*    Community Project Join a Green Team will enable -

(a)       100 circa Community Bicycle Groups across Australia to market their existence to attract and thereby assist thousands of new Cyclists over the 2 year Project Life to acquire requisite cycling skills and knowledge to mitigate dangers in cycling

(b)       Department of Environment and Water Resources to provide tangible evidence in a Media Advertising Campaign this July that it is assisting Australians to -

            (i)        enjoy cycling for local commuter transport and recreation under TravelSmart; and

            (ii)       thereby heed IPCC's May 2007 recommendation for humans to exhibit a "shift in lifestyle" which leaves a small Personal Carbon Footprint

  Detailed Summary explains a straightforward Three Phase Promotion Strategy involving $20,000 Forecast Cost of Media Advertising within 3 months of 2008 Tour de France where Australian, Cadel Evans, is race favourite which millions of Australians will watch and support

I.           Snapshot of Community Project Join a Green Team

Australian Transport Safety Bureau's Report on Cyclists Deaths - July 2006 identified -

(a)          >95% of cyclists deaths are on-road and only 4% off-road;

(b)          most frequent assigned major factor in road fatalities between 1996-2004 was ‘failure of cyclists and other road users to observe each other’;

(c)          most common type of fatality occurred "when a motorist, travelling in the same direction, was passing a cyclist";

(d)          In the 1990s, between 40 and 80 cyclists were killed in Australia each year;

(e)          In the 2000s, the range of fatalities per annum has fallen.

Due to the high number of motor vehicles and some poor driving behaviour, cycling may be a dangerous activity.  New Cyclists requires a lot of assistance, knowledge and tips to learn how to minimise serious accidents.

Community Bicycle Groups teach new Cyclists requisite cycling knowledge and pursuant to Division 5 Recreational Activities (for NSW cyclists) mitigate liability by warning cyclists of the Three Types Of RisksA safe, effective way for a non-Cyclist to become a proficient/self-confident commuter cyclist is to join a Community Bicycle Group rather than cold-turkey on their own. 

 

A team jersey provides a Community Bicycle Group with a stronger sense of identity and entity which overtly assists attract new Cyclists.  Seeing a group of cyclists in a dedicated/common cycle jersey attracts other interested potential cyclists, whereas seeing the same group in an array of different jerseys doesn't have the same influencing effect.  Approx. 50% of all Community Bicycle Groups do not have their own dedicated unique team jersey (which would assist attract membership) due to the relatively high artwork design one-off cost. 

A generic Join a Green Team Team Bicycle Jersey that hundreds of existing and forming Community Bicycle Groups across Australia can easily order, in lots as small as 15, at approx 30% less than the cost of designing and purchasing their own unique team jersey will greatly assist existing and forming Community Bicycle Groups to attract additional cyclists.

 

Community Project Join a Green Team -

(A)       Enable hundreds of dedicated, committed 'Ride Leaders' in existing Community Bicycle Groups attract by obtaining a dedicated team jersey with their Team Name on it, and thereby assist many thousands of new Cyclists over the 2 year Project Life to acquire requisite cycling skills and knowledge to mitigate dangers.

(B)       Assist Community Bicycle Groups across Australia supervise many more local residents to cycling in their ride groups to -

a)         show these additional local residents how easy it is to reignite the skills learnt during Youthful Exuberance to again become competent, confident and fun loving road cyclists; and

b)         substitute their bicycle for their CO2 emitting car for local commuter transport to lead a Local Healthy Lifestyle.

 

II.         Background of the Project Developer

My name is Philip Johnston Last year I retired from Commonwealth Bank after working on many major Greenfield and Brownfield infrastructure projects funded by banks relying inter alia a Base Case Financial Model which forecast ROE and IRR.   I hold both an Undergraduate and Masters Degree in Applied Finance from Macquarie University in Sydney. 

Having worked on over 20 major infrastructure projects over 20 years, I understand the Eleven Steps To Complete A Greenfield or Brownfield Infrastructure Project which -

*           start with an Information Memorandum prepared by the likes of Macquarie Bank or Investec seeking debt providers; and

*           ends say 3 to 5 years later in fully operative new major infrastructure (ie seaport, hospital, gas pipeline, new rail line, tollroad). 

