Australia's major investment banks and the four Pillar Banks are also highly familiar with PPPs and are able to provide modelling skills.  David Winch (Government, Infrastructure) and Guy de Carli aka Lawyer (Risk Management, Infrastructure) at Commonwealth Bank meet the prerequisites of Wise Old Owls David Rickards aka TreeHugger (ex Macq Bank) is familiar with YELP.  David recently retired from Macquarie Bank, as does Peter Barnard, would be an exemplary Wise Old Owls.
