'Chip Away' To Fracture The Welfare Dependence Cycle means a welter of evidence exists amongst all Western countries that receipt of welfare dependence is often 'long term', as too many recipients become trapped in a cycle of reliance which has 'crushed the spirit' of many recipients.   Refer "Breaking the vicious cycle of welfare dependency" by Jenny Macklin - The Australian - June 21, 2010

Empirical evidence chronicles that 'education' and 'aspiration' are two attributes which can assist welfare recipients 'break the welfare dependence cycle'.

Breaking the Cycle?  The Effect of Education on Welfare Receipt Among Children of Welfare Recipients  - [59 pgs] (Coelli, Green and Warburton - University of British Columbia, Canada - October 2004) examined the impact of high school graduation on the probability individuals from welfare backgrounds also fell back on welfare themselves. Their data consisted of administrative educational records for grade 12 students in British Columbia linked with their own and their parents’ welfare records.
It addressed potential endogeneity problems by:
1)     controlling for ability using past test scores;
2)     using an instrument for graduation based on school principal fixed effects; and
3)     using a Heckman-Singer type unobserved heterogeneity estimator.
School graduation would reduce welfare receipt of dropouts by ½ to ¾.
Effects are larger for individuals from troubled family backgrounds and low income neighbourhoods.
