Dear Ms. Gemmell

Q1.    Do The Greens NSW  take IPCC's Working Group III recommendation to reduce Climate Change seriously?

Q2.    Do The Greens NSW understand the Australian Greens Party 'Policy Statements'?

Q3.   Are The Greens NSW concerned about burgeoning Health Care Costs and lost productivity due to Obesity and Recreational Drug Abuse which collectively cost the Australian economy more than $110b annually?

Q4.   Do The Greens NSW possess any members with attributes described in a) and b) immediately below to review Two National Preventive Health Research Programmes and report their views directly to Ms. Cate Faerhmann?

IPCC pronounced in May 2007  a "shift in lifestyles" is required to mitigate Climate Change, yet the Federal government has done nothing to assist Australians to lead a Local Community Healthy Lifestyle leaving a small Personal Carbon Footprint which will reduce the $155 billion annual cost of Fifteen Problems by treating some of the Causes

The Writer, hereinafter the Business Plan Developer, seeks a few interested Australian Greens Party members who -

a)         regularly Bushwalk, or complete annual Ocean Swims, or Cycle or paddle a Kayak with other exercise-minded local citizens; and

b)         possess a passion to establish a national Community Driven Healthy Exercise Lifestyle Programme which assists Interested Adults to commence a Recreational Exercise Activity in a Local District Recreational Exercise Group,

to review Two National Preventive Health Research Programmes, prepared by the Business Plan Developer, which -

*        accord with several Australian Greens Party 'Policy Statements';

*        leave a small Personal Carbon Footprint because Interested Adults opt to regularly expend some of their leisure time exercising locally, with a heightened regard for protecting the great outdoors and resource conservation;

*        the Chair of National Preventive Health Taskforce, Dr Rob Moodie, and one of the 7 members, Shaun Larkin of HCF, separately wrote to the Business Plan Developer supporting his Youthful Exuberance Lifestyle Programme, but did NOT recommend  YELP (to the Minister for Health & Ageing) in the Taskforce's Final Report;

*        60 Private Sector Equity Holders would -

(a)        contribute 50% of TNPHP Four Year Budget Cost being $31.275m of a $62.550m, for the reasons set out in Four Benefits To 12 Proposed Private Sector Equity Holders;

(b)        assist refine the Two National Preventive Health Research Programmes for approval by NPA's  Board of Governance;

(c)        enhance their Brand Names cost-effectively;

(d)        provide two Golden Gurus each who, will bring high-level 'hands-on'  creative and innovative leadership in the Five SPVs, and be invited to be 160 Pioneer Members Of The Prime Minister’s Council for Active Living;

(e)       establish a platform for on-going Corporate Philanthropy; and

             (f)        share risk and return under Five Public Private Partnership SPVs.

The Business Plan Developer has written to all pertinent contacts in the Australian government, including the then Prime Minister, Kevin Rudd, asking to discuss YELP with Dr. Rob Moodie, but no one has responded - item 117 is Letter to former Prime Minister, Kevin Rudd, dated 31 Jan 2010 as logged in Annexure G "Schedule of Correspondence"

The Preventive Health Taskforce's  Final Report to the Minister for Health & Ageing -

*           has abrogated some of its Terms of Reference to -

             +   "inform what works and what doesn’t";

             +   ".......provide advice for policy makers on what strategies work best at a population level, and on the best buys for government investment in Primary Prevention";

             +   "support the development of inter governmental and public-private partnerships on Preventive health"; and

*           has reneged representations in its interim Discussion Paper which -

            a)         asserted "...there is an urgent and immediate need to address the growing prevalence of obesity and overweight in Australia";

            b)         proposed adopting 'learning by doing’ approach; and

            c)         cited a recent US study Prevention for a Healthier America that estimated for every US$1 invested in "proven community-based disease prevention programs", the return on investment over and above the $1 per head cost of the program would be US$5.60 within five years,

            yet the Taskforce's  Final Report is bereft of any "......... community-based disease prevention programs" which draw upon low cost community involvement

The below article provides evidence of ineptitude and phonism from the Minister for H&A and the Taskforce's Chairperson, who both beseeched Australians to contribute their views, yet the Taskforce's  Final Report, lacks evidence that this costly Taskforce ever looked at fellow Australians contributions in preparing its Final Report:

"Why is the Australian government's Preventive Health Taskforce unwilling to draw on private sector expertise and 50% private equity contributions to implement tailored "community-based disease prevention programs"?"

