Providing an opportunity for an array of Disabled folk to improve their QOL will enthuse 19 other Stakeholders to support the Annual Challenge Series Competitions, thereby -

*             achieving a successful launch of the Inaugural Annual KOM Challenge Series in Sydney in April/May 2011; and

*             materially reduce future KOM Challenge Series Event Fees, by evidencing Bicycle Organisations applying to be an Annual KOM Challenge Series Franchise Holder for their State limited to cost of -
(i)         Qualifier Jerseys; and
(ii)        Age Division and Disabled Category Winner Trophies

The focus within this Information Memorandum, to assist the Disabled, has been driven by -

(i)         Event Organiser's own experiences in acting as a Pilot (Driver) for 8 vision impaired cyclists, and

(ii)        Disability Co-ordinator, Karen Bagshaw's experiences in assisting the Disabled as a Enrolled Nurse.

 

Section 13B(f)(i) - Event Organiser's experience in assisting vision impaired cyclists ride Tandems.

 

Stakeholders: 1. Priority ranking and 2. Reasons for interest sets out -

*         18 other Stakeholders with a "Priority" ranking of between 2 and 4; and

*          the "Reason(s)" why the Stakeholder should be enthusiastic to support the Annual Challenge Series Competitions.

Many of these Stakeholders are government agencies and Registered Charities associated with Disabled who are capable of providing enormous support to ensure the Inaugural Annual KOM Challenge Series is a success provided -

(A)        it materially improves the QOL, self-esteem and aspirations, for 100 Disabled Category Climbers; and

(B)        the financial benefits of the Annual KOM Challenge Series are distributed equitably. 

Such support can materially reduce future KOM Challenge Series Event Fee by health agencies encouraging Bicycle Organisations in other capital cities and overseas Bicycle Organisations to apply for a KOM Challenge Series Franchise.

Worksheet "Schedule 2 - Aust '12, '13, '14" "Schedule 2 - Annual King of the Mountain Challenge Series Calendar and Budgets 2012, 2013 & 2014" forecasts Future KOM Budget Event Costs to end-2015 to deliver an Annual KOM Challenge Series to 7 cities in Australia - summarised at cell C127 to C129.

Worksheet "Schedule 2a - Costs" "Comparison of KOM Budget Event Costs for 7 cities in Australia from 1012 to 2014'" highlights diminished Forecast Ave Cost per Event Day.  Row 25 shows the "Percentage Budget Cost per Event Day reduction per annum" is reduced to 67% over the 4 years.

*            Administration for KOM Series

*            Assist the Disabled get a bike and train.

Column S notes the "Aggregate Variable Budget Costs" can be reduced to 50% within 4 years provided the Inaugural KOM Challenge is launched successfully requiring all Stakeholders to support it, primarily for its scope to improve the QOL for many Disabled by providing an opportunity to compete on the same KOM Climbs as Abled Cyclists and its capacity to change people's demand for Economic Materialism.

 

Casual empiricism of the above worksheets highlight the scope to materially lower variable labour costs if the opportunity for a variety of Disabled folk to compete is a central focus of the Inaugural Annual KOM Challenge Series.  Patently material cost savings are attainable following the Disabled Finals day in the Inaugural Annual KOM Challenge Series proving an outstanding success evidencing -

 

(i)         Climate Change and the Environment, Health and Ageing, Sport & Recreation, RET and Australian Paralympics Committee, and many Registered Charities associated with the Disabled, assisting propagate to the 6 other Australian states; and

 

(ii)        Bicycle Organisations in other Australian States wanting to host an Annual KOM Challenge Series in their capital city to, inter alia, foster a Sense Of Community provided the Bicycle Organisation Franchise Fee covers -

            *           Age Division Winners and Disabled Category Winner  Trophies, and Qualifier  Jerseys; and

            *           delivering electronic timing equipment on a ship-in and ship-on basis. 

KOM Challenge Series Event Fee for future Annual KOM Challenge Series can be materially diminished  -

(i)          if public and government agencies evidence the Inaugural Annual KOM Challenge Series in Sydney -

             (a)        achieve Collective Action by 530 health and fitness minded Qualifiers to influence Australians to reprioritise their values and reduce their energy demands and associated GHG emissions - an Ecologically Sustainable Development;

             (b)        improve the QOL and empower 100 Disabled folk who compete in the Disabled Category Finals Day;

             (c)        create a platform for 1 million Disabled Australians to -
             *          reduce the financial burden on the public purse; and
             *          increase their productivity;
and
(d)       change public attitudes regarding opportunities for the Disabled within the wider community.

(ii)        due to internet delivery of commoditised simple to operate modules enabling the KOM Challenge Series to be franchised to a large Bicycle Organization in countless global cities with low delivery costs. 

 

Whereupon Climate Change and Health portfolios in many States and Provinces across the globe will encourage their Bicycle Organisations to apply for a KOM Challenge Series Franchise with low KOM Budget Event Costs.

Due to seeking optimum personal fitness now holding a higher priority in order to improve cycling performance, spin-off benefits include -

(i)         reduced Obesity and Type 2 Diabetes currently afflicting 1.5 million Australians;

(ii)        diminished incidence of Depression which presently account for a staggering 12 million Prozac and Zoloft sertraline hydrochloride type prescriptions annually in Australia, because social support of fellow cyclists is paramount in recreational bicycle groups; and

(iii)      reduced Recreational Drug Use.


Re (ii) above,
the thrust of this Information Memorandum is for the enhanced QOL of large numbers of Disabled folk to be a catalyst for health agencies in the major cities to persuade its leading Bicycle Organisation to seek a franchise for their city where -

1.        YELP pays the cost of the KOM Winners Trophies (polka dot KOM Age Division Winner Jerseys and KOM Winner Medallions) and KOM Qualifier Jerseys;

2.        supply/deliver the electronic measurement equipment;

3.        funds say AUD$5,000 for Tandems and Speciality Bicycles to be held in Trust Fund administered by APC and the Wheelchair Sports Association in each Australian state; and

4.        the Bicycle Organisation or large bicycle club/group which applies for the KOM Challenge Series Franchise provides all required administration and Event Day labour on a voluntary basis due to the benefit to the Disabled within their community and the opportunity to promote an Ecologically Sustainable Development
