Dear Mr Jordan

 

 

Two National Preventive Health Research Programmes which -

i)          accord with the Prime Minister's Goal To Involve The Private Sector, Facilitate Corporate Social Responsibility And Utilise Golden Gurus which Two Members Of National Preventive Health Taskforce Encouraged, but have unexplainably rejected, thereby -
*        abrogating the Taskforce's Terms of Reference; and

            *        resiling upon its interim Discussion Paper which asserted "...there is an urgent and immediate need to address the growing prevalence of obesity and overweight in Australia".

ii)         contain over 600 Defined Terms For Two National Preventive Health Research Programmes, over 300 pages of Business Plans, with Budget Costs which I, as the Business Plan Developer, submitted to the National Preventive Health Taskforce, and other government agencies, as logged in Annexure G "Schedule of Correspondence", intent upon NPA's  Board of Governance sanctioning these Two National Programmes - if successful I receive a $1 Peppercorn Fee for the IP contained therein;

iii)        accord with Taskforce's report dated 30 June 2009 by assigning Sole Voting Rights to the National Prevention Agency's  Board of Governance which the Five SPVs would report to, thereby enabling the 16 Months Tenure Of Preparatory Research Programme (within 21½ Months Tenure Of Pilot under YELP) to launch on 3 May 2010 to 'learn by doing'  to achieve by end-2016,  165,000 fitter, stronger Australian  Interested Adults better able to work (from 2023) to 67 pension age

iv)        will cost the Australian government only 7½% of the $200m to $300m which former Minister for Health & Ageing, Tony Abbott, stated (in early Sept 2007) would cost Dept of Health & Ageing to deliver an explicit Preventive Health programme to tackle obesity, and that he would not commit such vast fiscal expenditure because "there was no guarantee that in the order of $200m to $300m of fiscal monies would be well spent, because people ultimately live a lifestyle that they want to live".

The Prime Minister is the last person that I can approach within the Federal Govt to find out why the Preventive Health Taskforce -

1.         did NOT recommend in its Final Report (to the Minister for Health & Ageing) the Youthful Exuberance Lifestyle Programme?

2.         described Youthful Exuberance Lifestyle Programme, which has over 300 pages of Business Plans and 600 Defined Terms, as "YELP Program Concept" and did not provide a URL to explanatory information, asserting "Some submissions have not been published on the website at the request of the author(s)."?

I refer the Business Plan Developer's -

(i)         Invitation Letter to Alistair Jordan, Chief of Staff to the Prime Minister dated 7 March 2009 which enclosed 2 CDs of the Five YELP Business Plans "as at 7 March 2009";

(ii)        Second Letter to Alistair Jordan, Chief of Staff to the Prime Minister dated 24 May 2009 which enclosed 2 CDs of the Five YELP Business Plans "as at 24 May 2009";

(iii)       Third Letter to Alistair Jordan, Chief of Staff to the Prime Minister dated 4 June 2009 which enclosed 2 CDs of the Five YELP Business Plans "as at 4 June 2009"; and

(iv)       Fourth Letter to Alistair Jordan, Chief of Staff to the Prime Minister dated 17 June 2009,

which are logged in Annexure G "Schedule of Correspondence" which evidence an unfortunate litany of writing to government agencies over two year's  -  a testament to bureaucracy's ineptitude at Walking its Talk

 

Opposition parties of both political persuasions too often espouse that governments appoint committees and taskforces to add credence to not doing anything.  Alas, having spent a career in the private sector working on new infrastructure projects where the midnight oil was often burnt negotiating between prospective equity investors and debt providers to meet deadlines, post-retirement it is disappointing to evidence in Annexure G "Schedule of Correspondence"  that government agencies are, on the whole, unable to "join up the dots", and thereby be confident to "role the ball forward".   It is little wonder that Philanthropy and Corporate Philanthropy in Australia lags a long why behind the USA and Europe, when it doesn't need to.

 

Enclosed are 2 CDs of Two National Preventive Health Research Programmes as at 31 Jan 2010 which self-open at the Business Plan Developer's   Letter to Prime Minister, Kevin Rudd, dated 31 Jan 2010.

 

Will you or the Prime Minister arrange for me to meet the Chair of the National Preventive Health Taskforce, Dr. Rob Moodie to discuss prerequisites to Attracting Private Sector Funding in accord with "Future funding models for prevention set out in the Final Report, which will also benefit from Complimentary Employee Enthusiasm, because -

I.          Rob Moodie previously encouraged me to continue developing YELP;

II.          the Final Report is bereft of any business plan to provide hands on, tangible assistance to Interested Adults keen to Materially Alter Lifestyle which will achieve by end-2016,  165,000 fitter, stronger Australian  Interested Adults better able to work (from 2023) to 67 pension age; and

III.         YELP  Achieves All The Taskforce's Terms Of Reference and Accords With Taskforce's Discussion Paper, in particular learning by doing’.
