Second National Preventive Health Research Programme  -  Bohemian Teenagers Symphony Orchestras Programme

YELP Holistic First Business Plan as at 5 August 2009, also referred to as the First National Preventive Health Research Programme  -  able to launch contemporaneously on 1 Nov 2009 in SA, or 1 Nov 2009 in WA the 16 Months Tenure Of Preparatory Research Programme

This Seventh Letter to Shaun Larkin dated 5 August '09, which encloses 2 CDs of the Five YELP Business Plans under the First National Preventive Health Research Programme "as at 5 August 2009", provides Ninth Letter to Chair of Preventive Health Taskforce dated 5 August 2009 and Further Update Letter to Peter Morris dated 5 August 2009 as logged in Annexure G.  "Schedule of Correspondence".

The Ninth Letter to Chair of Preventive Health Taskforce dated 5 August 2009 informs that the Business Plan Developer has -

(i)         tightened/marginally embellished several of the Sections, in particular Section 6  Five Guidance Influences over humans in the Western World,  Section 7  Government should initiate a  6th "Guidance Influence" and the definition 6th Guidance Influence;

(ii)        provided for the 16 Months Tenure Of Preparatory Research Programme to be deferred to commence on 1 November 2010 in Perth;

(iii)       written the basis of the Second National Preventive Health Research Programme known as the Bohemian Teenagers Symphony Orchestras Programme which -

 

  *      seeks to emulate Three Famous Orchestras And Choirs Which Have Successfully Targeted Homeless and Marginalised by adopting the Venezuela Model with a Bohemian Cultural Flavour to specifically appeal to Marginalised teenage youths;

  *       attracts at least 1,800 Interested Marginalised Teenagers from within, or near to, the selected 20 Lowest Socio-Economic Regions In Australia With A Population >1,500 to make up 20 Bohemian Teenagers Symphony Orchestras for the Four Purposes Of Second National Preventive Health Research Programme;

  *        draws on -

             i)          14 Public & Private Equity Holders to fund a BTSOP SPV;

             ii)         28 Golden Gurus known as Pioneer Classical Music Fogeys to administer a BTSOP SPV;

             iii)        20 other Golden Gurus to be employed as Bohemian Symphony Orchestra Chief Conductors who possess Eleven Music Teaching Attributes to perform Ten Bohemian Orchestra Conductor Duties;

             iv)        20 other Golden Gurus to be employed as Bohemian Symphony Orchestra Assistant Conductors who also possess Eleven Music Teaching Attributes to assist their Chief Conductor perform Ten Bohemian Orchestra Conductor Duties,

             68 Golden Gurus 'in toto'.

  *      utilises the motivational influence of an Annual National Bohemian Teenagers Symphony Orchestras Competition amongst the 20 Bohemian Teenagers Symphony Orchestras telecast on RTV with the 'Final' at the Sydney Opera House;

  *        accords with 6th Guidance Influence;

  *        would be administered by two Pioneer Classical Music Fogeys from each of 14 Public & Private Equity Holders under a BTSOP SPV which utilises the same JV  PPP structure as the YELP  SPV in the First National Preventive Health Research Programme Programme; and

  *        Four Public Sector Equity Holders would invite two Pioneer CMFs from each of 10 major Australian companies to complete the BTSOP SPV, with the Four Public Sector Equity Holders enjoying Sole Voting Rights.

The Ninth Letter to Chair of Preventive Health Taskforce dated 5 August 2009 also includes:

"If Dept of Health & Ageing or the Taskforce would welcome a 'Preliminary Budget' for a BTSOP SPV to attracts at least 1,800 Interested Marginalised Teenagers from within, or near to, the Selected 20 Lowest Socio-Economic Regions In Australia With A Population >1,500 to make up 20 Bohemian Teenagers Symphony Orchestras for the Four Purposes Of Second National Preventive Health Research Programme, the Business Plan Developer will prepare a 'Preliminary Budget' and 'Time Line' on the understanding that it "may never get off the ground".

The Business Plan Developer has a cycling friend, Ed aka HornPlayer, who lives near Wellington NZ and has played the French Horn for the NZ Symphony Orchestra for 20 years, whom he could bounce some costings off."
