Productivity Commission possesses the quantitative modelling and qualitative mapping to appraise, benchmark and rank multi-faceted business plans for Preventive Health programmes

 

Will the Productivity Commission appraise the YELP First Business Plan  Community Driven Healthy Exercise Lifestyle Programme, which the Writer has expended 3 years R&D to prepare?

 

The Business Plan Developer received written support from the Chair of the National Preventive Health Taskforce, as well as, Shaun Larkin, one of the other six Taskforce members, to continue developing Youthful Exuberance Lifestyle Programme ("YELP"), yet the Taskforce's Final Report did not recommend YELP to the Minister for Health & Ageing 

 

Peter Morris, Dept of Health & Ageing's, letter to me dated 2 July 2009 noted "the Government will consider on merit any recommendations the Taskforce may make concerning support for community programs in physical activity."

 

*          Why YELP should be implemented now

*          Proposed future expenditure on the four year old Measure Up "Mass media" 'encouragement' campaign should be materially reduced

 

I refer to my letter to Chairman and Commissioner of the Productivity Commission dated 28 October 2010 which -

i)         cited conflicting views regarding the merit of various Preventive Health programmes by 'health experts';

ii)        informed that -

            (a)        I administered the financial interests of syndicates of bank debt (during my former working life) in Greenfield and Brownfield infrastructure projects which often started with a lengthy Information Memorandum (document) whereupon say 5 years later -

  • a new toll road, harbour tunnel etc was constructed and returning construction costs from tolls and user costs, or

  • an existing prison or hospital was fully refurbed and operating much more efficiently;

            (b)        all my life I have participated in rigorous sports including many annual ocean swims, cycling, kayaking and hiking (also completed two National IronMan Triathlons), with like-minded local 'exercise junkies' experiencing on countless occasions the enormous 'Support Value' of Local Community Common Bond Support Groups; 

            (c)        following retiring in 2007, I have expended thousands of hours R&D to prepare Two National Preventive Health Research Programmes which the YELP Holistic  Hub  First Business Plan is the central Preventive Health programme in the First National Preventive Health Research Programme because the YELP  SPV will Capture The Synergies from a 'Public Sector' and 'Private Sector' JV under a PPP involving joint work and cooperative action by -

                         *          Four Public Sector Equity Holders; and

                         *         12 Private Sector Equity Holders,

                         to enable Interested Adults who are leading a Sedentary Lifestyle under the Supervision of a REC to Materially Alter their Lifestyle;

  (d)        Youthful Exuberance Lifestyle Programme -

     (i)            Achieves All The Taskforce's "Terms of Reference";

     (ii)           Accords With Taskforce's Discussion Paper;

     (iii)          will Attract 50% Private Sector Funding under the  50/50 Funding Model which accords with "Future funding models for prevention in the Taskforce's Final Report;

     (iv)          is a JV between Four Public Sector Equity Holders and 12 Private Sector Equity Holders to establish a YELP  SPV under a PPP;

     (v)           is a robust scratch & feel Community Driven Healthy Exercise Lifestyle Programme with a Forecast Return On YELP Capex for every dollar expended at least tenfold within 5 years due to Twelve Low Cost Propagation Initiatives to be measured by Return On YELP Capex Software -the first Low Cost Propagation Initiative is "exploiting the Motivational Incentive of RTV" which draws upon the two successful precedents of -

     (vi)         draws on the mentoring skills of 52 Golden Gurus:
       *          32 Pioneer FOFs with Five Pioneer FOF Qualities; and
       *          20
RECs who possess Eleven Sports Administration Attributes;

     (vii)         is a "..... community-based disease prevention program" which Captures Complimentary Synergies of Four Public Sector Equity Holders and Harness Private Sector Infrastructure & PPP Skills of 12 Private Sector Equity Holders enabling Complimentary Employee Enthusiasm with a platform of Local Community Common Bond Support Groups;

     (viii)        is a fully costed CDHELP which 'inter alia' will achieve by end-2016,  165,000 fitter, stronger Australian  Interested Adults better able to work (from 2023) to 67 pension age who leave a small Personal Carbon Footprint;

     (ix)          has a Forecast Return On YELP Capex for 4.9 years to end June 2016 which will reduce Adverse Costs of Fifteen Problems, which cost the Australian economy >$155b annually (quantified at Negligent Lifestyle Annual Costs) by more than $212 million dollars;

     (x)           relies on the Dept of Health & Ageing's former Five Basic 'Stages of Change' treatment under Lifescripts which GPs were previously entrusted to administer to some Overweight/Obese patients;

     (xi)          utilising Utilises Existing Human Resources and Existing Recreational & Competitive Exercise Infrastructure;

     (xii)         has been ready to launch a 16 Months Tenure Of Preparatory Research Programme contemporaneously with 21½ Months Tenure Of Pilot on 13 Aug 2011, although the start date can be deferred; and

     (xiii)        has a 21½ Months Tenure Of Pilot  Budget of a low $2,963,000 approx. due to Twelve Low Cost Propagation Initiatives.

 iii)       asked the Productivity Commission, which possesses the financial modelling and qualitative mapping skills, to appraise the YELP First Business Plan  Community Driven Healthy Exercise Lifestyle Programme and prepare its own SWOT Analysis, and if it regards YELP to be a highly cost-effective, robust Preventive Health programme, to also opine on the other seven Business Plans in his Two National Preventive Health Research Programmes which are also highly cost-effective; and 

 iv)        informed that the Second National Preventive Health Research Programme, known as Bohemian Teenagers Arts Assistance Programme, which is a Social Infrastructure Lifestyle Programme has a Forecast Return On Aggregate BTAAP Capex of 250% over 10 years.  BTAAP draws upon the precedent set by Fifteen Renowned Orchestras, Choirs And Theatre Companies Which Have Successfully Targeted Homeless and Marginalised, in particular the Venezuela Model.
