Dear Mr. Savvides

Negligent Lifestyle Annual Costs exceeds >$155b

Interested Adults  Materially Altering Lifestyle to cease Negligent Lifestyle Behaviour materially benefits -

*          the fiscal purse;

*          QOL of Interested Adults;

*          Australia's GDP; and

*          health care insurers' bottom line

Youthful Exuberance Lifestyle Programme ("YELP")  YELP Holistic First Business Plan -

*          will reduce Negligent Lifestyle Behaviour by delivering Recreational Exercise Activities As Fun & Addictive;

*          falls within "New Directions for Australia’s Health - Delivering GP Super Clinics to local communities", in particular Primary Care and Preventive Health; and

*          is much cheaper than GPs performing the "time-intensive" Final Three Stages of Lifescripts

*          free up "over-skilled, time-poor" GPs who do not possess Eleven Sports Administration Attributes by enabling RECs to Take Charge Of  GP's Patients who are keen to commence a REA in a LDREG under the Optimum, Uniform Delivery Model within a LCCBSG

The Business Plan Developer has summarised the below three recent reports commissioned by Medibank Private which focus on lost productivity, primarily due to Negligent Lifestyle Behaviour, specifically regarding the benefit of an intervention of regular rigorous and/or MREAs:

  1. "The cost of physical inactivity" -  Aug 2007

  2. "Sick at work - The cost of presenteeism to your business, employees and the economy" -  May 2007

  3. "The health of Australia’s workforce"  -  Nov 2005

Highlights of three reports commissioned by Medibank Private snapshot these reports' comments regarding to the merit of regular exercise activity, which, however, fail to promote that participating in a REA in a LDREG under the Optimum, Uniform Delivery Model amidst a LCCBSG  Is Fun And Addictive and motivates participants to improve their diet and strive for greater fitness in order to be competitive with their exercise buddies.  The above three reports do not highlight this powerful motivation for Australian adults to re-introduce recreational exercise into their Lifestyle Behaviour by tapping back into their former Youthful Exuberance.

The Business Plan Developer's name is Philip Johnston.  Recreational exercise has been a major part of my life.  Last year I retired from Commonwealth Bank following a career in infrastructure Project Development where I worked on several very large Greenfield projects, whereupon I then applied that Project Development Expertise to R&D Three Preventive Health Business Plans.  The enclosed 2 identical CD ROMs automatically open at this Letter to the MD, Medibank Private dated 1 July 2008 and contains URLs which navigate the Three Business Plans

I refer you to my YELP Holistic First Business Plan, known as Youthful Exuberance Lifestyle Programme ("YELP"), which provides almost 3,000 circa URLs and utilise almost 300 Defined Terms to clarity all statements made therein.

Please ignore any opening warning message from Internet Explorer about restricting ActiveX Content from your computer.  And hit Yes to allow ActiveX, because ActiveX won't damage your computer.  ActiveX merely allows drop down menus.

"Reference Documents, Health Agencies, Health Programmes and Websites" provides URLs to 'inter alia" a plethora of journal articles and reports which the Business Plan Developer has analysed, including "New Directions for Australia’s Health - Delivering GP Super Clinics to local communities" which focus on Primary Care and Preventive Health

Minister for Health & Ageing, Nicola Roxon, is keen to "relieve some of the burden from doctors presently doing things they're over qualified to do".  YELP will materially relieve that burden by engaging seasoned sports administrators, around retirement age, who have previously assisted >100 adults commence a REA to perform the Final Three Stages of Lifescripts cheaper and infinitely more effectively.

I welcome Medibank Private appraising YELP which is a highly cost-effective Preventive Health programme with Four Project Development Phases that anyone can feel and scratch which draws upon the mammoth 'information delivery' power of the internet through a YELP Website to achieve substantive economies (not open to GPs on a one-on-one basis using Lifescripts) by engaging RECs (adults approaching retirement with >10 years experience in voluntary sports administration) to Take Charge Of  GP's Patients keen to commence a REA after a GP has worked through the Initial Two Stages of the Five Basic ‘Stages of Change’ in Lifescripts.   Twelve Low Cost Propagation Initiatives can springboard Propagation of YELP across Australia.

Snapshot Page To Benchmark Techniques lists standard benchmarking techniques to readily understand YELP.

Schedule of Correspondence accesses the Business Plan Developer's letters to various government agencies this year which explain YELP My recent letter dated 10 June 2008 to a cycling friend, Dr Casey Caldwell succinctly outlines my Youthful Exuberance Lifestyle Programme

My YELP  Business Plan -

(a)        sets out the economic merit of encouraging our health authorities to Outsource (from GPs) the Final Three Stages of Australia's Lifescripts programme (which applies Five Basic ‘Stages of Change’) for GP's Patients which are deficient in regular exercise by employing RECs with Eleven Sports Administration Attributes which have achieved Accreditation Benchmarks to Take Charge Of  GP's Patients to commence a REA within a LDREG under the Optimum, Uniform Delivery Model which provides a LCCBSG  ie. Wesley Corporate Health Study of 800 management staff found 50% had "No regular adequate exercise";

(b)        assert that the current Lifescripts strategy of entrusting (to "higher cost GPs") the task of encouraging GP's Patients with a Negligent Lifestyle Behaviour to include regular exercise in their Lifestyle Behaviour isn't working because GPs do not have the time or do not possess Eleven Sports Administration Attributes required to properly perform the Final Three Stages;

(c)        shows that RECs will be much lower-cost and more expert than GPs in Supervising GPs Patients in the preparation, action and maintenance stages under Five Basic ‘Stages of Change’ to commence and maintain a REA; and

(d)        uses Return On YELP Capex Software to quantify the Economic Return On YELP Capex which inter alia will establish which socio-economic groups YELP will harvest the greatest Economic Return On YELP Capex - the same software could measure -

*         the economic benefit of Preventive Health to demographic regions where GP Super Clinics are located; and

*         GPs Preventive Health performance on a Clinic by Clinic and GP by GP basis

The Return On YELP Capex Software could also provide empirical data to motivate GPs to refer GP's Patients to RECs to achieve Fifteen Benefits Of Materially Altered Lifestyle to reduce the >$155b annual cost upon the Australian economy of Fifteen Problems, which include the Taskforce's Three Public Health Risks, be ceasing Negligent Lifestyle Behaviour because Recreational Exercise Activities Are Fun And Addictive.

My YELP Holistic First Business Plan incorporates the AUD$19.4m  4 year budget being shared 50/50 with 12 Private Sector Equity Holders (major Australian companies) because of Four Benefits To 12 Proposed Private Sector Equity Holders, as explained in the 50/50 Funding Model.

I welcome Medibank Private discussing YELP with me because -

(i)         a myriad of data covering the magnitude of Substance Abuse, Obesity, Depression etc experienced by citizens with inadequate exercise which is testimony that GPs administering the Final Three Stages under Lifescripts has not succeeded; and

(ii)        Federal Minister for Health & Ageing is beseeching us to identify tasks that GPs are over-qualified to be expending their time on  "I think we need to have a debate about how we relieve some of the burden from doctors," Ms Roxon told ABC Radio.  .

Yours sincerely