I have voluntarily maintained the below two bicycle websites for Recreational Road Cyclists for several years with no fees, charges or sponsorship because of the marvellous benefits of regular, rigorous, recreational exercise in the great outdoors within a LCCBSG:

The above two websites evidence that I have assisted during the last 12 years more than 300 different adults enjoy Recreational Road Cycling by being Ride Organiser for over 500  x  >100km day rides from a choice of 36 different rides.  The lifestyle ethos in Tout le monde est heureux  -  Everybody's happy on the home page of Muggaccinos.com is as green as you can get.  Every Sunday, and two days on long weekends a dozen or so Muggaccinos cyclists have ridden +100km different rides on lots of low traffic roads, with two or three 30 minute Nosh Stops, around the perimeter of Sydney.  I know several Administrators Of Bicycle Organisations And Organisers Of Community Bicycle Groups.

I retired a year ago at 55 intent on using my Project Development Expertise to assist develop LCCBSGs in Recreational Exercise Activities because regular outdoor exercise amidst like-minded Australians is -

a)        Fun and Addictive; and

b)        capable of Materially Altering Lifestyle to leave a small Personal Carbon Footprint

I recently sent a detailed Business Plan titled Youthful Exuberance Lifestyle Programme to NSW Department of Health and Dept of Environment & Climate Change (NSW) because NSW was the obvious state for the Pilot of YELP.

My motivation to expended thousands of hours since my retirement researching a developing logical business plans in the same format as investment banks prepare Information Memoranda for Greenfield Infrastructure Projects, to Materially Alter Lifestyle, has been driven by IPCC's announcement last May in Bangkok that "shift in lifestyles" is required to arrest Climate Change.   In Oslo on 10 Dec 07, IPCC and Albert (Al) Gore Jr. were awarded of the Nobel Peace Prize "for their efforts to build up and disseminate greater knowledge about man-made climate change, and to lay the foundations for the measures that are needed to counteract such change". 

Lots of Cyclists that the Business Plan Developer knows, including Resolute Diehards, lead a Local Healthy Lifestyle leaving a small Personal Carbon Footprint.

A recent fillip is our Prime Minister's below comments heralding the "Australian 2020 Summit":

         "Government, irrespective of its political persuasion, does not have a monopoly on policy wisdom. To thrive and prosper in the future we need to draw on the range of talents, ideas and energy from across the Australian community.

          For too long Australian policymaking has been focused on short-term outcomes dictated by the electoral cycle. If Australia is to effectively confront the challenges of the future, we need to develop an agreed national direction that looks at the next ten years and beyond."

 

III.         Relevance to TravelSmart

 

I have reviewed/summarised the following information regarding cycling to reduce the Personal Carbon Footprint of interested Australians:

1.         your presentation as Speaker 3 under Transport Strategies for Sustainable Outcomes at "Accelerating Now" Conference in May 2007 also at ICLEI Local Governments for Sustainability Oceania Secretariat

2.         TravelSmart

This sets out how Community Project Join a Green Team can reduce CO2 emissions which falls within TravelSmart's charter, in particular:

*        "TravelSmart is essentially a voluntary program that aims to inform and motivate people for changing their travelling behaviour through personal choice."

*        "3.  What opportunities are there to collaborate with external stakeholders to accelerate your sustainable transport programs?"

*         a dozen
Sanctioned Green Theme Slogans;
*         Three Dimensional Rain Forest Image; and
*         Team Name; and

(b)        participating in Invitation to "Show us How or Why" by publishing their own creative Digital Short Movie on a proposed Join a Green Team Website which expresses their Community Bicycle Groups view of -

(II)        anyone who works for Department of Environment who lives in Sydney to join a weekly Muggaccinos ride and meet Muggaccinos Recreational Road Cyclists as they are stable individuals.  You could also meet or 'phone a few of the 7 vision impaired cyclists that the Project Developer has cycled with on tandems, who appreciate the bonhomie extended to them whilst riding in Muggs’ 100km+ Sunday rides.  Muggaccinos is 12 years old.  It will be around for many more.
