Ten Business Case Parameters means the below 'check list':

1st:     Would the Four Proposed RTV Programmes draw large viewer audiences if shown in 'prime time' television?

2nd:    Is the Business Plan robust, in particular Programme Budget Costs, 'Aboriginal Teenager Life Skills' Structure Diagram, What, Who, Where, When, Why, How & How much?SWOT Analysis and the Aboriginal Teenager Life Skills Coverage Period of Max 4¾ Years

3rd:     Would the 30 Wise Old Owls possess the Project Development Expertise to Administer the Business Plan and Bring Different Project Development Expertise?

4th:     Are the Business Case Questions exhaustive?

5th:     Are the Three Benefits To Ten Corporate Sponsors complete, in particular will the Ten Corporate Sponsors -

            (i)       display Corporate Social Responsibility; and

           (ii)       enhance their Brand Names through their company names appearing in the 'credits' at the conclusion of each of the 40 hours of RTV set out in Four Proposed RTV Programmes?

6th:      Would the Thirteen Deliverables From 'Aboriginal Teenager Life Skills' Programme 'close the gap' cost-effectively for the following five 'not on track' targets listed in the Executive Summary of CLOSING THE GAP - PRIME MINISTER’S REPORT 2018:

  1. The target to close the gap in school attendance by 2018 is not on track. In 2017, the overall attendance rate for Indigenous students nationally was 83.2 per cent, compared with 93.0 per cent for non-Indigenous students.

  2. The target to halve the gap in reading and numeracy by 2018 is not on track. In 2017, the proportion of Indigenous students achieving national minimum standards in NAPLAN2 is on track in only one (Year 9 numeracy) of the eight areas (reading and numeracy for Years 3, 5, 7 and 9). However, the gap between Indigenous and non- Indigenous students has narrowed since 2008 across all the NAPLAN areas, particularly reading in Years 3 and 5, and numeracy in Years 5 and 9.

  3. The target to halve the gap in Year 12 attainment by 2020 is on track. Nationally, the proportion of Indigenous 20-24 year-olds who had achieved Year 12 or equivalent increased from 47.4 per cent in 2006 to 65.3 per cent in 2016. While the attainment rates for non-Indigenous Australians also improved, the gap has narrowed by 12.6 percentage points over the past decade (from 36.4 percentage points in 2006 to 23.8 percentage points in 2016).

  4. The target to halve the gap in employment by 2018 is not on track, with Indigenous employment rates falling slightly over the past decade. However, progress is being masked by a change in remote employment programs during this period. If this effect is removed, the employment rate has improved by 4.2 percentage points over the past 10 years. In 2016, the Indigenous employment rate was 46.6 per cent, compared with 71.8 per cent for non-Indigenous Australians.

  5. The target to close the gap in life expectancy by 2031 is not on track. Between the periods 2005-2007 and 2010-2012 there was a small reduction in the gap of 0.8 years for males and 0.1 years for females. Over the longer term, Indigenous mortality rates have declined by 14 per cent since 1998.

7th:      Would the 140 Accepted Year 9 Aboriginal Students who live in the Selected Six Townships In The Northern Territory With A Population >2000 who form Ten Regional Township Teams -

            (i)        enjoy the Three Motivational Teams Challenges and achieve the Overriding Purpose Of 'Aboriginal Teenager Life Skills' Programme; and

            (ii)       benefit from Six Mentor Guidance Topics delivered from Eleven Mentor Roles?

 

8th:     Would 'Aboriginal Teenager Life Skills' RTV Social Inclusion Early Intervention Programme achieve a 'milestone platform' for further similar Corporate Philanthropy through -

            (i)        First National Preventive Health Business Plan, in particular the first Healthy Exercise Lifestyle Programmes known as Youthful Exuberance Lifestyle Programme; and

            (ii)       Second National Preventive Health Business Plan known as Bohémian Teenagers Arts Assistance Programme.

 

9th:     Does the Life Skills Philanthropic Service Movement fall within the Private Sector Philanthropic Administrator Model?

10th:   Is the 'Aboriginal Teenager Life Skills' RTV Early Intervention Programme  Socially Inclusive?
