(a) >95%
of cyclists deaths are on-road and only 4% off-road;
(b) most
frequent assigned major factor in road fatalities between 1996-2004 was ‘failure
of cyclists and other road users to observe each other’;
(c) most
common type of fatality occurred "when a motorist, travelling in the same
direction, was passing a cyclist";
(d) In
the 1990s, between 40 and 80 cyclists were killed in Australia each year;
(e) In
the 2000s, the range of fatalities per annum has fallen.
Due to the high number of motor vehicles and some poor driving behaviour, cycling
may be a dangerous activity. New
Cyclists requires a lot of assistance, knowledge
and tips to learn how to minimise serious accidents.
Community Bicycle Groups teach new
Cyclists requisite cycling
knowledge and pursuant to
Division 5 Recreational Activities
(for NSW cyclists) mitigate liability by warning cyclists of
the
Three Types Of Risks.
A safe, effective way for a non-Cyclist
to become a proficient/self-confident commuter cyclist is to join a
Community Bicycle Group
rather than cold-turkey on their own.
A team jersey provides a
Community Bicycle Group
with a stronger sense of identity and entity which overtly assists attract
new Cyclists. Seeing a group of cyclists in a dedicated/common cycle
jersey attracts other interested potential cyclists, whereas seeing the same
group in an array of different jerseys doesn't have the same influencing effect. Approx. 50% of all
Community Bicycle Groups
do not have their own dedicated unique team jersey (which would assist attract
membership) due to the relatively high artwork design one-off cost.

II.
Background of the
Project Developer
My name is
Philip Johnston.
Last year I retired
from Commonwealth Bank after working on many major
Greenfield
and
Brownfield
infrastructure projects funded by banks relying
inter alia a
Base Case Financial
Model which forecast
ROE and
IRR. I hold both an Undergraduate and Masters Degree in
Applied Finance from Macquarie University in Sydney.
Having worked on over 20 major infrastructure projects over 20 years,
I understand the

Greenfield or Brownfield Infrastructure Project
which -

start with an
Information Memorandum prepared by the likes of Macquarie Bank or
Investec seeking debt providers; and
*
ends say 3 to 5 years later in fully operative new major infrastructure (ie seaport,
hospital, gas pipeline, new rail line, tollroad).
I have voluntarily maintained the below two

Recreational Road Cyclists for several years with no fees, charges or sponsorship because
of the marvellous benefits of regular, rigorous, recreational exercise in the great outdoors

the last 12 years more than 300 different adults enjoy
Recreational Road Cycling
by being Ride Organiser for over 500 x >100km day rides from a
choice of
36 different rides. The lifestyle ethos in

Muggaccinos.com
is as green as you can get. Every
Sunday, and two days on long weekends a dozen or so Muggaccinos cyclists have ridden
+100km different rides on lots of low traffic roads, with two or three 30 minute
Nosh Stops, around the perimeter of Sydney.
I know several

Organisations And Organisers Of Community Bicycle Groups.
I retired a year ago at 55 intent on using my
Project Development
Expertise to assist develop
LCCBSGs in
Recreational Exercise Activities
because regular outdoor exercise amidst like-minded Australians is -

Materially Alter Lifestyle, has been driven by IPCC's announcement last
May in Bangkok that
"shift in lifestyles"
is
required to arrest
Climate Change.

Oslo on 10 Dec 07, IPCC and Albert (Al) Gore Jr. were awarded of
the Nobel Peace Prize "for their efforts to
build up and disseminate greater knowledge about man-made climate change, and to
lay the foundations for the measures that are needed to counteract such change".

A recent fillip is our Prime Minister's below comments
