Mr. Kevin Rudd PO Box 476 Morningside Qld 4170 Dear Mr. Rudd The Business Plan Developer received written support from the Chair of the National Preventive Health Taskforce, as well as, Shaun Larkin, one of the six other Taskforce members, to continue developing Two National Preventive Health Research Programmes, yet the Taskforce's Final Report did not recommend either programme to the Minister for Health & Ageing, notwithstanding Peter Morris, Dept of Health & Ageing, letter to me dated 2 July 2009 noted "the Government will consider on merit any recommendations the Taskforce may make concerning support for community programs in physical activity."
Is the Australian Government keen to demonstrate that it will 'ask more questions' to 'lift its game' by appraising separate SWOT Analysis (prepared by Taskforce) for each of the Seven Business Plans in the Two National Preventive Health Research Programmes, which are fully costed and 50% paid by 60 Private Sector Equity Holders, where YELP may be commenced in May 2010? PLEASE INSERT ONE OF THE TWO ENCLOSED CDs WHICH CONTAIN TWO NATIONAL PREVENTIVE HEALTH RESEARCH PROGRAMMES AS AT 3 MAR 2010 AND CLICK ON THE URLs THEREIN Mr Rudd in the last few days you have confessed mea culpa and asserted that the Australian Government needs to lift its game. You have acknowledged that you need to ask more questions. As requested in my Letter to Prime Minister, Kevin Rudd, dated 31 Jan 2010 would you please - A. ask more questions by requesting the Chair of the National Preventive Health Taskforce to provide to you a separate SWOT Analysis for each of the Seven Business Plans in the Two National Preventive Health Research Programmes to enable your delegate to independently review the merit of my Two National Preventive Health Research Programmes; and B. arrange for me to meet the Chair of the National Preventive Health Taskforce, Dr. Rob Moodie, to discuss prerequisites to Attracting Private Sector Funding in accord with "Future funding models for prevention set out in the Final Report, which will also benefit from Complimentary Employee Enthusiasm. The Minister for Health & Ageing in announcing on 9 April 2008 the establishment of the National Preventive Health Taskforce, undertook for the Taskforce to identify and implement new scratch & feel cost-effective Wellness Programmes which would assist Interested Adults to Materially Alter Lifestyle. Alas, the National Preventive Health Taskforce - 1. did NOT recommend in its Final Report (to the Minister for Health & Ageing) the Youthful Exuberance Lifestyle Programme, nor any new cost-effective Wellness Programmes? 2. described Youthful Exuberance Lifestyle Programme, which has over 300 pages of Business Plans and 600 Defined Terms, as "YELP Program Concept" and unaccountably did not provide a URL to explanatory information; and 3. asserted "Some submissions have not been published on the website at the request of the author(s).", yet I never requested anyone in Health & Ageing or the Taskforce not to publish any explanatory information re YELP. Please provide me evidence that you are now prepared to ask more questions. I refer you to my Sixth Letter to Alistair Jordan, Chief of Staff to the Prime Minister dated 3 March 2010 which asks if he or the Prime Minister will arrange for me to meet the Chair of the National Preventive Health Taskforce, Dr. Rob Moodie to discuss prerequisites to Attracting Private Sector Funding in accord with "Future funding models for prevention set out in the Final Report, which will also benefit from Complimentary Employee Enthusiasm, because - I. Rob Moodie previously encouraged me to continue developing YELP; II. the Final Report is bereft of any business plan to provide hands on, tangible assistance to Interested Adults keen to Materially Alter Lifestyle which will achieve by end-2016, 165,000 fitter, stronger Australian Interested Adults better able to work (from 2023) to 67 pension age; and III. YELP Achieves All The Taskforce's Terms Of Reference and Accords With Taskforce's Discussion Paper, in particular ‘learning by doing’. Yours sincerely