Previous correspondence:

(i)        Business Plan Developer's letter to Ms. Susie Gemmell dated 21 May 2010 which -

            (a)        provided URLs to the Business Plan Developer's  Two National Preventive Health Research Programmes on CDs; and

            (b)        asked you to -

                         A.         source a few members of The Greens who -

                                      1.         regularly participate in a rigorous recreational exercise activity (ie. cycling, hiking, kayaking or swimming); and

                                      2.         possess "a passion to establish a national Community Driven Healthy Exercise Lifestyle Programme which assists Interested Adults to commence a Recreational Exercise Activity in a Local District Recreational Exercise Group"; and

                         B.         seek them to review and opine to you on the integrity of the Two National Preventive Health Research Programmes to achieve the Forecast Return On YELP Capex of tenfold within 5 years in reducing the $155b annual cost of Fifteen Problems, which Climate Change is a dominate problem, resulting from the Causes.

(ii)        Susie Gemmell's e-mail to Phil Johnston sent 2 Aug 10 included ".....  I can say that Cate Faerhmann, who is replacing Lee Rhiannon is state parliament at the end of this month is interested in preventative health and I will certainly give her staff your material.  I think that is the best I can do at this stage.  I am happy to follow it up after the election."

(iii)       Phil Johnston's e-mail to Susie Gemmell sent 2 Sept 10 included " I am happy to meet with Cate Faerhmann or her delegate, but there isn’t any point if the person(s) that I meet with do not have the skills or interest to appraise my Two National Preventive Health Research Programmes before any meeting.  Consequently, if The Greens (Fed or State) know any of its supporters, who possess project management or Project Development Expertise, and are able to study detailed business plans on a CD, I welcome receiving details of them so I may talk to them and post them my CD ROM for them to appraise and opine to The Greens politicians on their economic merit, robustness and practicality."

Request for a meeting with Ms. Cate Faerhmann or her delegate:

Having regard to reference (ii) and (iii) immediately above, I seek a meeting (between 15 mins and 30 mins) with Ms. Cate Faerhmann, or her delegate, to discuss how my Two National Preventive Health Research Programmes will assist Australians to lead a Local Community Healthy Lifestyle leaving a small Personal Carbon Footprint which -

a)         will reduce the $155 billion annual cost* of Fifteen Problems by treating some of the Causes; and

b)         accord with IPCC's pronouncement in May 2007 that  a "shift in lifestyles" is required to mitigate Climate Change.

*    Youthful Exuberance Lifestyle Programme has a Forecast Return On YELP Capex for every dollar expended at least tenfold within 5 years due to Twelve Low Cost Propagation Initiatives to be measured by Return On YELP Capex Software.

Bohemian Teenagers Arts Assistance Programme
has a Forecast Return On Aggregate BTAAP Capex of 250% over 10 years.

Upon interested Australian Greens Party members who -

a)         regularly Bushwalk, or complete annual Ocean Swims, or Cycle or paddle a Kayak with other exercise-minded local citizens; and

b)         possess a passion to establish a national Community Driven Healthy Exercise Lifestyle Programme,

opining to Ms. Cate Faerhmann on the integrity, practicality, robustness, viability and utility of the Two National Preventive Health Research Programmes, the Greens Party would benefit from reading Why is the Australian Government's Preventive Health Taskforce unwilling to draw on private sector expertise and 50% private equity contributions to implement tailored "community-based disease prevention programs"? which accords with the below comments in the Taskforce's Discussion Paper:

".... a recent US study Prevention for a Healthier America estimated for every US$1 invested in "proven community-based disease prevention programs" (ie. increasing physical activity, maintaining a Healthy Diet and reducing smoking levels), the return on investment over and above the $1 per head cost of the program would be US$5.60 within five years"

Yours sincerely
