A bicycle friend, Ed Allen aka HornPlayer, recently told me that he broached with you on 10 March '12 following the National Concerto Competition in Christchurch a National Preventive Health Research Programme, that I had written upon retiring from a career in banking in Australia - financing major infrastructure projects. If using a MAC, it is necessary to open this file at YELP/Invitations/NZ/Letter_to_Chris_Finlayson_27Mar12.htm Should the New Zealand Government be interested in either of the Writer's Two National Preventive Health Research Programmes it could purchase all the associated I.P (set out in this DVD) to administer any/all of the associated Five SPVs for a $1 Peppercorn Fee per SPV which (for Australia) 60 Private Sector Equity Holders would fund 50% of Equity Contributions. The Writer utilised the template that he built for his Youthful Exuberance Lifestyle Programme, under the First National Preventive Health Research Programme, to write his Second National Preventive Health Research Programme, known as the Bohemian Teenagers Arts Assistance Programme. Following a career working for Commonwealth Bank of Australia for 37 years, the Writer has no need for additional income. His final 18 years were involved in structuring, financing and in particular administering financing documents for very large infrastructure projects on behalf of syndicates of 'Lender Banks' and 'Bondholders' which often involved JVs, SPVs - fundamental to PPPs. Rather our health experts fund 'negative advertising campaigns' warning of the perils of suffering from a Lifestyle Related Chronic Disease seemingly thinking that they will frighten a material number of Australians into changing Lifestyle Behaviour. The Writer's experience is that people are more likely to take up a Recreational Exercise Activity when they see it as Fun & Addictive.
His focus is to structure Preventative Health programmes which will increase GDP and maximise ROCE of Australia's 22m population which he treats as Human Brownfield Infrastructure in order to achieve Fifteen Benefits Of A Materially Altered Lifestyle. His Two National Preventive Health Research Programmes involve (for Australia) 60 Private Sector Equity Holders under Public Private Partnerships - * providing 50% of Equity Contributions; and * each providing two Golden Gurus who, will bring high-level 'hands-on' innovative, creative leadership under Five SPVs. However, he has not been involved with The Performing Arts. Whilst he has applied the same funding business model deployed in YELP in order to achieve the Eleven Steps To Complete A Greenfield or Brownfield Infrastructure Project, the attributes of 120 Skilled Supervisors in BTAAP are not as thorough as those for 20 RECs who possess Eleven Sports Administration Attributes in YELP: * 40 Show Choir Directors under the Bohémian Teenagers Show Choirs Programme under the Bohemian Teenagers Symphony Orchestras Programme* 40 Artistic Directors under the Bohémian Teenagers Ballet & Modern Dance Company Programme But these required attributes (eg. By drawing on the creativity of 96 Golden Gurus In Second National Preventive Health Research Programme, BTAAP would address the patent inequity in Social Infrastructure in (for Australia) the Selected 20 of the Lowest Socio-Economic Regions In Australia With A Population >1,500 and achieve a Forecast Return On Aggregate BTAAP Capex of 250% over 10 years - for each $1 expended by the Three BTAAP SPVs over the initial 10 years from the BTAAP Final Launch Date, the reduction in the >$155b cost of Fifteen Problems will reduce by $2.50.
The present structure (for Australia) would be to create each of the following in each of the Selected 20 of the Lowest Socio-Economic Regions In Australia With A Population >1,500: However, either the Australia Government, or the New Zealand Government, could 'spread around' these Social Infrastructure programmes. Hence, if the New Zealand Government opted to establish say four of each of 1. 2. and 3. above, they could be spread across up to 12 low socio-economic regions, rather than providing all three Social Infrastructure programmes to each of four low socio-economic region.
The Forecast Return On BTSOP Capex under the Bohemian Teenager Symphony Orchestras Programme is lower than under the Bohemian Teenagers Show Choirs Programme or the Bohemian Teenager Ballet & Modern Dance Company Programme due to the $1.74m allocation for Symphony Orchestra Musical Instruments. Hence, the Forecast Return On Aggregate BTAAP Capex for two of the Three Business Plans will return appreciably higher 'pay-backs' than $2.50 for each $1 expended .
The Writer - (i) is comfortable with the New Zealand Government reviewing his Bohemian Teenagers Arts Assistance Programme, in particular his Second BTAAP Business Plan known as Bohemian Teenager Symphony Orchestras Programme; and (ii) welcomes a 'phone call or e-mail with any questions/comments.
As noted in the opening of this letter, all the I.P (set out in this DVD) to administer any/all of the associated Five SPVs (for propagation in New Zealand) under either/both of the Two National Preventive Health Research Programmes may be purchased under a legally binding contract for a $1 Peppercorn Fee per SPV. If the NZ Govt. was interested in only the Second National Preventive Health Research Programme, known as the Bohemian Teenagers Arts Assistance Programme, that would cost $3 to develop them in New Zealand as there are three SPVs therein.
