Research Programmes where 60 Private Sector Equity Holders would contribute 50% of Two National Preventive Health Programmes Four Year Budget Costs being $31.275m of a $62.550m.

I am keen for a third party(ies) with an explicit interest in 'population health' to opine on my Two Programmes.  Thus far, I haven't approached any universities or academics.  I welcome any assistance that you might be able to provide to me being able to submit my CD ROM to a professor at University of Sydney's 'Sydney School of Public Health' or University of NSW 'Community and Population Health'.  

Annexure G - Schedule of Correspondence shows that over the last three years, I have painstakingly posted CD ROMs to every conceivable government agency associated with Preventive Health and taskforce member (sometimes several times over), which provides patent testimony that I am prepared to jump through requisite regulatory hoops.   Hence, I am merely asking if you know a professor at either Sydney Uni or UNSW in 'Population Health' who may be prepared to accept my CD ROM which sets out my Two National Preventive Health Research Programmes.  I am happy to make presentations etc and fill out all University application forms to apply for a Ph.D.  But it would make it easier, if I thought that someone with a genuine interest in reviewing two cost-effective Preventive Health programmes prepared by a person well-versed in the Eleven Steps To Complete A Greenfield or Brownfield Infrastructure Project would actually review his R&D, because the YELP 'Hub' Holistic First Business Plan views Australia's 21.3 million population as Human Brownfield Infrastructure

Finally, the fact that the USA and Australia in particular have failed dismally in addressing the "Obesity Epidemic", readily acknowledged by the Taskforce's Deputy Chairman, Mike Daube, evidences that effective programmes need to incorporate all facets of Lifestyle Behaviour in order to 'structure' inputs to achieve effective outcomes.  Hence, my Two Programmes are complex and thorough.  But the URLs contained on my C.D render it easy to navigate and Snapshot Page To 10 Benchmark Techniques facilitates comprehension.
