Regulatory Control means for the First National Preventive Health Research Programme fair and reasonable rules to ensure social behaviour which maximises the utility of the community.

As explained in Section 3 II (f) "Apply Australian common law precedent, a tenet of the YELP First Business Plan is that over the last 30 years, governments have leaned to far towards "the rights of the individual", to the detriment of -

(a)        the QOL of the community as a whole and the tax burden upon that community; and

(b)        too many of those individuals who wanted greater rights live a Negligent Lifestyle whereupon a disproportionate share of Health System Costs fall upon other taxpayers.

Ipso facto, if you want to use the public hospital system, it in incumbent upon the "user" not to abuse his/her body due to poor diet, Obesity, Sedentary Lifestyle or Recreational Drug Abuse with the latter often due to Craving Harmful Habitual Stress ReleasesThis may seem draconian, however, fiscal economic necessity as the Baby Boomers live longer and longer will leave governments with no option but to place greater responsibility on the individual to meaningfully "pay their rent" in life by striving to remain healthy and productive.

The 6th Guidance Influence will redress this imbalance.
