*          Able to launch contemporaneously on 1 Nov 2009 16 Months Tenure Of Preparatory Research Programme within 21½ Months Tenure Of Pilot to 'inter alia' achieve by end-2016, 165,000 fitter, stronger Australian  Interested Adults better able to work (from 2023) to 67 pension age

*          YELP  SPV's Eight KPIs

*          32 Pioneer Fit Old Farts and 20 RECs fit profile of Golden Gurus and will increase Corporate Philanthropy

(ii)        Follow-up Letter to Professor Leonie Segal, member of Preventive Health Taskforce dated 18 Dec 2008 which provided 2 CDs of Five Business Plans as at 18 Dec '08.

 

The Business Plan Developer notes your interest in using such metrics as QALY and TTU -

a)         for "allocative efficiency" - determining the optimal mix of health services and analysis of the drivers or incentives that can facilitate evidenced-based resource shifts; and

b)         developing/applying a population-based approach to priority setting, together with large scale cost-effectiveness analysis.

The purpose of providing this Further Follow-up Letter to Professor Leonie Segal dated 7 June 2009, together with 2 CDs "as at 7 June 2009" is -

(i)         the Executive Summary has been substantially overhauled so Section III snapshots under 33 points the entire YELP  Holistic  Hub  First Business Plan with -

            (a)        pertinent political/social considerations highlighted in pink; and

            (b)        other salient benefits highlighted in light blue; and

(ii)        YELP accords with House of Representatives Standing Committee on Health and Ageing report  "Weighing it up - Obesity in Australia" - May 2009, in particular:

  •    economic modelling (Return On YELP Capex Software) in order to establish the cost implications of Obesity and the cost-benefits of various interventions (YELP is an intervention)

  •    regular and ongoing surveillance and monitoring of Australians’ weight, diet and physical activity levels, and that the data gathered is used to formulate, develop and evaluate long-term policy responses (Array Of Reports For The YELP Pilot & Primary Research Programme)

  •    Committee recommends that the Federal Government work with all levels of government and the private sector to develop nationally consistent urban planning guidelines which focus on creating environments that encourage Australians to be healthy and active (YELP  SPV is a JV  PPP)

  •    Minister for Health and Ageing fund research into the causes of Obesity (Negligent Lifestyle Behaviour) and the success or otherwise of interventions to reduce overweight and Obesity (YELP is an intervention)

      Minister for Health and Ageing encourage private and public employers to adopt programs and incentives that will promote active and healthy lifestyle choices by all Australians within the workplace (YELP  SPV  PPP comprises Four Public Sector Equity Holders and 12 Private Sector Equity Holders who employ hundreds of thousands of Australians); and

(iii)       Arthritis has been added as the Fifteen Problem where for some suffers of Arthritis, particularly those overweight, intervention with a MREA may well decrease pain, keep joints more mobile, increase muscle strength, strengthen bones and ligaments, prevent joint deformities, reduce body weight, increase Personal Health & Fitness, reduce Depression and enhance QOL.
